    21century is a century of global environment because increase in population and the standard of life require more resources, resulting in damaging environment and possible conflict between competing nations. Macro-engineering could provide possible solutions to the conflict. Thus paper depicts several concrete examples for the issue.

    Under the given irreversible conditions of nature and the earth, sustainable development will be attainable only through mechanisms of the circulation of materials. Four cases of the basic laws concerning environmental problems and policies are compared on the basis of four viewpoints (1) An awareness of a turn away from “humanity oriented stance” based on inordinate desires, to “nature oriented stance ”, without which humanity cannot survive. (2) Recognizing the basic law of the environment preservation as the basis of the whole national/regional issues and policies. (3) Recognizing that the fundamental elements humanity needs to survive are an adequate water supply and safe food. (4) Requesting citizens' and non-governmental/profit organizations to cooperate in the decision-making process. In conclusion, the cases of Japan, the USA, the EU, and China will demonstrate that it is better to enact at least the above (1), (3) through the legal procedure, which provides a perspective of the future. Eventually, (2), (4) would be also better to be properly stated in the law.

    A small-scale solar energy system having a sunlight concentrating system of a compact heliostat type, which includes a new tracking mechanism for collectively driving a group of small mirrors, is proposed. The tracking mechanism includes a common driving member and driven mechanism units which are collectively driven by the common driving member. The driven mechanism units are respectively provided for the small mirrors. The common driving member drives the group of small mirrors collectively through the driven-mechanism units so that sunlight reflected by each mirror is directed toward a convergence point.

  • From the View-Points of Emergent Disasters as Well as of Urban Environment Amenity and Culture

    Loop expressways [ex. The National Capital Region Central Loop Road, the Outer Loop Road, the Central Loop Road] and Loop lines of railways [ex. Yamanote Line, Oedo Line etc.] have been increasing facilities for urban communications. However, the Hanshin-Awaji Earthquake (Jan.1995) and the USA Terror Disaster(Sept. 2001) have recalled Japanese people to the importance of counter measures for urban emergent disasters. From the viewpoints of above disasters as well as of urban environment amenity and culture. This paper proposes Revaluation of Water Routes, particularly in a loop line [RiverLoop] in the heart of Tokyo Metropolitan Region, of which the population is about 25% of the nation, and Construction of Traffic Nodes to link Water Routes to Railways and Roads including expressways. This proposal is based on considering the history of water-borne traffic in the Edo period.
