We examined the method and the procedure to detect oil-on-water from images by CCD camera. These are used by optical characteristics of oil and are very concise system of having efficiently combined existing image processing techniques. If this process build in the system for detecting oil-on-water，neither special hardware nor software、are needed and it is very useful.

The reinforced concrete of the base of a ferroconcrete make and an iron frame ferroconcrete make is substituted as an earth electrode now. Concrete is an insulation thing with good performance in complete dryness. This is a common knowledge. However，an electric characteristic of the state of moist is not necessarily understood enough. In this paper，a basic examination to understand an electric concrete characteristic that lay between surroundings of the earth，the reinforced concrete or the iron frame was done.
