Cultural heritages in the historical city represented in Kyoto and Nara are regarded as the heritage of the world. Cultural heritage in the historical city is brittle to a natural disaster like a fire. This paper deal with evaluation risk of damage of cultural heritage by the spread fire which break out in the citysurrounding cultural heritage. This paper analyses urban structure from the viewpoint of treating a cultural heritage and city surrounding cultural heritage as one. The result shows disaster characteristic of fire spread from city surrounding cultural heritage by method of relative evaluation. It is the special feature of this paper that focusing on the city surrounding a cultural heritage without focusing the earthquake protection or fire protection equipment of cultural heritage itself.
