    For quantitative evaluation of the effect Non-Darcy flow in Lugeon test, a comprehensive numerical model is proposed. The developed model depends on two dimension radial flow equation. It includes hydrodynamic phenomena, such as condition around borehole and discharge flow. From the experimental Lugeon-test results in the saturated condition, permeability (K) and Non-Darcy coefficients (b) were determined by simultaneous inversion. The calculated P-Q curves were reasonable and consistent with in-suite P-Q curves. This method is cheaper and faster than traditional ones. According to this method, b has various values as a crack increases. Lugeon value (permeability) converted into laminar flow is also more affected by Non-Darcy effect.

    Tsugaru Dam is a gravity dam under construction in the direct downstream of the existing Meya Dam. The functions of the Meya dam are required to be maintained during the construction of the Tsugaru dam. The design flows for the temporary diversion facilities were defined as following: 1) A flow not to affect the construction of the Tsugaru dam; 2) A flow not to endanger the safety of the Meya dam. Multiple-stage diversion plan was adopted due to its economical efficiency and the gate operation of Meya dam is possible with it. In addition, facilities have been designed based on hydraulic model experiments reproducing the discharged water from the Meya Dam.
