    There were some cases that the proper combination capacity of the photovoltaic module/storage batteries was not applied to stand-alone PV system with small loads. Recently reliability of lighting/operating time and economic efficiency are required for those systems. So we proceeded the examination using “Photovoltaic battery type slanting-pendulum mechanism,” which is an example of these systems. We describe that the operating time calculated was corresponding to the measured time in the continual operation test of the mechanism. First,to attain continuous operation with small electric power, a pendlum mechanism method was applied instead of the conventional arm-swinging mechanism combining a motor and link. Consequently, the power consumption was reduced extraordinarily. At the same time, automatic starting function having freely adjustable arm-swinging direction was also realized. Then we developed the arm-swinging robot having the following objective:The robots can perform human-shaped arm-swinging flagman operation having a rotational light and guidance light.
