We have developed a codec board conformed to the MPEG-4 standard, Simple Profile Level 2. This codec board mainly consists of a RISC processor for compressing or decompressing, and a high-speed FPGA for converting a NTSC signal into a CIF/QCIF or CIF/QCIF into a NTSC signal. It is flexible and cheap by using these devices for general purposes.

Experiments have shown that the bi-directional prediction, which is the heart of MPEG-2, plays a very important role in its coding efficiency. Theoretical analysis shows, however, that the efficiency is degraded, if the auto-correlation similar to the spatial correlation, ρ_n=ρ^n (denotedρ_n=ρ**n, hereafter) is assumed. The contradiction can be made clear, if the temporal correlation is assumed asρ_n=ρ**(√^ r<n>), as Dr. Katto proposed. In this presentation, the temporal correlation with motion-compensation is measured, and the coding efficiency is discussed based on this.

In the vector quantization(VQ) methods, computation and memory amounts increase exponentially according to vector dimension and coding rate. As a fast VQ method utilizing geometrical structure of the reflection group, called RGVQ, has been proposed. It is known that, for uniformly distributed vectors on unit sphere, coding performance of the RGVQ is almost the same as one of the nearest neighbor search VQ, within practical computational complexity. In this paper, the RGVQ is applied to the waveform quantizer of the variance normalizing VQ for the Gaussian vector source.

Lifting coefficients are optimized for each image so that the amount of information on wavelet coefficients can have a minimum. Simulation results indicate that a coding rate decreases by about 0.03 bits/pel by applying the above coefficients to JPEG2000.

The contrast of the combined moire patterns of modes (1,1) and (2,2) is found to be proportional to the spectral intensity 2/S, of the beam profile, where S is the scan line pitch. Therefore moire fringes can be made less visible by selecting a beam profile which has weaker spectral intensity at 2/S.

The launch of the digital terrestrial broadcasting in Japan is scheduled in 2003. To determine the suitable link budget for fixed reception, fluctuations of the field strength of digital and analog television were measured in the area of Tokyo-Tower station eleven months. The field strength value for 99% of the time of the digital television was -1.8dB to the center value. On the other hand, the corresponding value of the analog television was -11.7dB. This difference between the two values suggests that the margin for 99% of the time in the digital television broadcasting is expected smaller than that of the conventional analog television broadcasting.
