    Before the government's attempts to improve school libraries in 1993, some of the city boards of education have promote the development of elementary and junior high school libraries. The purpose of this paper is to identify the factors affecting the maintenance and promotion of school libraries in their city boards of education. First, the author selected the four cities, Okayama, Nishinomiya, Ichikawa, Saitama. These cities satisfy the three conditions of the development of school library (the compilation of a database of books, the provision of a school librarian, and the loan between schools), continued to announce the practice report. Next, a bibliographic survey of school libraries in the four cities were carried out, and interviews were conducted to previous and current teachers' consultants. The result identified the following four factors. (1) Boards of Education have the educational philosophy focused on school libraries and policy on the use of the school library. (2) Principals and superintendents, ex-teachers, worked on actively, and were in charge of educational administration as promoters. Teachers' consultants are motivated to continue the efforts. (3) Flexible cooperation have been made in and out of the Boards of Education. (4) The continuous accomplishment reports by each city have a reputation. Of these, (1)(2) is a major factor, and there are close relationship between them.
