     The purpose of this paper is to clarify the meaning of learning based Geographical Inquiry,focusing on the International Charter on Geographical Education . It started by considering the change of paradigm in the geography as a discipline in order to Geographical Inquiry. Next, it analyzed content and process of learning in the International Charter on Geographical Education , and presented the frame of learning through Geographical Inquiry. Lastly, it applied this frame to analysis of geography curriculum in the United States, England, and Victoria of Australia.The results of analysis is as follows:

    1. Learning based Geographical Inquiry is composed region, theme, and inquiry.
    The content of geographical learning is focused on the People-Environment Relationships in regions. In geographical learning, student should be encouraged to adopt inquiry method which will lead them to solve problems.
    2. Learning based Geographical Inquiry aims at developing student’s understanding and skill of the world based Geography as a discipline.Learning through Geographical Inquiry provides opportunities for students to develop geographical perspective and thinking, and to promote attitude and value for a sustainable world.
