This paper represents some findings how the tenancy care system by the Land Renting and House Leasing Law makes a restrictive effect on the supply of rental houses in housing market and how the system of housing policy be reorganized with repealing the tenancy system. First, the tenancy system is one and only reason why the share of owner housing has risen in housing market in Japan after the World War II. Second, to reorganize the housing policy with repealing the tenancy system, the rate of capital gain tax on land be raised, the congestion fare be induced in urban infrastructure operation, and housing subsidy for low income classes be induced at the same level nation-wide. Third, this reorganization of housing policy reduce about 3 thousand million yen of financial expenses a year.
