Siberian river-water run-off, varying not only seasonally but also annually, affects variations of distribution of sea-ice formation and ice-free open water. It is proposed to control not only ice-free open water but also weather by trading river discharges through a canal to be constructed between Lena River running into the Laptev Sea and Angara River, a branch of Yenisey River running into the Kara Sea. Baikal-Amur (BAM) Mainline intersects Lena River at Ust'kut and Angara River at Bratsk Reservoir. The altitude difference between these intersections is small. The length of the canal is estimated to be 150 to 200 km.
There are many water problems in the world, but those in underdevelopeding countries look like deeply serious. Recently, development of natural water resources caused unhappy situations in many areas. There has been great advance in desalination engineering. But desalination seems to be still not feasible to underdeveloped countries. People there are needed to manage their community within limited water resources. Population increase restraint is most important to settle people and to succeed in economic development.
