For the lectures mentioned above, which were requested by Japan External Trade Organization (hereinafter referred to as JETRO), in addition to the lectures from Japan side, Professor Ph.D. Guangli Xiu (National Environmental Conservation Chemical Engineering Process, Environmental Risk Assessment and Control Focus Laboratory, East China University of Science and Technology, School of Resources Environment Engineering) from Shanghai delivered a lecture on environmental laws mainly focused on offensive odor in People’s Republic of China (hereinafter referred to as China) and Shanghai. Also, Senior Engineer Song Zhao (Shanghai Environmental Monitoring Center) lectured on measuring methods regarding offensive odor.

People’s Republic of China (hereinafter referred to And China), the odor air pollutant standards has led to the current is formally promulgated in August 1993. Stench air pollutant standards, has been implemented from January 1994.
It is not clear, but the revision of these standards seems to be considered now while 20 years or more pass from the promulgation of the standard mentioned above, and the industry or lifestyle of China are largely changing.
In such a background, I gave a lecture on the characteristic part of offensive odor control law of Japanese for the purpose of contributing to the reference of the revision of the odor-related law in the Shanghai by a request of Japan external trade organization (JETRO).
In addition, I gave a lecture on the technical aspect mainly on the method for measurement of the odor in conjunction with the law.
After a lecture, I had a large number of questions such as a law side, a technical aspect than a participant.
I compiled this report about lecture contents and the later questions and answers.

Outlines of odor administration of Osaka City was informed to researchers and analysis experts of Shanghai City. First, the department of monitoring and control for odor pollution was shown by the organization chart. In 2006, a ordinance of Osaka City was newly revised from the regulation of 22 specified odorous compounds to that of odor index. In a new regulation, a standard value at factory site is specified as 10 of odor index in the whole area of Osaka City. While the odor control at large scale odor emission sources is successfully improved, the small emission sources such as small factories and restaurant are less advanced for the odor control and are frequently received complaints from residents. If a problem of odor pollution occurs, staffs of Osaka City go into the site of emission source and a odor survey such as sampling and measurement of the odor is personally conducted. Finally, biological deodorization of activated sludge aeration method and biological packed tower method which are very popular in night-soil treatment plant and sewage plant in Japan are explained.
In Shanghai city, it has been trying to establish a new original regulatory standards for the odor. Japan External Trade Organization (JETRO) and Shanghai Society of Chemistry and Chemical Industry (SSCCI) held a discussion meeting of experts of the atmosphere to learn the Japanese Offensive Odor Control Law. In this meeting, we explained about equipment for olfactory measurement method with a focus on quality control in JAPAN. And also introduced the case of odor countermeasure that we have done. This article reports about the lecture contents and circumstances of Shanghai, and Opinion of the participants associated with it.
