    This paper investigates the impacts of public open debates on a public project by the third committee upon the trust formation around the project decisions. The roles of the open debates are: 1) providing information on the project to the citizens, 2) forming the citizen's trust for the decision processes by the government. The truster-trustee relationship between the government and the individual surrounding the public debates is modeled by an interlinked communications game. The mechanisms that the open debates in the committee may fail by game externality are analyzed. Finally, the communication policy in the committee is investigated to control the communication externality caused by the openness of the public debates.

    There has been the authentic waterfront landscape based on cultural climate in Gujo city, Gifu. This study aims to find the factor of keeping the community, and the local rule part. The purpose of this paper, to support the regional planning and the waterfront design.
    It is cleared that the role of waterfront in Gujo, and the structure of waterfront landscape by design survey. Furthermore, the study analyzed the role of community's local rule by hearing survey for residents in Gujo.
    The study concludes that factor of keeping the community is that the community must change the waterfront and the local rule. It is proved that the local rule is organized for two kind of parts, “rule of action” and “rule of system”. And, it is cleared that the community change the waterfront space and its formation by the two rocal rule. Furthermore it is the most important for keeping the community and function of waterfront based on the cultural climate that individuals obey “rule of action”.

    Many studies showed that those who have place attachment toward a place tend to have sense of responsibility to that place or that local community, and to engage in regional activities actively. Despite its importance, place attachment has not yet well studied in planning of public works. In this study, we hypothesized that people's daily encounters with environment and neighbors affect their attachment toward their living areas. To examine this hypothesis, we carried out a panel-questionnaire survey. The result showed that it takes more time to build emotional attachment and sustainement desire toward a residential place than to have preference to that place, and “multiple existences of shrine and temple” had a significant positive effect on developing place attachment.

    In this study, we focused on place attachment that is supposed to be a psychological factor which may encourage people's regional activities like town development, local disaster prevention and community preservation. It is also assumed that place attachment would be influenced by daily activities, which is in turn typically affected by public works. This study assumed that consumer behavior would be a behavioral determinant of place attachment and hypothesed that consumer behavior influences people's encounters with neighbors and environment in place and difference of degree of the encounters determines a level of place attachment. To examine these hypotheses, we implemented questionnaire survey. As a result, it was indicated that consumer behavior influenced degree of communication during shopping and place attachment toward residential place.

    Understanding appropriate characteristics of network structures is necessary to construct efficient transport systems. This research proposes a methodology evaluating transport network structures with considering how large people's activity area is expanded by transport system. People's behaviour in a network is described with a non-utility based time allocation model which is newly developed in this study. An index referred to as “visiting ratio” is proposed in order to evaluate the area where people intend to visit. The proposed method shows that network structures where travel times to the different destinations are distributed equally are more appropriate in terms of the visiting ratio. Also, a phenomenon that constructing a new link may result in lower function and an advantage of scale-free networks are also shown.

    This research aims to the suitable design and management for an infrastructure on the mountaineer area which has aging and which depopulated problem and is in the crisis of a decline. Under the modernization, "path construction" carried out in the Kakinosawa district, Iida city. The research is proved that self building environment about the social capital brought about in an area. The research showed having inherited the local rule for a suitable environmental alteration, and having maintained the community corresponding to the changing social situation, when a resident built and managed around the environment where one live, by his hand. An infrastructure was improved by the community with attachment serves as a basis of the environmental recognition.

    The Baarda's data snooping is applied to detection of early deformations of a slope by vision metrology. The data snooping is a method to detect gross errors by adding an error term to each observation equation, and if adjustment is suddenly improved at a point, the observation is judged to include a gross error. Phenomenally a deformation occurrence between two epochs of time corresponds to a gross error in observations. Equations for a hypothesis test are derived from a set of photogrammetric observation equations. The validity of the testing procedure is proved using a slope model of 1m×0.5m with 37 retro-targets, in which some points are shifted by known amount between two epochs.

    It is getting more and more important that skilled labors pass down their knowledge to the younger generations under declining population. We construct a Core-Periphery model in which young labors migrate between cities aiming at learning from skilled labors. The analysis of the model reveals that decrease in young generations increases each young labor's chances of learning through urban agglomeration. Furthermore, we demonstrate that the preferential tax policy for young labors has a disastrous effect that leads to the death of the city while the opposite policy is effective for growth of population in the city.

    This research aims at developing the technique for updating dynamic O-D matrices based on the information from probe-vehicles. However, probe-vehicle does not provide the information on the traffic counts and the observed speed varies among probe-vehicles even when the traffic condition is similar. We propose several techniques for estimating traffic counts from observed link travel speeds and the O-D matrices are updated based on the estimated traffic counts information. The results show that the O-D matrices updated by using the variance of estimated traffic counts or the number probe-samples as representing reliability of probe-information are more accurate than those by not using such indicators.

    This study is to evaluate the landscapes of mountains in Kitayama, Kyoto by focusing on their visual shapes and a way of viewing. First, mountain shapes are identified from the surrounding area, and then classified what type of mountain shapes are seen from the surrounding areas. Secondly, the way of viewing from the surrounding area is identified from historical records, regionral documents, and paintings. As a result, the way of viewing mountain is found in the area where can be seen the particular shape of mountains. And also, the way of viewing is not only correlated to the shape of mountain but also the place where are surrounded by the particular landform.

    This research evaluatedt the guidance system for the visually disabled using sense of direction capability. Sense of direction capability of the totally blind person and the seriousness partial sight person was measured by sense of direction questionnaire-short form. In social experiment of guiance system, the visually disabled was classified into the high group and the low group by the score of sense of direction questionnaire-short form. Each group evaluated the guidance system. Evaluations of each group differed and evaluation of the system using sense of direction questionnaire-short form was effective.

    In this paper, a reservation system is regarded as a mechanism, which allocates the services to potential customers along the first-comer-first-served principle. The economic benefits of a reservation system are classified into two distinct functions: 1) to supply the customers an option to purchase certainly the service in future; 2) to function as a revelation mechanism, which attaches the priority in trade to those who derive more satisfaction from the service than others. In this paper, a market equilibrium model is formulated to evaluate the economic benefits of the reservation system in a monopolistic service market. The paper shows that the consumers' welfare is worse off in the market equilibrium with the reservation system, while the social welfare can be always improved; in order to deter the degradation of consumers' welfare, the cancel fee systems should be regulated.

    In this paper, it was hypothesized that due to information provision about the significance of civil engineering, people's attitudes are modificated toward approval for public works. To test this hypothesis, we conducted a survey (N=480). In this survey, we made up a brochure as a brief message to inform people of the significance of civil engineering and investigated the effects of providing individuals with this brochure on their attitudes toward public works. The obtained data statistically supported the hypothesis, and it was indicated that the provision of the brief massage might promote people's understanding about civil engineering and consequently strengthen their positive attitudes towards public works.

    Driver should study beforehand the relation between his route and the place names using a driving map where the information of guide sign is described, in order to use the place names that are displayed in the road guide signs. Moreover, the positive use of the guide sign cooperated with the map, for example the selection of routes using the guide sign information described in this map, becomes possible.
    In this research, from such a viewpoint, the effect of the beforehand study using this map was analyzed by the indoor experiment with a simulator. As a result, it became clear that the use of information of place names increased by the beforehand study using the map, the ratio of the drivers who ccould run their scheduled routes improved, the distance which the drivers run in their scheduled routes increased, and also that the psychological load of drivers was reduced.
