    This research aims at what is grasped about the actual condition and the directivity of change of the employment custom in hotel business of Japan especially paying attention to human-resources management, while the management which can respond to change of business environment flexibility is called for. And, it aimed at clarifying in various policies for securing the flexibility of employment about the policy which especially each hotel in Japan has adopted. As a result of investigation, it became clear about a change of the employment custom for the next 5 years that the hotels which assumed that, as a whole, importance of a "new policy" rose were much. And it became clear in many Japanese hotels to adopt external/numerical flexibility as a policy of flexibility than internal/functionl flexibility

    It is 2 ways to analyze the travel agents which play an important role in tourism. One is the macro analysis of the whole field of travel agents, the other is the micro analysis of the detail field of the specified company. The one is used to almost of the existing research, the other one is used to a few researches. It has the difficulties with collecting the data, which is details and is for the long term. This research is based by the micro analysis of the detail field of JTB which is the biggest travel agent in Japan for 40 years after to be re-organized as "Stock Company".
