In the early morning of January 17, 1995, a magnitude 7.2 earthquake struck the Metropolis, Kobe, Japan. This violent shaking caused misery and destruction. More than 5, 500 fatalities had occurred and over 300, 000 left homeless. The Building Research Institute has been trying to set up "the Geographical Information System for the Restoration Planning in the Hyougo-ken Nanbu Earthquake Area". This paper includes the way to make the new GIS for the restoration after disasters on a massive scale, the information required to set up in the GIS, the way to collect the information and how to use this GIS in the restoration planning. This experience will indicate the quick response to the case of a future large disaster.

This paper is based on the presentation on the above subject made for the Japanese audience in October 1994. The presentation focused on the current situation about Geographic Information in the UK. One of the important factors for the promotion of the GIS technology is to creat and maintain the geographic data at the national level. UK is one of most advanced countries in this aspect and the GIS technology is started to be widely used because of the extensive availability of the geographic data. Ordnace survey, the National Mapping Agency is the Key organisation to creat and control the geographic data. It is playing an important role in the GIS activities in UK together with other organizations like Association for Geographic Information(AGI), Local Government Management Board(LGMB) and British Standards Institute.
