In steels for welded structures, it is well known on K
oa, fracture toughness of crack arrest, that log K
ca shows linear dependence on reciprocal of T and converges at a certain value of 1⁄T, which means existence of “pivot”. In the present paper,K
c , fracture toughness for crack initiation, is also shown to have a pivot. The reason for existence of the pivot is explained by setting a presumption that any steel for welded structures except steels for low temperature use has the transition temperature T
s about -100°C, where T
s means the lowest edge of the temperature range for brittle fracture in the general yield condition.
