  • Suggestion from Analysis of Guidelines for Higher Education

    The purpose of this paper is to consider the theoretical framework of consumer citizenship education by analyzing the guidelines and how it is taught as part of higher education in Europe. This paper also considers suggestions for introducing the subject into consumer education in Japan. The following recommendations were proposed:  ・ It is necessary to reexamine citizenship education of Japan and see how it differs from that of Europe (the philosophical foundations, societal trends and the meaning of citizenship). ・ The introduction of citizenship education to consumer education in Japan should be adopted in two stages. In the primary and secondary education curricula, a citizenship education component should be added to the present consumer education and in higher education where it is not presently included, it should be systematized and incorporated as CCE.

    The purpose of this paper is to verify whether "Japanese Mini-Miinchen" is effective as a consumer education tool to increase independent action by consumer citizens. The Mini-Miinchen is a city planning game for children started in Germany. Ten Japanese Mini-Miinchens are divided into 3 groups based on similarity. The developing economic sense type, developing consumer citizenship type, and attaching importance to identity formation type. The Japanese Mini-Miinchen is an effective for consumer education leading to independent actions because there are many activities that develop children's identity buy-man-ship, and consumer citizenship. However there are not so many activities learning global citizenship.

    The purpose of this paper is to report how children relate to consumer culture and are damaged by consumer problems. We conducted a survey to clarify the effects on consumer culture by using trading card games (TCG), video games, and online games and measured their influence on the concepts of money and ethical perspectives. We used of data collected from second grade students (N=345) at junior high schools from June to November, 2009. Based on the survey, we suggest 3 abilities that are needed for compulsory consumer education. • Distinguish real currencies from virtual currencies, and properly manage these. • Understand how to cope with consumer problems correctly and how to reduce risks. • Comprehend consumer culture influences on life and explain its purpose to the public.

    A survey on the Consumer Education Fact Sheet from the National Institute on Consumer Education (NICE) was conducted in order to investigate if university students could achieve the targets by area, and to verify whether the targets are effective for developing independent consumers. The survey results indicated that the target areas were achieved to some extent. However, subjects showed low interest with no accompanying action in some areas such as the environment. A reexamination is needed to evaluate effective combinations of areas and targets.

    The purpose of this study is to cultivate independent consumption, to make local industries more active, and to analyze the methods of promoting chisan chisho. By comparing survey results of business customers and general consumers about umeboshi (pickled plums) and the local industries, we found that there were significant differences in values between businesses and general consumers. We then analyzed companies and products. It became clear that companies tend to focus on brand publicity to develope customers, while consumers generally want cheap and safe food. It was also found that it is essential to encourage the consumption of umeboshi and rice in promoting chisan chisho.

    The purpose of this study is to clarify what kinds of support provided by the Kanazawa Asunaro Association are useful for rebuilding the lives of over-indebted debtors and define the issues for life rebuilding support. The Kanazawa Asunaro Association has been providing assistance to over-indebted clients by helping them with household expenses, dealing with illegal money lenders, proceeding with debt liquidation procedures, accompaning clients for livelihood protection applications, etc. This support has turned out to be useful in the life rebuilding of over-indebted debtors. However, some of this support cannot be done without going through consumer credit and loan shark victims associations. For public institutions to provide life rebuilding support to over-indebted debtors, it is not only necessary to introduce debt liquidation and livelihood protection services, but it is also important to help the clients understand their legal rights to obtain support by explaining the legal background issues before the clients decide. Also, it is a essential that individuals who assist clients in life rebuilding possess a counseling background in order to properly assist over-indebted clients.

  • -Basic Research for Learning on the Social Insurance System in Consumer Education-

    The objectives of this study are to clarify the actual situations and problems of the social insurance system through a survey of people who are in debt, and to examine the introduction of learning about social insurance into future consumer education. The following results were obtained: 1. Because of unstable employment from their first job, only 29. 7% of people who are in debt can pay the national pension premium. As a result, they are very likely not to obtain their pensions in the future. People who do not pay national pension premiums do not know how to reduce their premiums. Knowledge about how to use the national pension system is needed in consumer education. 2. Of people who are in debt, 20% can not pay their public health insurance premium while 14 of the people surveyed are forbidden to use insurance cards. Since 12 out of 14 people have children, they are also excluded from the public health insurance system. 3. Learning about the social insurance system is especially needed for low income families. The next step for future consumer education is to consider what kinds of subjects concerning the social insurance system are taught, who should be targeted, and what methodologies can be concretely implemented.

  • - Investigating the Role of Medical Clerical Staff in the Enhancement of Patient Satisfaction -

    Medical clerical staff work in the central postions of hospital management and as doctors' assistants. These roles are functions of hospital administration that are directly and indirectly related to the medical consumer. Given this relation, it seems natural that such staff should perform their activities while paying attention to issues that affect the medical consumer; that is to say, a medical consumer oriented approach. In this study, the following categories were extracted from literature and patient satisfaction surveys relating to medical services: (1) collection, processing and transmission of information; (2) medical consumer standards; and (3) service communication. The authors show how these categories should constitute the basic principles for a medical consumer oriented approach to service provision and evaluation. Furthermore, in the present context, hospitals are under pressure to improve their levels of patient satisfaction. The authors argue that ensuring that staff follow these principles will help hospitals reach acceptable levels of patient satisfaction.

    The purpose of this paper is to study teaching clothing for consumer citizenship education using action research. Teaching clothing in junior high school and high school is based on a new course of study and consumer citizenship education. The effect of the teaching was that 93.0% of the students altered their ideas and actions regarding their clothing, while 23.3 % of the students altered their ideas and actions regarding their clothing in relation to society. It is suggested that students' alterations in their ideas through this teaching be combined with the students'actual behavior in daily life.

    This paper focuses on the reduction of domestic waste through an inquiry into the amount of kitchen garbage and domestic practices in terms of material flow in households. Households were divided into two groups: a consumption-conscious group and a purchase-conscious group. The two week investigation showed that the reduction rate of garbage of the consumption-conscious group was higher than the purchase-conscious group. We classified the practices of the former group into our categories: keeping, cooking, eating, and disposing. The most frequently employed practices were in disposing, while the reduction rates of households with the practices of the keeping category were the highest. The results suggest that consumer education for consumption regarding practices for keeping food is more fruitful than the usual education regarding purchasing in order to reduce garbage. Based on the above findings, we developed a tool for consumer education to reduce waste.

    With the rapid development of the Chinese economy and the course of urbanization, personal income has steadily increased. Information technology has developed, and the social and economic environment for Chinese consumers has changed enormously. This has led to further changes in consumers' advertising awareness and behavior. This paper attempts to answer the following two questions: (1) What kind of changes do high-speed economic development and different social environments bring to consumers' advertising awareness? (2) How does consumers' advertising awareness influence consumer behavior? This paper aims to clarify the influence of media advertising on the future development of China's consumer society.

  • - In Light of the Revised Course of Study -

    With the amendment of the Consumer Basic Act in 2004, the right to consumer education was established in Japan. The significance of consumer education in home economics education, under the new course of study, has further increased. The architecture of consumer education stages, proposed in 2007 by the Quality-of-Life Policy Bureau of the Cabinet Office, proposed subjects that Japanese consumers should learn about in their lifetime, spanning from childhood to old age. This study compares these subjects so as to gain perspectives on consumer education for future home economics education. The results suggest that many subjects such as safety, agreement and trading, as well as information and environment in home economics overlap with those in the architecture of consumer education stages. However, the subject of information is omitted in the new course of study. High school education, in particular, stresses fostering students' perspectives for self-support, lifelong financial planning, and the capability of financial planning and consumption in daily life. This study clearly indicates that the contents of consumer education are closely related to these subjects and need to be further emphasized.

    The purpose of this study is to clarify the considerations that influenced purchasing after events have occurred. Consideration for social responsibility is needed for decision making, but this consideration is low. We used subjective and objective decision making criteria, and conducted a survey of considerations that influenced decision making. It is thought that objective criteria had a strong effect when there were social responsibility considerations. Subjective criteria strongly influenced decision making for university students. There were also differences based on the level of information gathering. The objective criteria influenced the decision making of people who collected information.

    This research clarifies issues of teaching practices and considers new developments in consumer education. According to textbooks, consumers have diverse rights and responsibilities. The study identified three teaching practice problems: (1) Consumer education is low, (2) There are difficulties in connecting teaching with concrete cases, and (3) The majority of teachers do not teach fundamental consumer law. As a result, we propose that new consumer education include real life experiences. We also propose a definite plan that can solve teaching practice problems though a follow-up survey.

    Consumer safety policy is an important issue. This study analyzed the conditions of KoreanJapanese consumer safety policies and suggests improvement plans. It examined both countries' consumer safety acts, and compared and analyzed consumer injury information. Safety management and consumer information provisions were strengthened by recent revisions in the law. Korea maintains significant injury information about food, building construction, and cars while Japan maintains injury information about health care services and aesthetic services. The participation of institutes in conducting Korean-Japanese consumer safety policy, and the use of the consumer injury surveillance system need to be used more efficiently. The injury surveillance system needs to be internationally standardized to share information between nations. Korea and Japan should intensify safety management regarding imports, and develop closer cooperative relations with China.

    As mass production and consumption continues, deepening environmental problems are being dealt with on a global scale. For example, measures for dealing with trash are urgently needed, and the participation of consumers in society is essential. When thinking about the problem of trash, it is important for the next generation~ who will shoulder the burden~ to have the ability to choose appropriate foods through environmental and consumer education. A curriculum for training registered dieticians, which is closely related to the consumption of food, has yet to be adopted. For students studying to be registered dieticians, the actual conditions of consumption and their awareness when buying and selecting food was investigated. As a result, it was found that students' daily buying and consuming habits placed importance on price and amount rather than nutrition and health, and that they did not think about environmental issues. On the other hand, for students who bought food products but whose consumption patterns were infrequent, their consideration of where the goods were produced, expiry dates, and nutritional information was high, and environmentally, they were more active.

  • Creating Subject Matter for Life Management in the Future

    A survey was conducted for the purpose of developing more practical consumer and financial education for student life management, and to assess the methodologies and awareness of Japanese high school home economics teachers. The survey indicated that teachers teach according to the guidelines, that they realize it is important to cultivate consumer literacy, and that they have to teach students what is most useful in their daily lives. Also, the survey indicated that teachers realize how difficult it is to teach the subjects in class. In the future, support will be needed to provide teachers with more opportunities for training regarding what is relevant to students and providing students with more useful teaching materials.

    The questionnaire survey for university students was analyzed and compared with the contents of the textbooks from the consumer product safety point of view. A few proposals are made in this study such as water heater, warning labels, recall examples and reading consumer product manuals should be appeared in textbooks. It is also suggested that the students should actively use the labels through making manuals for consumer products by themselves in a class.

    Although money education for preschool children has great influence on the cultivation of their view of money value, quite few teaching materials for preschool children’s money education are available at this moment. In this study, Karuta card for money education were designed, and some practices of Karuta games were  onducted. A lot of children played the game showed many reactions during the game, including showing agreement with the contents and trying to transfer their experiences to others, and their behaviors after the game proved some influence of the contents in the Karuta. From these results, it is found that the contents having close relation to children’s experiences and teacher’s approach to children for reminding the contents after the game are quite effective. For popularization of the card game, further improvements of the contents and consideration of the method for conducting the games in kindergarten and nursery school are necessary.

    This paper analyzes the contents of financial consumer education so that the students may become financially independent. Financial consumer education in the prewar era centered on family budget management. It is necessary for students to understand money management issues. This content of study needs to be taught at schools. It is important to teach basic family budget management, and to supplement knowledge of financial products.
