    Distinctive features can be seen in the direction and form of expansion of an urban district during urbanization. Especially, between two neighboring cities, the formal connection of their respective urban districts begins at first and the cities form a single life community, each city bearing its share of responsibility functionally while maintaining its own autonomous urbanization.
    As one of the causes contributing to the realization of the connection, vacant areas between the two cities are often filled with public housing and factories. Therefore, formal conurbation has initially been ascertained this study. The functions of the by two cities have been analyzed using characterization factors respectively.
    The city of Matsumoto in Nagano prefecture is the 2nd largest city in the prefecture with a population of 185, 000 (1975). Matsumoto was a military city until fairly recently since the Meiji era, originating from a castle town.
    Shiojiri city which has developed from a post town on the Nakasendo (The main road through the mid-land of Japan), has a population of 47, 000 ranking 10th in the prefecture. However, the rate of its population growth during the period from 1970 to 1975, was the greatest at 12.2% among the cities in the prefecture.
    The intermediate zone between the two cities along JNR's Shinonoi line and the national highway has undergone a violent change in its features peculiar to farming districts by the construction of public housing and other urban developments, producing a high level of nonfarming families among those in the region as an instance. Although only the extension of an urban district from the nucleus of the town situated in the central part of the district could be noted during the period before 1970, the conurbation between the two cities has become conspicuous recently as a result of dispersed urbanization dotted with various population centers brought about in the zone since 1970.

    In this paper, the author intends to analyze the social movement of population according to the cycle of the heavy and poor catches in Kujukuri coast.
    The summary of this research is as follows:
    In the heavy catch periods, (1) the population of peasants (Honbyakusho) and tenants (Kakae) in beach seine villages decreased, for they moved to the grass plot just near the coastline, (2) fishermen in Kansai Area worked away to beach seine villages in Kujukuri coast, and constituted the higher class of fishers (Okiai, Nakanori, Sendo), (3) peoples living around beach seine villages moved there, but constituted the lower class of fishers (Kako).
    On the other hand, in the poor periods, all of them moved off beach seine villages.
    Peasants (Honbyakusho) and tenants (Kakae) had engaged in agriculture for the poor catch periods, and in fishery for the heavy catch periods.

    The aim of this paper is to clear the role of public works contractors which have developed through the period of higher economic growth, in the mountaneous region, Totsukawa and Oto mura, Nara prefecture.
    The results obtained are as follows;
    1. The public enterprise contractors in this area has developed under the policy of the regional development of mountaneous region where the retreat of population to large towns have advanced through the period of the higher economic growth 1960-1975.
    2. The main inputs by this policy were the construction of forest land paths, bridges, tunnels and various public buildings. So many public works contractors have developed and holded the first place in the productions of this area, contrasting to the decrease of forest productions under the impact of increased imported timber.
    3. In this process, while Totsukawa mura, where is large square composed of mountaneous district and have many points of landslide, have rapidly increased the demand of public works, Oto mura of which square is smaller than the former have slowly increased it. So, the former have created many and various scale contractors and the latter have created some and small ones. Thus the inputs have been almost digested in Totsukawa mura, but most of it have outflowed to the other in Oto mura.
    4. Many farmers who have small paddy fields, ordinary fields and forest land have been employed to these contractors temporarily as a side job. They have almost employed through the relations of community. The opportunity of employ in Totsukawa mura is larger than Oto mura. So, the public enterprises have formed stable situation of economic base in the former, but it has been unstable in the latter, so the retreat of population is admitted in the latter.
