    Local governments are faced with complex social issues such as the aging of the population. Conventional methods of extracting social issues, such as group discussions and data analysis, have been used, but there has been no objective and highly rational method of extracting social issues for local governments in a specific region. In this study, an objective method for extracting new social issues in a local government of a region is examined, using the aging of the population as the theme. The method of extracting social issues in this study uses the city council minutes as a source of information and compares the benchmark city with the city under study. As a result of the comparison, objective and novel social issues related to the aging of the population can be extracted for the local governments in the region, the social issue extraction method of this study is expected to be used in local governments.
