The high-voltage customers tend to install excess static capacitors(SC) to improve their power factor(PF) at the interconnection point. This makes the distribution lines PF leading and it needlessly raises voltage. The combination installation of SC and Automatic Power Factor Controller (APFC) is desirable to avoid this power quality degradation problem. However the high initial cost and less discrete control hinders its broad use，especially for small consumers who have only one or two SC. The authors propose a new APFC and SC for such small consumers. The proposed APFC consists of simple electrical components without PT to measure the line voltage，and estimates load reactive power from only CT current values. The new SC has the flexibility to change its capacity in two steps by changing its internal wiring. Their prototype system and evaluation result through the test will be presented in the paper.
