Enhancing the quality of real estate properties in group will become one of major topics that are suited for interdisciplinary research projects in the field of real estate science. It will include an appropriate measurement of external economic effects of real estate developments, introduction of economic measure, such as surcharging or subsidizing scheme, to adjust residential environments in the neighborhood, proposal of new land use regulation that permits the performance specification of residential environment, and amendments of the property rights that will motivate public-minded contribution such as the group shareholding. Several topics are deemed to be urgently studied to respond to the social needs: upgrading the earthquake-proof quality of individual buildings by flexible treatment of right of housing rehabilitation, development of robust project schemes which can be applied in a deflation economy, and development of new system to induce reverse urbanization into order.

Disaster Law makes much of the duty rather than the right in order to achieve the objective. We are able to study the essence of ownership of real estate in this law. Based on real estate science, the function of modern ownership of real estate must shift the emphasis from the right to the duty to conquer the difficulty in our lives and activities.

Although about forty years have passed since I went to the way of a researcher, it is self-confident as that the time of the many has been spent on development of the field relevant to real estate. Also in it, the most important things were establishment of Japan Association for Real Estate Sciences, and fullness of real estate education. Through generating and collapse of a bubble economy, the view of the general public to real estate also changed a lot and it is very glad to have acquired the fixed social status with real estate and real estate study. I want to aid with poor ability so that our corporationized association can contribute to development of real estate study from now on.

Creating sustainable society is the key concept of the future, and real estate sciences should contribute for this goal. As Japan is very urbanized society, creating sustainable cities is the major way for the goal. Though, Tokyo has been failing to be a sustainable city, because of very risky situation of hazards by earthquakes and relatively low quality of life, land use planning for density control should be a concrete way for achieving the goal. We should make a regional environmental plan for this purpose under the concept of growth management.
Strategic environmental assessment (SEA) should be applied for the plan. SEA is a way to mitigate cumulative impacts. To conduct SEA, it is required to have more open process of such decisionmakings as policy level and plan or program level. Information disclosure of these levels is must. New social technology for public participation on regional level should be developed. The members of our academic society are required not only to conduct studies but also to play important roles for consensus building in the planning process. Through such contributions, real estate sciences could be expected to become sciences for the society.

Many factors have various effects on urban land use. It is indispensable to analyze the effects through interdisciplinary approach using the methodology of studies on law, economics and engineering for the increase of the social surplus. The legislation of the fixed term tenancy to solve the problem caused by the rent control and restriction on dissolution in the tenancy law is one of the examples of fruits derived from such successful researches. Research studies are needed hereafter through the interdisciplinary approach to create a new and appropriate criterion for the dissolution of the social confusion of urban landscape.
