Electric power demand has an increasing tendency year by year. The f1uctuation of the electric power causes further increase in the cost of the e1ectric power facility and e1ectricity charges. The development of the Electric Power Leve1ing Systems (EPLS) using energy storage technologies is desired to improve the electric quality improvement. However,the SMES is very expensive and it is difficult to decide the gains of the controller. It is essential in the practical use that the reduction of SMES capacity is realizedThe cluster structured hybrid algorithm (CSHA) has been proposed for optimizing the EPLS. In the CSHA,masking the upper bits of gene was introduced and achieved the effective searching of solutions. This paper proposes a novel CSHA with an additional function of lower bits masking for improvement on searching efficiency. The effectiveness of the proposed CSHA is confirmed by computer simulation.
