The syringe method was widely used till about 40 years ago.in Japan. however, the syringe method had the several disadvantages. New odor measurement method which is called Triangle Odor Bag Method, was developed about 40 years ago. I wrote the progress of the method in this paper. Concretely Triangle Odor Bag Method was developed for the purpose of improvement of the fault of syringe method. Plastic film bag was used instead of glass syringe. And triangle method was adopted for measurement procedure.

Olfactory thresholds that are posted on the website of this association is due to mainly measure of Mr. Yoshio Nagata. This paper summarizes the information concerning the background and details of measurement of olfactory threshold measurement of odorous substances by Nagata.
The very valuable, Nagata olfactory threshold data are widely used.
I think the content of this report can be widely used in the field of odor measurement in the future.

The elements necessary for the progress of the environmental policy are a） social requirement, b） unregulated in other laws and ordinances, c） scientific proof of causation, and d） technical and economic feasibility of measures. Lookimg back on 40 years of Offensive Odor Control Law enforcement, policies and judgments which have been taken on those elements are shown.
