Local financial firms are activating their solution business for customer companies in collaboration with research universities. These recent collaborations with universities, companies, and banks were influenced by Japanese region-based relationship-banking policy of Financial Service Agency. How about should we analyze and evaluate these collaborations from the viewpoint of innovation? This article tried to frame a hypothesis that the collaborations would become one of the new regional innovation systems by a study of comparison between academic definition of relationship-banking and political definition of Japanese region-based relationship-banking. And this article looked back on the discussion in JSIP (Japan Society for Intellectual Production) Autumn Symposium 2012 as one of verification.
As the result of the verification, this article could show following 3 factors. 1) Japanese region-based relationship-banking was proceeding with political intention different from academic definition of relationship-banking. 2) Some of the recent collaborations were activated by positive bank's own organized policy. 3) There was the possibility that Japanese region-based relationship-banking would become one of the new regional innovation systems.

Tama Shinkin Bank send workers as an important personnel support for Universities to coordinate SMEs' needs and Universities' research seeds. The coordinator's role and activity is expected to be effective for the collaboration after this. It has been almost ten years since the initiatives of industry-academia collaboration started in Japan. However, asking the question "Do collaboration really happen?", the answer is somewhat doubtful. In the background, there may be certain circumstances reflecting our culture and society. And also, "respect" in the true meaning has not been fully nurtured between industry and academia. It is strongly required for both industry and academia sides to change the way of thinking fundamentally.
We have to admit that the position of Japan in the global economy has been dropping these days, and then now industry-academia collaboration based upon "respect" is increasing important necessary. However, it seems that the parties concerned in collaborative activities are lacking this consciousness. Understanding and practicing is strongly requested. Nomura Securities endeavors to promote the industry-academia collaboration on our own belief that the security industry supports the foundation of economies.
