In this paper，a new earthing system using reinforcing bars in house foundations was proposed. We are considering the application of the detached houses on the earthing systerm. The reduction effects using surge protective devices for lightning overvoltage and the seasonal variations in earth resistance of the earthing system on mat foundation were investigated experimentally. The reduction effects were observed on influence of the difference in wiring length and the earth resistance，and could be obtained in the earthing system in both cases that centralized earthing point was on cabinet panel and on reinforcing bars. The value of the earth resistance in experimental mat foundation models was measured between about 20 Ω and about 30 Ω by the influence of seasonal variations when the area of the models was under the conditions of about 8.3 square meters. As a result，it can be said that the system that is proposed is effective as the earthing system.
