    This comparative study aims to identify the indicators of cruise ship safety by examining the management systems of thirteen cruise operators that resumed cruise operations during the covid-19 pandemic. Investigation of the state of implementation by the thirteen operators of the elements of management recommended by the World health organization, the Center for disease control and prevention, and the Cruise line international association showed a tendency for the operators that implemented more of these elements to realize stable operation free from cases of infection. Analysis of the causes of infection based on tracing infections and reviewing the state of management at the seven operators that did have cases confirmed that the combination of passenger restrictions and prior PCR testing and screening was an important management method that led to formation of social bubbles on board.

    In this study, the concept of Strategic Destination Management (SDM) presented is with an awareness of the problem of realizing "sustainable tourism". Kamakura City was set as the target area for analysis, and a destination specific System Dynamics model was developed. As a result of the analysis, it was found that soft measures corresponding to tourism promotion are necessary to increase the number of actual visitors, while tourism expenditure and attractiveness must be emphasized to increase per capita consumption. Since multiple scenarios can be compared and examined, it is thought that SDM can be used to understand the advantages and disadvantages of each related stakeholder and formulate a consensus based on this understanding.

  • ―From a Communication Perspective―

    The aim of this paper is to identify important skills and factors necessary for frontline employees of the hospitality industry, which will be useful for educating future hospitality workers. Qualitative analysis of interview data of six hotel staff in different positions was collected. Also, the written text of assessment tools for hotel employees created by the Ministry of Health, Labor and Welfare was used to make a list of skills considered important for hotel staff to enhance guest experience. It was found that the items on the list have relevance to previous research on hospitality competencies, and also to communication theories. Finally, this study suggests the possibility of applying the framework of communication study to train students and potential employees in the hospitality field.

    Tourism enterprises based on destination, or TEDs, have played an important part in the value chain of tourism, previous studies on TED, however, are a few and did not clarify how they could contribute to regional revitalization through tourism. In this study, the invention and evolution of the locally-based tourism business is followed from a diachronic perspective to understand the business in a relative manner. As a result, the TEDs have developed from the stage of making arrangements on behalf of tour operators at the source market to the stage of distributing directly products to consumers with the background of expertise in MICE or information technology.
