Now the service industry represents the top share of both of the composition ratio of GDP and employees, it seems that Colin Clark's industry classification needs to be modified. As a result, IBM established " The Research institute of Service Science " in 1993.In order to cope with this situation, I would like to propose that managerial diagnosis needs to build the public concept of service science and to construct the innovative theory to contribute to economic activities from the interdisciplinary perspective. Concretely speaking, without being constrained by existing idea of service industry; we should construct the theory scientifically and reasonably to build the concept of service science that has a set of circulation that consists of research & development, production, marketing, maintenance and zero-emission resources recycling. Moreover, we should understand that we need to give advice to and support individuals to help refrain them from free-floating of feeling and action caused by luck of materials and to make them realize that the ideal economic society where they can feel of comfort and affluent by mental balance.

This paper tries to facilitate emerging community model through transforming implicit service function to explicit ones. Useful tool for actualizing service visibility is to set "serendipitious, by accident power" promoted by catalyst into community. This transformation process leads to self-directed autopoietic systems, in other words, self-organizing world, that generate order state out of chaotic , fluctuate one. A short but significant attempt proposed common facilitator's function as inducement for leading autonomous, emergent, and self-organizing community model assisted by explicit service functions.

When credit inquiry of the enterprise is evaluated, the qualitative scoring seat might be used. At that time, it was a problem to give the standard assumed to be able to evaluate credit inquiry correctly again that objectivity was given to a qualitative evaluation. Moreover, it can be said that it is preferable to do the scoring seat to there are a lot of evaluation items an integrated evaluation by a quantitative standard. The array of the score was caught here as a kind of pattern, and the Mahalanobis distance of the quality engineering was used for the method of requesting the value of an integrated pattern from the score. Moreover, to make the rule of the pattern visible, the application of the orthogonal array was applied. As a result, it was achieved to clarify a potential structure in the factor effect chart that was requested by the numerical value that the qualitative score of 36 items unified and obtained from the orthogonal array.

Concerning the fund-raising by small and medium-sized enterprises under the permanent relationship banking, this paper tries to construct a theory about how small and medium-sized enterprises should give information to financial institutions based on communication theory by applying the concept of service marketing to the fund-raising. Communication can be divided into two categories. One is persuasive communication used for the borrowing with certain future cash flow and source of repayment. The other is the communication to build up shared reality used for the borrowing with the uncertain future cash flow. This paper mainly describes the former(the borrowing with certain future cash flow and source of repayment) based on consumer behavior model(extensive consumer decision processes).

Our workshop will be focused on the diagnostic research of the start up processes of small businesses driven by academia-business-public board links. We have not yet found an effective approach for this subject. But we want to clarify the way to drive the small manufacturing industry by the academia-business-public board links and set up a system to diagnose these links. We find that the significant factors to drive the small manufacturing industry by these links are technical knowledge and earnest advice and friendly conduct (congeniality) in "academic" institutions. We mark out this positive approach by project managers as the same factors. They will demonstrate these improvements in the collaborations with assembly plants, the smooth conduct from technical development to trial production, and the motivation and skills of staff. We need to study and research further the framework for the academic-business-public board links.

In twenty-first-century Japan, the development of the health promotion system is one of the important assignments in the establishment of people's Quality-of-Life (QOL). On the other hand, the systems approach has proven to be useful and also effective in development and management of many kinds of health ,medical and welfare systems. Therefore, in this paper, we discuss the purpose and outline of the health promotion system. Specially from the systems management points of view, we give the concept, strategies, methods and systems approach to design and evaluate the health promotion system by utilizing many kinds of social health resources. Above all, we propose the development of total health promotion system by mainly utilizing hot spring resources and their concerned resources which are very popular and useful in Japan.

In developing a product, usability is important. Consumers' actual usage often go across with the intended design of the product. In some cases, this goes beyond designers' intention, and goes to as far as user innovation. Customers might not be willing to wait until the proper product appears in the market. How these discrepancies (which are conceptualized as 'stickiness of information') can be resolved in the design stage? This article proposes to focus on the usage context and to translate contextual needs into customer functions. QFD( Quality Function Deployment) also translates feeling(sence) into actual product design. For the design of facilities and gears such as cell phones which are used collectively by many people, 'cultural probe' is a new and effective qualitative approach to explore the usage context.

System-emphasized marketing can be diversely approached by the names of "expansion from 4P to 6P", "STP" and "environmental labeling". Furthermore, through analyzing system-emphasized marketing's "concept," it is clarified that the entity (who does?) is mainly "manufacturer" or "intermediary in charge of recovery or dismantlement," the subject (to whom?) is "ultimate consumer" and "industrial user," the object (what about?) is "consumer goods and industrial goods," the purpose (what subject?) in for-profit company as the entity is "profit acquisition of attempting harmony with social purpose", and the reason (why?) is "because individuals and human society can't exist without a natural environment."

As in the famous Petty's-Clark's law service industries make up an increasing proportion of the national income as economies are developing. Good example is in Britain which has enjoyed prosperity for the past 15 years as the best place for service industries while Japan lags far behind . Among them the professional football renowned for its Premier League has already become one of the big service industries. In categories of service mix football can be classified in "Major service with accompanying minor goods and services"(P.Kotler) .Here the centre of the service is provided in the stadium where game is the major while sale of goods at club shop is minor service. Because of the characteristics of service, especially unpredictability, stadia management has become important in the sense that it produces good atmosphere by matching players' great efforts with the fans' enthusiasm. Unless the clubs own their own stadium it should be almost impossible to provide great service to fill customer satisfaction. English Premier League's success compared with their rivals on the Continent certainly shows the importance. Out of the revenues at football industry gates on matchday are the most stable one compared with the other ones like broadcast, sponsorship and commercials .The industry is so speculative (wages to turnover ratio of 62%) in its nature that stadia management in attracting supporters and filling fan equity has been/will become critical . Now that it is becoming harder to build new stadia because of external diseconomies the clubs should pay more attention to communicating with the nearby community and using them as an community asset.

Because service has intangibility and variability as its characteristics, it is difficult for customer to evaluate the service quality in advance. Hence one of the effective marketing is to reduce a risk by the prior evaluation or agreement. In this paper, we examined some systems such as compensations, guarantees, service-level agreements and contracts by performance through the variability of service. We used a gap model as a frame work for analysis and became to regard the problem that the variability of service quality brought a gap between the perceived quality and the offered quality. In 2007, a lot of expert engineers of the baby boom generation retire in Japan. It is called "2007 year' problem". The Digital Contents should work helpfully for " 2007 year' problem" in Japan. The Digitalized Self-training Manual can be preserved permanently and the company trainee can learn after retirement of the technical expert. Trainee can learn it even after their job (off-JT) to avoid disturbing trainees' working hour. Recently the Internet infrastructure is spread wildly and speedy, the trainee can use the Digital Contents wherever, whenever and repeatedly. If the manufacturing skills or technical intelligence do not leave generation by generation in these the small and medium-scale enterprises, big scale company might be influenced badly because the big scale company are supplied parts from the small and medium-scale enterprises for assembling the products. In this study, we proposed the effective vocational-initiation method using the Digital Contents. As the traditional methods of vocational-initiation have been done with trainer and trainee facing together, they should share much time to understand together. It is also clear that they are not able to join the production activities during this. The digitalized intelligence cannot be obtained without the operation of the computer. The reasons why we use the digital contents for the vocational-initiation are ·If the previous procedure is not completed, a trainee cannot advance to the next procedure. ·A trainee cannot execute unauthorized works by the password. ·A computer can keep the information of trainee and his working hours as log information. ·The administrator of the Digital Contents can update it anytime and promptly. Using the digital contents must solve the problem of the physical distance between the trainer and the trainee. However, it is assumed that the amount of the digitalized information and the amount of analog information are equal.

In this study, we proposed that on employing the 3 dimension CAD (3D-CAD) engineers the employee must not be from scientific school. The training method might be more important after employed. So we proposed the effective training method using sample Digital Contents. No operation training of the 2D-CAD before 3D-CAD training The 2D-CAD operation training is not so important for 3D-CAD engineers, because sketch drawing operations are included in the 3D-CAD functions. According to the test the trainee had no stress on the 3D-CAD training without it. Adapting the Midrange type 3D-CAD on the First Training Step The solid type 3D-CAD might be useful for the inexperienced person on the first training step because it is easy to learn the operations (for example 23 high school students in the country side learned the operations in 3 days.). In the Solid Type 3D-CAD the object can be shaped by extruding 2D sketched profile and the shape of the object is adjusted by removing unnecessary parts. Midrange type means we can buy it comparatively cheaply, and use the software in the environment of a general personal computer. Next the surface type 3D-CAD might be used in the training course. In the Surface Type 3D-CAD, the object is shaped with combining some plains. This 3D-CAD system looks like above-mentioned Solid Type Midrange one, the trainees might be familiar with it. When they have completed two types (solid and surface) of the 3D-CAD they would be able to shape the models freely. Affectivities of the Digital Contents on Various Conditions In this case we proposed the digital contents for all training menu shown above. It is effective for time control and economical point of view because trainer does not always be with trainee. The assistant use of the Digital Contents is effective to promote 3D-CAD engineers. Everyone can learn anytime and anywhere with the digitalized manual. Training

This paper analyzes how the change in "instrument" mediating public communications affects both public communications and citizen activities. Firstly, this paper illustrates and reviews an activity theory as a theoretical framework. Secondly, this paper analyzes two activity systems of public communications mediated by Yatsushiro municipal government. The first one is mediated by Public halls and the second one is mediated by the regional SNS. Through analysis of these two cases, this research indicates the critical role of instrument. The change in "instrument" from Public halls to the regional SNS affected every aspect of an activity system of public communication. This change creates new knowledge as well as spontaneous public actions.
