    The importance of Quality Management has drawn an international attention in the public articles and books. However, it is quite obvious that there are only few articles and books which represents details of Quality management, such as how to, when, what etc. On the other aspects, effectiveness of "Software Inspection" or "Walkthrough" are evaluated in Software Engineering. But their profitability or time effectiveness is not highly regarded. This article presents the best practice of Quality Inspection for Software Development Project, in order to achieve deliverables' high quality during upper phases. This activities are modeled on process of "Medical-Treatment" in hospital. Process flow, hints and criteria as we called "Quality Vital Signs" in this articles brings PM, PL and all practitioners to improve deliverables quality in IT Project.

    The number of failed projects appears to be increasing these days. The transitions to open systems. developments on a larger scale, developments based on the short-term and low costs are the main reasons for this increase. Naturally project management is far more complex than before. And, the demand for these large scale and complex projects is increasing. I therefore strongly believe that we need to improve the success probability of this type of project. Based on recent personal experience of a failed project, I have constructed six rules to ensure success in project management. I also offer suggestions for the increase in success probability of projects.

    According to the increase in recognizing the importance of project management, the project management office (PMO) has also come to play important roles as the organization for project management promotion. Project management needs to be the task to be strategically promoted, and to be systematically deployed by PMO. The roles of PMO are common base developments such as project management procedures, personnel training, and technical developments, as well as the project supports across the organizations. It is effective to build the PMO information system which supports the activities of PMO. This paper focuses on the activities based on practical PMO, and considers of development, utilization, and expected effects of the PMO information system as a support of PMO.

    It is crucial for an IT services business to accumulate and reuse various outcomes from projects. To support this, one approach is to collect project artifacts in intellectual capital DBs to share them. But this approach is not sufficient for effective reuse. IBM Global Services provides consistent framework of method and tools form the viewpoint of 'process', 'assets' and 'skills', to support the reuse of outcomes from projects. This paper introduces the 'IBM Global Services Method' and related programs that IBM Global Services deploys, and shows the current status, to discuss how to reuse the project outcomes.

    For two years from Oct. 1999,product development process improvement initiative had been done at Hitachi Ltd., Semiconductor and Integrated Circuit Division (Renesas Technology Crop. since Apr. 2003). New project management activities were implemented organizationally. The concept for institutionalization is important because the issues are not only in defining process but also implementing process. Before the process improvement, product development schedules delayed sometimes with chip prototypes re-fabrications caused by the lack of reviews against customer's schedule pressures. There were three factors of this issue as follows : (1)'What to do' were not explicitly defined;(2) There is no management system to ensure "What to do" to be done;(3) Designers spend too much time for inessential works. Three action plans were carried out, as follows : (1) To define the organizational standard development process as standard WBS (SWBS), (2) To accommodate supporting IT systems for projects performing SWBS, (3) To establish support group. After that, all product development projects adopted SWBS. As a result, the number of deficit projects decreased 80%, the number of re-fabrication decreased 29%, and the ratio of engineers efforts for essential work increased from 55% to 80%.

    This study focuses on function and responsibility of "project leaders (hereinafter "PL")" employed by Government-funded R&D projects, taking actual examples of NEDO (New Energy and Industrial Technology Development Organization). The result of this study shows that 5 "prototypes" are found in NEDO's R&D projects and the degree of their responsibility varies project by project. Interviews to some project leaders depicts that the absence of clear assignment of PL's function and responsibility is one of the problems that would cause the NEDO's project management to be ineffective. NEDO recently decided that it will issue clear "mission statements" of PL in a document form and it will explore better way to assign appropriate PLs.

    In recent years, the concern of a company about the human resources management using competency is increasing. On projected type business, arbitrary talent evaluation poses a problem from the former. In the talent evaluation in the matrix type organization in which regular type business and projected type business became intricate, establishment of the evaluation technique in the unified concept is called for. In this research examined the necessary personnel's talent evaluation method in the projected type business which used competency. And also the evaluation method that set up the new competency item domain was proposed. Furthermore. the framework of the Japanese type performance-based system personal rating system that introduced competency was proposed.

    So far the Japanese Research and Development (R&D) activity have been leading by private companies. Therefore, while there is basic research, such as an applied research, and development research, the applied research and development research, which can be expected many private returns, have been done briskly. But although the quality product, which led process innovation, was introduced and it has succeeded to the market, which is generally the West and has already existed until now, the necessity of creating the new market from now on is imminent. Such programs as the viewpoint of project describes the necessity for the consistent management through the structure of research and development of our country, a problem and basic research, an applied research, and development research.

    MIL-Q-9858 (1964) "Quality assurance requirement" specification had been kept the authorized situations as the roots of the both categories of the Software and the Hardware for the Military procurement products for 40 years long and as the roots of ISO-9000 (1974) "Quality Management" International Standard". However, American DOD (Department Of Defense) made the evolutional changes for their "Contract Management" concepts after canceling MIL-Q-9858 by the new DOD Directive One, which was based on the "Risk management" from the first stage to the last stage of the Military procurements for the weapon system's products. Though it is operated now only in the military versions, it shall be applied in the civic versions after recognizing the excellent effectiveness as the total management in the enterprises. This paper was introduced the general information of the new documents for concerning of the area.
