    It is reported that the next science and technology basic plan for FY2011-2015 will emphasize the problem solving as a fundamental role of science and technology. Our Federation certainly welcome this attitude of the government because the transdisciplinary science and technology has basically been developed for problem solving. However, there are several critical issues that have to be carefully considered if the problem solving is taken as the national mission of science and technology. We have decided to officially declare our opinions about the next basic plan. The opinions are discussed and summarized by the key members inside the council and finally approved by all the member societies. The final form has been conveyed to the Council for Science and Technology Policy which is responsible for setting up the basic plan. This article explains the background of our opinions, mixed with the individual opinions of the author.

    The methodology of quality evaluation and improvement by Dr. Genichi Taguchi was systematized as “quality engineering” in the 1970’s, and the value and effectiveness came to be recognized in a lot of technical fields as a concrete and efficient methodology of product development and technological development. Then, “Quality Engineering Forum” was established to unify information in various fields to spread and promote quality engineering further in March, 1993. Afterwards, the name was changed into “Robust Quality Engineering Society (RQES)” in 1998. The 15th anniversary of this society was cerebrated in 2007. The society performs businesses such as publication of the journal and holding annual conference. The number of members is 2350 or more at the end of March in 2009. It is one of our society’s features that the number of enterprise members is far more than that of school officials unlike other academic societies. Moreover, we have no branches. Instead, local societies of quality engineering have been organized and spread to local companies. Currently, 23 local societies are active.

    This brief essay introduces outline of Japan Association of Simulation & Gaming (JASAG) which was established 21st January 1989 and was reinstated academic society of the Science Council of Japan until its reforming. JASAG is a member of academic societies in Oukan, Transdisciplinary Federation of Science and Technology and has been re-formed just from an academic society into a non-profit organization authorized by the government of Japan in 2009. JASAG has been an important regional member society of International Association of Simulation & Gaming (ISAGA) since 1989. More than one-third of the members belong to social science and art fields including communication, education and language studies, and that is the reason why JASAG is one of the biggest organizations of an interdisciplinary and transdisciplinary cybernetics group in Japan.
