In this paper,complex eigen value analyses based on quasi-steady theory are carried out to understand the fundamental characteristics of galloping in a single conductor transmission line with counter weights. It is found from the analyses that not only the aerodynamic characteristics,which depend on the shape of ice accretion,but also the structural characteristics have a great influence on instability of the transmission line with the counter weights. Even if the Den Hartog's galloping criterion is not satisfied,the mode with a large torsional amplitude might especially becomes unstable in high wind speed.
