    Enhancing procurement function, represented by the name of supplier management, is calling big attention in recent Japan, under the deterioration of global competitiveness after late 90s. This paper investigates current and future issues of supplier management, taking the case of LCD industry. LCD makers are combined by parts suppliers who have sophisticated technical edge, and set-makers who have dominant negotiation power. Supplier management for this industry is analyzed from the viewpoints of information flow, inventory management, and new technology development. The paper compares served desirable types of supplier relationship, and proposes future issues for fruitful implementation of supplier management.

    General view of strategies of Japanese enterprises toward China are shown as follows. Good circulation of an industrial accumulation cycle is greeted, and Chinese business have evolved from production base to market (deployment to a net called sale / service / brand construction). In addition, the following business system towards the China shift of the Japanese ICT companies is seen in the present situation.     There is the marketing technique which recommends the goods which suited each customer's taste by the recommendation system in CRM (Customer Relationship Management). We built the mathematical planning model by the our research presentation to last time,data-mining,AHP (Analytic Hierarchy Process),and Conjoint Analysis method were applied, and the new technique about the basis of selection of recommendation candidate goods or presumption of goods taste evaluation has been proposed. In this research presentation, it proposes about the goods recommending method for having added the learning function to taste change of the customers.

In the method, IT projects are related to businss problems because effectiveness is shown executives, and the effect of the project is quantified. Additionally IT investment plans are enabled to be planned from a long-term vision by evaluating it from the viewpoint of "System quality".

    This paper argued a real world application of the LPMSC method (the modeling method of social choice problems by PROLOG the representative logic programming language) to the meeting scheduling and job assignment problems. I proposed two conditions of the moderate choice and of the maximality (w.r.t. embedding) so that it can be shown that we can extract a few NDSP rules in order to construct the non-dictatorial(ND) and strategy-proof meeting scheduling procedurebased on the experimetation data by using my PROLOG code.

    Information Technology is the effective means for fulfilling their business in SMEs. However, there is a difference for the IT's effect between companies. The difference occurs by IT capability of each company. We carried out questionnaire survey for received prize companies of "Kansai IT Hyakusen" and "IT Keiei Hyakusen", which were the information advanced SMEs. We analyzed the structure that information advanced companies improve in performances by IT. As a result, IT capability is formed by capability about fulfilling their business and practice of IT usage. Finally, we made clear that performance of companies improved by IT capability.

    It is said that that success rate is about one third as for the information system project. To achieve the success, it is considered to be indispensable to form the management cycle based on the redefined the breakdown structures of project, that is, the breakdown structures of work, organization and communication, since it cannot implement to avoid the changes of project requirements and the change of project breakdown structures. Moreover, it is also to be effective to form another managing cycle as for the project itself, from the viewpoint of economics, to cope with the rapid changes of environment surrounding the firm. Then, the managing mechanism of project is proposed to consist of these internal and external management cycles and to form a multiplayer cycle of management.

    Although multilayer subcontract structure has lost economical rationality, it is the feature of the construction industry. The subcontractor desires to receive an order as a principal contractor. However, it is difficult for a subcontractor to get a point of contact with a customer newly. It is because the problem of trust has separated the customer and the subcontractor. The agent site appeared in such environment. The site which utilized the Internet solves the trust problem. It has tried formation of the opened reliable market. Special skill is unnecessary in order to use the site. Moreover, the charge of use of the site is relatively cheap. Although it is small IT investment, it is guessed that a subcontractor is worked as a contractor. This is a big impact.

    Umehara and Ohta(2005) modeled a risk information disclosure using game theory, interpreted the public payoff structure using March and Simon's theory of satisficing decision-making, and interpreted the government agencies' payoff structures using Tversky and Kahneman's cumulative prospect theory. In this Paper, We analyze a case of an automobile maker's recall using this game's model.

    Changes in the business environment of the Japanese enterprises, such as increase of global competition, shortening of time-to-market, increase of HR acquisition cost due to low birthrate and longevity, is increasing service economy of Japan. In the service-industries society, where the importance of knowledge workers is increasing, the priority for enterprises are to manage human resources' skill set, to optimize these resources, and to make their skills upgrade. In this report, the approach of human resource management and design of information system in the knowledge-based society is discussed.

    In this study, we study a real net-shop business in Japan. We analyze the mechanism of the net-shop business development by the agent-based viewpoint qualitatively and discuss the customers' relationship in the business development. We treat the customers as agents of the net-shop business. In the case study, the trusted customers play some autonomous value-add activities to the net-shop's products, and also put out the information on the Internet. The autonomous value-add activities contribute to the net-shop business development. We also discuss the analysis of this mechanism and the possibility to another net-shop business.

    Several significant changes have emerged in industry, such as short product life cycle, seamless cooperation among companies. In view of these changes it is essential for companies to manage their knowledge in order to drive value creation processes. The significance of knowledge is recognized when it is being utilized. In order to maintain or improve the quality of knowledge, people within the company have to facilitate the utilization by transferring knowledge and enabling it to be utilized intentionally, and they also have to embed knowledge in the concrete business process for effective use. In order to tackle to such problems, we develop an effective organization named "Knowledge Centre". In this paper, we introduce the functions and the actual establishment of Knowledge Centre.

    In IS development there are two ways of creating work systems: adopting external best practices and constituting by self-reference. Self-reference is supposed to reveal a variety of discourses and practices in the realities of an organization. ISD methodologies are widely used whereas methodologies for work system development are not. We need frames and cues to make sense of social realities. However, the shortage of a construct for capturing cues makes it difficult to use the frames. We will introduce, as a construct, collective identity that is currently paid growing attention by sociologists and political scientists, and discuss that it is effective to articulate the social realities.

    The market mechanism which is basic thought of economics is not complete, but the effectiveness is acknowledged. In economics actual problems were researched mathematical approach as a center, but abstraction you must do the economic model which does not have solution, it has the weak point. Recently precision is raised in even numerical solution of the complex system with the improvement of rapid calculation ability. The way which applies the result of IT to the optimization of the economic system is searched. We propose improvement method which is called to the IT solution "Market Economy Method".

    In the automotive business, when the supplier had dealings with two or more assembly manufacturers, there appeared the multi-terminal phenomenon, because the supplier had to prepare the telecommunication line of each assembly manufacturer. JNX has been operating in Japan since 2000 to solve this phenomenon. The enterprises using JNX are increasing in year the number of 200, however, 43.2% of the member of JAPIA which include many tier one suppliers has not installed JNX yet. I will have the consideration of these issues through the investigation of the installations of JNX: Is the installation of JNX effective? Was the solution of the multi-terminal phenomenon got?

    An access log analysis is important for the site of the Internet at present. Those are foundation data on the judgment. Originally, that was in charge of the administrator of the server. Therefore, there are many analyses from the side of the computer, technology even at present. Then, there are a few analyses from the marketing side. On the other hand, there is a purchase behavior analysis in the store in the consumer behavior argument. And, in-store merchandising researches the matter whether a client acts in the store how. The knowledge accumulated by these can be applied in the E commerce as expected, or it does the general idea arrangement of the consumer behavior in the e commerce by the. this paper.

    Purposes of IT in enterprises have become strategic. Hence, it becomes important in IT investment evaluations to make agreement among the three kinds of stakeholders, a manager, a business unit, and an IT unit. In this paper, we propose an IT investment evaluation method using transparent models to quantify benefits financially and support this agreement making. Additionally we describe the method from viewpoints of processes, entities and organizations. We define entities such as inputs, references and outputs at each process step and organization roles of each process step. Through its application to investment projects, it is demonstrated that proposed method is effective in making agreement.

    This paper discusses that the business model structure greatly restricts the competitive difference between individual firms in an industry of which the modularization advances, In other words, the modulation of industry weakens the role of a unique resource, and the possibility that "In industry advanced by the modulation, the theory of dominant constraint by business model is approved" is shown.     Importance of the agile software development is recently increased in Japan.This paper clarifies that the connection of Web 2.0 and agile development results in low-cost and high citizen-satisfied ICT system for local governments. First, from the viewpoint of applicability, the hierarchical structure of local government is equal to the Web 2.0 structure. The Web Service layer corresponds to the management organization of the head office. The user side layer application corresponds to the local office. On the other hand, from the viewpoint of agile development, the agile approach is a powerful tool for the PD CA management cycle of the local government job.

    We researched diffusion processes of telecommunication services such as a cell-phone and a broadband service. We found the diffusion process of cell-phone service was approaching to sturation by previous work. And we found the case of broadband services was made progress for several years. However, we guessed the process had transformation among some broadband services. In the next place, we researched efficiency of telecommunication companies using DEA model. We found the difference of business models caused difference of efficiency and profitability. We guessed that importance of integration of telecommunication services were increasing from our research.

    In Japan, home health care services have been provided more publicly in view of limited insurance funds and health promotion policy. So the industry covers non-marketed reciprocal activities. In a regional area including various business entities, so called community business are started up not necessarily seeking profits only. There we may consider the nature of societal community itself. To analyze an aspect within the whole industry I focus on starting up processes on some distinctive entities types, examining the case texts and documents related available.

    Data that are processed and stored by information systems should meet requirements of users. From this point of view, an information system can be seen as a production system of information used by users. Its objective is to supply requested information to the requesting user at the requested time as easily and inexpensively as possible. "Requested information" here is information that satisfies quality requirement. We argue information quality from the stand point that quality requirement should be characterized by information users, then propose a possible system development cycle where information system is assessed based on information quality and quality improvement is aimed at.

    This action research aims at facilitating managerial innvation at small enterprises in Japan through worksite health promotion. Employees and managers at small enterprises in Japan risk their health at worksite where working conditions and environment are not so favorable due to financial limitations. Health promotion at worksites has proved to be quite beneficial to financial performances of larger enterprises in U.S.It is therefore possible to improve financial performances of small enterprises in Japan through health promotion at worksites. Collecting and analyzing narratives on work, life, and health of employees and managers contribute to develop narrative community at worksites, which will empower workers to self-manage their health.

    The contribution of IT investment on productivity growth at the macro-level, through capital deepening and improvement in total factor productivity, has been evidenced and agreed for OECD countries. Due to technical difficulties, however, the accumulation of empirical evidences at the micro-level has been slow and limited. Following the lead by the US schlars in empirical studies, the efforts to develop empirical data on the relationship betwenn IT investment/spending and firm performance have started in Japan as well. Based on two data sets of Japanese firms, the article demonstrates that the organisational capability significantly affects the impact of IT on firm performance.

    Computer-based Business Games (CBG) has been used for business education in many higher educational institutions for a long time. Although there are many subjects that have been studied during the history, three subjects, i.e. the efficacy of CBG as an educational tool, subjects that have been taught by CBG, and relationship between CBG performance and educational results, are critical. These subjects have been studied during the long history. But because of the rapid advancement of IT and the rapid change of institutional environment, repetitive review is needed on the base of the background of the day. Author of the article studied these subjects, based on a set of review of Developments in Business Simulation and Experimental Learning that was issued by ABSEL mainly, in 2005.

    Can't the Next Generation Network(NGN) be introduced quickly and smoothly by developing it for the example of our country to developing countries to reference in order to correspond promptly to the new network business of an overseas? It is a question whether such planning of net related business deployment and research concerning a direction and a management plan spontaneously are considered systematically. In this paper, the atypical business that supports decision-making of planning of a project design, a plan, etc. is regarded as a strategic plan information system. A target is narrowed down for the candidate for research to overseas environment, especially in developing countries, and the deployment and its possibility to the overseas environment of NGN are examined.

    Oysters from South Korea mixing (camouflage) case occurred in the Miyagi Prefecture in 2002. It was revealed that some brokers and packers illegally sold South Korean oysters as Miyagi Prefecture's products or with no producing area labeling. As a result, there arose the need to regain public trust in the labeling of producing areas. "Traceability System for Oysters Produced in Miyagi Prefecture" has been introduced by the initiation of the Ministry of Agriculture, Forestry and Fisheries in 2003.In this study, we present the five problems of oyster traceability systems through the interview to the some brokers and packers.

    Transaction cost theory has developed into analyzing of asset specificity and opportunism, contract cost and management control cost, the issue is treated as the problem of information cost. Recently the information cost analyzing become to be used mainly with game theory or principal-agent model. But these models emphasize the main purpose to analyze how parties take the behavior with information, not emphasis upon analyzing how a model deal with information cost itself. Thus, this paper considers inner information cost, and tries to indicate the qualitative model of this. This model of inner information cost enable to explain explicitly interaction between productivity of information cost and mechanizing on division of labor.

    This paper refers to software development processes in Japan based on waterfall model with incomplete requirements, and the extension of them to offshore software development in China. Recently in order to gain cost benefit, offshore software development in China has been very popular. But the developments suffer from overload by massive interaction and communication between development teams of upstream- and downstream stages. One of the greatest reasons can be seen in the incomplete requirement, which is very deeply rooted in the industry structure of software development in Japan.

    This paper discusses the potentiality of the local public libraries to support enterprises in their self-managerial diagnoses. The managers of small enterprise must diagnose management by himself. He depends on materials for the business diagnosis in a local public library. The materials of each library have regional differences. We divided the areas into some groups by the economical power. Then, we analyzed the maintaining conditions of materials and the using conditions for each library. As the result, we found the followings, i) The regional differences of the annual budget for library materials decreased, ii) In the high productivity areas, the stock of books per library was increased, iii) In the low productivity areas, the number of public libraries per population was increased.

    A High Reliability Organization (HRO) is an organization that repeatedly accomplishes its mission while avoiding catastrophic events, in spite of significant hazards, dynamic tasks, time pressure, and complex technologies. In this report, we discuss adaptability of the HRO concepts to information security because the challenges facing information security are not only the technical side but also the human/organizational side as shown in information security master plan of Japanese government. We also show the empirical survey result that was conducted from a viewpoint of HRO.

    How to make a policy assessment is one of the biggest issues in local government. In this study, we consider the policy in local government to be a package of concrete measures to attain goals in various policy fields and try to verify the applicability of conjoint analysis to policy assessment. Based on two questionnaire surveys we conducted in Shingu town and Tatsuno city, we dare to maintain that conjoint analysis is viable method to grasp the residents' preference structure for policy made by local government. We also point out some tips to carry out conjoint analysis.

    The authors developed a distance education system 3 years ago. Then, the authors have used the system in graduate-level courses for adults. We have evaluated the system with questionnaires for members of classes. In this paper, an outline of the distance education system is mentioned, first. Next, the results of the questionnaires for class members are shown. Then, the authors show methods for advancing distance education in graduate-level courses for adults, with our experiences.
