The compact city policy and the conversion policy to achieve a comfortable walkable environment are trends in city planning. American research suggests that land use mix, street connectivity, walking infrastructure and safety, aesthetics, safety from traffic accidents, and less crime rate are recognized as important factors to enhance walkability. As a result of analyses of data from the Yokohama Walking Point Project, it was found that walking is most encouraged when the temperature is a little, below 20°C; that the amount of walking is greater in early-aged men and middle-aged women near commercial areas; that the slope increases exercise intensity for middle-aged women but discourages elderly women from walking; that the number of three-way intersections increases walking activity; that walkability index developed in Japan can accurately predict the amount of walking in Japan, and that large parks enhanced walking in the state of emergency due to COVID-19. It is also shown that having affordable grocery stores within walking distance is important for good nutrition. These pieces of evidence are important in redesigning walkable urban space.

To promote “Compact City”, Act on Special Measures concerning Urban Reconstruction introduces "Urban Facility Location Plan" system and plans the intensiveness of city function by using of the instruction. However, it is difficult to control administrative instruction legally because it is not legally binding. Mixed use is being reviewed, and research on conversion from use regulations to performance regulations is underway. The Road Act and its application will be revised in order for roads function as public property convenient and useful for people. It is beneficial to revise the occupancy permit requirements to recognize the diverse purposes of road space, which cover not only the traffic viewpoint but also the revitalization of communities, as the essential purposes of the road.

Using the unified framework of an agglomeration/shrinkage process, this paper explains several implications of spatial economics concerning the question of how to make neighborhood areas flourishing. We show that it is achieved through widening the varieties of goods and services provided in a neighborhood area, maintaining the population and population density in the area, and reducing the transport costs within the area. In addition, we argue that the timing of carrying out policies is important to prevent the shrinkage of a neighborhood area: it is necessary to conduct policies before or at least immediately after the shrinkage begins.

This paper proposed a method of functional enhancement by considering the positioning of ʻ15-minute citiesʼ, which aims to complete life within walking distance, and the related ʻchrono-urbanismʼ in the context of past theories and Japanese policies. A simple framework was proposed to enhance 15 essential functions within walking distance in relation to the location optimization plans. We examined 15 functional excesses and deficiencies in 11 housing complexes, and pointed out the importance of verification in residentail induction-encouraged areas.

Making a city pedestrian-friendly has already been established as one of the major policy initiatives in urban planning and design. In particular, faced with the increasing need for reducing vehicle traffic to adapt to climate change in recent years and the growing focus on effective public space transformation at the age of Covid-19, European cities are increasingly adopting policies for pedestrianisation based on a a new perspective:ʻwalking-based living areasʼ. This paper outlines three cases that are “Self-sufficient city” in Barcelona, “Superblock” also in Barcelona, and “Quarter-hour city”, and discusses the underlying philosophy of the emerging pedestrian policies.

In this report, an “infant’s living-sphere” was proposed as the unit which has to be created in urban environment to bring up infants in a local community. It is a very small area with a radius of about 300 meters. It is also a mutually supportive living area that can foster a relationship of mutual assistance by utilizing the physical and human resources within its boundaries.

This paper discusses the functions and spaces needed in daily life spheres, based on a recent survey of outgoing behavior and third place. In order to realize the functions and spaces necessary for daily life spheres, it is desirable to introduce reduced commuting time through telework, functions that cannot be obtained on the Internet and those that relieve stress and lack of exercise, spaces where family members can spend time together, facilities and services that reduce the burden of housework, freedom of activities and a mentally relaxing space.

The purpose of this study is to solve the practical problem of maintaining the predictive accuracy of a pre-owned condominium price model in changing market conditions. To improve the prediction accuracy of the model, it is effective to subdivide the dataset into highly homogeneous neighborhoods. However, subdivision leads to the problem that predicted prices are updated only for regions where new transactions occur, but not for neighborhood regions. To solve this problem, we propose a method of dividing the data set into the smallest units, and then reintegrating the divided regions without degrading prediction accuracy.
