The purpose of this paper is to examine consumer education for a sustainable society, using the Theory of Socio-organic Systems. Firstly, this paper clarifies three conditions to realize a sustainable society, and it points out the limitation of the present theory of Home Economics, where life has been the subject of study. Secondly, it focuses on the role of “information” in a sustainable society, and points out that information is closely related to the development and formation of the inner-world of human beings. The inner-world embodies one's “lifestyle”. So it can be said that information determines one's “lifestyle”. Thirdly, the relationship between information and the conditions in a sustainable society is examined by looking at several recent social systems, such as political organizations represented by supranationalism, innovative enterprises and N PO, where information plays an important role. Finally, this paper proposes a path for consumer education aimed at a sustainable society. Here, information is seen as a key in establishing an environment for education, and developing consumers' independence.

The processes used for resolving consumer problems in China were investigated. These results were found: 1) The steps in dispute resolution are described in The Law of Protection of Consumers Rights and Interests in the Peoples Republic of China — Chapter 6. 2) The Chinese Consumers Association and local consumers associations are public institutions for consumer protection. 3) These associations work actively to solve consumer problems and are involved in mediation, act as a support group for victims, etc.

The purpose of this research is to clarify the problem of the promotion of consumer education with regards to mobile radio communications. The consumption trend in expanding and changing mobile radio communication is presented. The contract issues are the major consumer problems in addition to the complaints of charges, quality and performance regarding the widespread cellular phone and PHS. Based on this hypothesis [assumption], trial consumer education on terms and condition of service contract is held, considering the consciousness level of university students among others. The effectiveness of consumer education regarding the improvement of consumer awareness of mobile radio communication transaction is proven, and immediate major issues to be addressed are identified, through the trial consumer education. The immediate major issues are to identify the contract issues and to study the countermeasures there of regarding the mobile radio communication, contributing to the improvement and enrichment of consumer education method.

A new course of study will start in 2002, and the new subject called ”the period for integrated study” will start at the same time. But there are no terms for ”consumption”, ”consumer”, and ”consumer education” in it. Furthermore the content of ”life and consumption” that has been
most related to consumer education in ”life environment study” will be eliminated from the new course of study.
In light of the above circumstances, the purpose of this paper is to make clear the importance of consumer education and the place for it's practice in the new course of study. First, the importance of using the terms ”consumption” and ”consumer” in developed countries such as Japan is demonstrated. Second, the significance of consumer education for ”sustainable consumption” is explained. Third, the role of the non―profit sector in life-long education, and the role of home economics education in formal education is pointed out. Finally, I conclude that consumer education is important from the global view point, and how it involves a possibility of a counter power to modern formal education.

The purpose of this study is to firstly clarify the structure of consumer competency, then secondly to interpret the function of consumer education.
According to the theory of Bloom, the domains of learning consist of three parts, the cognitive domain as a judgment, the affective domain as an attitude, the psychomotor domain as an ability to do household tasks. These three domains are synthesized into the basis of consumer competency. Especially, the competency to criticize and judge which was not taught enough in the Japanese education system will be intensified in the future consumer education.
The consumer competency has appeared in the consumers lifestyle, which influences all aspects of consumption, purchasing, using and disposing things. Lifestyle with consumer awareness in the living environment has a possibility to change the social and natural
environment.

The purpose of this paper is to indicate what the appropriate state of information related to the Product Liability Act (PL Act) should be in order to establish " PL Act for Consumers". This paper clarifies how the appropriate state of information can be attained by changing the present PL information and developing the consumers' general consciousness on information. PL information is discussed in terms of the state of information on PL Act and the environment for PL information. The consumers' general consciousness on information is discussed in relation to consumer education with an emphasis on information education. One can conclude that " PL Act for Consumers" is promising provided the environment for PL information is established and the PL Act is revised with the participation of consumers.

Consumer education for product liabilities is generally approached from the preventive aspect of " product safety education". This paper, however, focuses on ADR as is required in a product accident dispute, since a better understanding and greater negotiation ability of the ADR
system are essential in addition to the safety education for resolution of a consumer dispute.

This study investigates on the present situation and differences of consumer problems through consumer counselling between Japan and Korea.
The findings of the study are as follows;(1) Though it is late in its establishment in Japan, the Consumer Protection Law (since 1980)and the Consumer Protection Board (CPB, since 1987) of Korea have placed emphasis on heightening consumer awareness and set the stage for improved protection of consumer rights. The Consumer Dispute Settlement Committee, an independent branch of the CPB, is empowered to exercise a quasi judicial power in arbitrating consumer disputes.(2) Consumer troubles, especially, service ―consumer― troubles in Korea have a tendency to increase rapidly. (3)Although consumer trouble is affected by the degree of awareness in the consuming society, from this study, it is observed that there is no great difference between Japan and Korea with regards to consumer troubles.

The Public Nursing lnsurance Law will come into operation on and after April,2000. It means a big reform in the field of social welfare. Japan now has great economic power but the Japanese social services system is 40 years behind Europe. Now is a good opportunity to develop the system with the enforcement of the new law. The consumer's choice improve the quality of social services, protect human rights, and uphold the dignity of human beings, but Japanese politics are not representative of the people's win. A welfare society has to be based on a welfare mix. The consumers need information so that they can choose what is best for them.

The purpose of this study is to re examine decision making by an advanced economic theory. Although a large number of researches have been carried out on consumer education, they have lacked for the following:
1 arguments work in simplified model
2 problem identification and problem formulation are taken into consideration
3 consumers' decision making is interdependence, or consumer's behavior affects the others
4 incentive compativility constraints are taken into consideration.
So I use an advanced economic theory to solve these problems.
In concluding, I should emphasize that the application of the theory is indispensable for consumer education, because it is useful in solving these problems.

These days no matter how careful the individual consumer to be about buying products with as little packaging as possible, the amount of household waste continues to increase in this regard there are many problems that cannot be solved without the cooperation of the retailer.
Therefore we focused our reseach on how the retailer in Tokushima approach the problem of reduction and recycling of containers and packaging.
As a result of our reseach, we discovered that the big chain stores and large shopping centers have not only a more positive attitude but are more involved in the recycling of containers and packaging. However small outlets claim they do not have time or money to involve themselves in these kind of tasks.
As consumers our assignment for the future is to create recycling system in which even small shop owners are able to participate. We will begin by appealing to the retailer and the local goverment for their support and involvement towards the reduction and recycling of containers and packaging in Tokushima.
