    This report is a continuation to the preceding report IV, and treats the following three items: (1) Several methods of describing the equations of the reference axes-such as the earth axis Z_E, the platform axis Z_p, etc.-in the base fixed coordinate system. (2) The equation of a cone around an axis. (3) The problem of gravity induced instability and its effects on the FS mechanization. Of these, items (2) and (3) are mainly of theoretical nature, but it seems item (1) needs more technological considerations.

    The method by matching between radar images and the characteristic images extracted from their simulation images generated from topographical data is proposed as the automatic ship's position fixing in case of coastal navigation and the navigation passing the narrow channels. Though the result of this method is good in comparison with the other proposed method, however, a large amount of data is necessary to describe the topography accurately. Because of this, we approximate the exact topographical data by a spline surface and use the approximated data in the simulation of the radar images. The difference of the ship's position between the matching result based on the exact topographical data and one based on the spline surface is discussed.

    The Decometer readings show that Purple pattern is more unstable than the other patterns, the main reason of which has been believed to be its big phase comparison ratio. Observing the signal strength of Decca waves by a spectrum analyser, the skywaves of other chains propagated over long distance as long as are found even though in daytime. A big fluctuation of Decca reading is synchronized with the introduction of skywave, and then sometimes will be progressed to cycle jump. Red pattern varies slightly and Green varies scarecely. Since the interval of frequency in Purple is only 150Hz, its interference with the other chains would be enhanced than the case of other patterns. The interesting characteristics of the fluctuation are: i) occurrence frequency is big in winter and small in summer, ii) and is inverse proportional to the number of sun spot.

    This paper describes methods for estimating the probability of vertical overlap of proximate pairs of aircraft, based on empirical data on relative vertical distances (RVD) observed by a height finding radar called the NAMS (Navigation Accuracy Measurement System). Two methods of estimation, i.e., one is based on extrapolation of statistically well-fitted distribution models to the empirical distribution of RVD, and the other is based on statistical inferences on the probability of vertical overlap, are discussed. The results suggest that the probability of vertical overlap for a given 1,000ft vertical separation minimum may be 7.95×10^<-5> with a probability of 0.5.

    One of the primary concerns for the navigators was the current when passing the narrow channels. Setting the time to pass channels and controlling their own vessels there was greatly effected by the current. The present paper reported on the effect of tidal currents upon small vessels passing narrow channels, on the basis of the questionnaire for coastwise vessels and the traffic surveys in the channels; Obatake-Seto under the bridge and Miyanokubo-Seto. Most navigators thought that it was best, the schedule permitting, to pass those channels on slack water without sighting so many fishing boats, etc. Actually, half number of the vessels proceeding through the channels passed away from there with the current. Most vessels kept to her starboard side of the channel, and in the case of the Obatake-Seto they showed a tendency to pass the center of the channel under the bridge, particularly on fair current

    According to the regulation, the ships which were going to depart from a harbour or arrived at a harbour, must submit the declaration inward/outward of vessel to the harbour master. We extracted the ships from these reports which apparently flowed within the Tokyo Bay and arrived at or departed from the Yokohama Port in 1982. In this paper, we tried to separate the time history data in one year into (Trend Component)+(Weekly Adjustment)+(Irregular Component) by using the entirely new method called "A Bayesian Seasonal Adjustment Method" which was proposed by Dr. Akaike. According to the result, the time history showed the following tendency; (1) those did not show a significant upward or downward trend throughout one year, namely had a constant ship's flow, (2) in weekly variations, those repeated a characteristic and ordinary pattern which had the maximum values on Tuesdays and Fridays and the minimum ones on Sundays.

    For the numerical calculation of ship maneuvering motion including the effect of non-uniformity of the current, it is necessary to obtain the distribution of hydrodynamic lateral forces along the ship's length. A new method proposed in this paper to determine this distribution along the ship's length is based on (1) the application of a wing theory for the linear force and (2) the use of the so-called cross-flow model for the non-linear force. Through the computations of ship turning motion in a shear flow and the comparison of the results with corresponding existing methods, it is found that the new method gives a reasonable yaw rate of a ship at the moment she enters or leaves the shear-flow region. By using this new method with a simple mathematical model for the rudder control by the helmsman, the safety maneuvering in Naruto Kaikyou is studied. An emphasis is mainly placed on the effects of non-uniform tidal current on the course-keeping ability of a ship. The effect of wind force is also investigated on the assumption that the wind is steady and uniform.

    Fuzzy reasoning as decision analysis is very actively being investigated. In this paper, the method of the fuzzy reasoning is applied to the decision making for collision avoidance maneuver in congested waters. The proposed model consists of two sub-model. One is for evaluating the risk of collision on the values of TCPA and DCPA. Another is for deciding the collision avoidance action in order to satisfy the following three goals with the order of priority; 1) to avoid the most dangerous target 2) to obey REGULATIONS FOR PREVENTING COLLISION AT SEA, 1972 3) to minimizng the loss of sailing time. The knowledges of ship's operator as to the judgement about the situation were acquired by a series of experiments using a simple radar simulator. The results of experiments and the comments of ship's operator were fully used to renew the knowledge base of the model. Finally the maneuver by the proposed model were found to be reasonable under the simulated encounters. This means that the model will be useful as a fundamental approach in order to construct the so-called expert system for collision avoidance maneuver.

    Some reports on the impact on a container and container cargoes during transportation are already presented. In order to decrease these impacts, the container cargoes are packed by cushioning materials which are used as articles of consumptions, but the container itself is not equipped with the cushioning units anywhere. If the container is equipped with repeatedly usable cushioning units, several advantages will be expected: the impact to the container can be reduced, handling speed of the container can be increased, and so on. In order to investigate the effect of cushioning units, the model (scale factor 5) which are fitted with the cushioning materials underneath the corner fittings of the container is made, and fall tests are carried out for the various weight distributions and falling velocities. It is found that the cushioning units are very effective and some other interesting facts are discovered.

    Fiber ropes have recently been drawing attention as alternative materials for mooring lines or towing hawsers. The advantage of the fiber ropes is that they are lighter in weight than the conventional steel chains or the wire ropes. They also have better characteristics in the corrosion resistance and the flexibility. It is known, however, that most of the breaking of fiber ropes occurred at the points where they rub against something such as fairleaders, bollard or bitt. Therefore in order to use the fiber ropes for mooring lines or hawsers, the fatigue strength and the abrasion characteristics should be fully examined. In this paper the effect of abrasion on the decrease of the strength of fiber ropes is investigated experimentally. The residual strength of model ropes were measured after they were rubbed against a rotating steel drum for certain periods. 8 strand ropes made of nylon were used and 5 different amount of tensions were imposed on the ropes. From the study the following conclusions were obtained. (1) tension vs residual strength The residual strength decreases in proportion to the tension when the number of abrasion is constant. (2) number of abrasion vs residual strength The residual strength decreases in proportion to the logarithm of the number of abrasion when the tension is constant. From these results it can be said that the effect of tensions on the decrease of the residual strength of fiber ropes is much larger than that of the number of abrasion. Therefore a sufficient safety factor should be taken into account for the tension acting on the fiber ropes.

    Application of vortex lattice method of numerical lift surface theory for calculations on propulsive performance of close hauled sloop rig sail is described. The features as lift surface of this system are that sails (jib and mainsail) have varied shape and camber interact with each other, and that mirror image set bound to water surface is included into the vortex system. Specially, it is unique as lift surface that camber of jib with loose foot transform to follow trim angle operation. The paper presents the results of computation with regard to sail performance at each single setting, sail performance at full setting, and interaction between each sail at full setting. Few numbers of the results are compared with published experimental data. Agreement is excellent.

    Auther has developed modern sail-assisted motor vessels in these years, and some of them are in practical use. Then many advantages on the use of sails are found out. This report shows the results of investigation and sea tests on maintaining ability of the ship's position in a limited area assisted sail operation. These tests were carried out by a sail-assisted motor ship 「Shin Aitoku Maru」, and compared with simulation result. Consequently, it is verified that a modern sail-assisted ship can maintain her position if allowed a little drift, and considered to be useful for an oceanographic survey ship or an ocean work ship which is sometimes obliged to keep her position using her own propeller, rudder and thruster with difficulties due to external disturbances.

    The auther carried out some improvements of circulating water channel experimental system to raise its usefulness. Details of these improvements are as follows. 1. Improvements of circulating water channel. -Replacement of flow accelerater of surface flow -Installation of piping system which is able to control water level -Installation of high accurate revolution meters for impeller and rotor -Computer control of impeller and rotor revolution 2. Development of automatic investigation system on basic performance of circulating water channel. 3. Development of automatic measurement system on resistance and propulsion model test. They had much effect of improving the experimental results in the points of the accuracy, the stability and the repeatability. Total evaluation of the improvements will be described in the next report.

    In this Paper, the authors have discussed their research on an expert system which has been developed by them and is intended to be able to cope with tactical problems after the fact or collision accident at sea. The expert system is written in Prolog, is implemented in mini-computers (UX-300/UX-700), and consists of a knowledge base which contains more than 200 production rules based upon expertise from an expert or captain and some literatures, an inference engine, and interfaces. According to the analysis of experimental simulations (21 cases) of the expert system, it is said that the system provides consultative advices, within a few seconds, to a captain or navigator in the navigational bridge about adaptive decision making when ship has collided with another ship. One of the outputs (hard copy) of the simulation is shown.
