Some local governments in Japan issue annual environmental reports based on their own basic environmental plans. Because the publication policies are left to the discretion of each local government, the purpose and contents of the reports vary widely. Therefore, it can be difficult to grasp the actual situation nationwide because the reports are not managed in a uniform manner. This study investigated the publication policies and reporting methods of all 33 municipalities in Kanagawa Prefecture, Japan and found the reports published by Sagamihara City and Samukawa Town in 2020 to be exemplary. This study examined the current issues described in these reports and found a lack of uniformity among local governments in terms of measurement indicators, target audience, data interpretation approach, and the resources used to make the reports.
