Purpose: This study aims to clarify health workers’ roles and activists’ system of Fureai Salon activities and to use the date to find measures to secure the leaders for the activities.

Methods: A total of 10 health workers were interviewed in each of the 10 districts of 12 community welfare areas (12 districts) in Suzaka City. The date gathered from the interviews were analyzed using a qualitative inductive method.

Results: Regarding health workers’ roles in the activities, four categories were extracted: providing health information, sharing health knowledge, health practices, and individual support for health. Regarding the system of working in salons, five categories were extracted: how to utilize individuals’ resources, how to engage continuous cooperation, flexible ways of engaging by duty etc., semi-obligatory engagement by changing terms, and how to get involved in organizational backup.

Conclusion: The results revealed four roles played by health workers. It is thought that practicing these roles will lead to a further increase in health awareness among the participants. At the same time, by clarifying the roles played by the health workers, participants could have a sense of her own usefulness and be more willing to actively carry out the activity and continue to cooperate in activities. In addition, regarding the activity system, it became clear that there are five systems mentioned in the results. It is thought that the functioning of such an activity system will lead to a reduction in the issues of the leaders, such as a fixation on the leaders, the difficulty of training successors, and the sense of duty and burden. The roles and activity systems played by health workers in the Fureai Salon can be used as basic data for examining measures to secure the leaders for the Fureai Salon.
