Since revision of the social system respecting consumers has been carried out these years in Japan, a great deal of anticipation and expectation weighs upon consumer organizations. I decided to report on the result of surveys conducted in 2003 and 2005 to show the current policy support for consumer organizations in Europe. As a result, I found among people the widely accepted idea that the organization's activities contribute to policy. In order to raise a consumer organization that is influential in society, as is seen in Europe, we need policy support. The groups'substantial financial base and expertise will improve general consumer life and develop consumer education.

The object of this study is to develop teaching methods in consumer education. Two teaching methods were conducted with 44 junior high school students, focusing on mail-order. The first method assumed that taking the standpoint of a malicious retailers would help understanding of proper buying behavior. The second method utilized student interest in the teaching materials to heighten learner motivation. The effectiveness of the teaching method was measured by comparing the behavior of the students after the practice with what is thought to be common among consumer affairs professionals. Consequently, more students behaved the same way as the experts and their decision making process was improved, which showed the validity of the teaching methods.

Several years ago, the Dai-ichi Mutual Life Insurance Company created the original teaching materials called "Life Cycle Game". The aim of its creation was to help people understand the possible solutions to people's various life events and study the way to prepare for them. So far, the reputation of the Game has been good and people enjoy using it in their classrooms. However, we have also found some difficulties in the diffusion process. The application of the teaching materials created by private enterprises in public education is still a matter of debate and placing consumer education as an independent subject to be taught in school seems to require far more future effort. In order to make consumer education more efficient, we need to attach greater importance to the following points:
1. Ideas for the better use of existing materials.
2. Collaborations to be taken among the enterprises CSR related activities and consumer education.
3. Establishment of a supportive system with the aim of realizing the philosophy expressed in "Japan's 21'1 Century Vision" and "Consumer Fundamental Act" in the diffusion of consumer education.
