This paper is an analysis based on survey data regarding the actual conditions of how SOHO business operators work and the awareness of SOHO aspirants toward business operations. From the consideration of the analysis, two support measures were elicited for SOHO business operators: "to supply work continuously" and "to provide information and opportunities to improve their skills." Thus, this paper can be a basis to demonstrate that business-savvy SOHO agents are needed to support SOHO business operators.

A possibility of telework as a strategic solution for the enterprise management issues was investigated. A survey was conducted to the companies which have adopted telework, and the results of the survey indicated that telework is a useful method of solving the enterprise management issues as a means of business process reengineering (BPR) with a high level of satisfaction by teleworking employees. The survey results also showed that there is a significant difference in consciousness level for management issues. Major factors causing the difference appear to be employee's position (telework-promulgator or adopter) and teleworking experiences. The results suggest that continuous education to make employees understand telework effects is important in order to adopt telework for BPR. This study also proposed a possibility that a telework enhances the organizational strength through the surveys.

In this paper, we consider a way in which we can understand features of each ICT tool, and their effectiveness in each situation. In undergraduate education, daily utilization of ICT as a part of telework is effective in providing good understanding of telework to students. These utilizations allow students to have good understanding of ICT tools, telework, and their relationship, and provide interests in using telework for business.
