    In steels for welded structures, it is well known on Koa, fracture toughness of crack arrest, that log Kca shows linear dependence on reciprocal of T and converges at a certain value of 1⁄T, which means existence of “pivot”. In the present paper,Kc , fracture toughness for crack initiation, is also shown to have a pivot. The reason for existence of the pivot is explained by setting a presumption that any steel for welded structures except steels for low temperature use has the transition temperature Ts about -100°C, where Ts means the lowest edge of the temperature range for brittle fracture in the general yield condition.
