    Once large scaled disaster hits a society, a large number of households and firms are simultaneously damaged. The traditional cost benefit analysis of disaster mitigation mainly focuses upon expected loss reduction, neglecting the catastrophe aspects of disaster risks. In this paper, it is claimed that the disaster risk management methods can be classified into risk control and financing methods. In order to cope with the catastrophic disaster risks, it is requested to build the integrated disaster management systems and extend the theoretical framework of cost-benefit analysis. In this paper, the authors present cost-benefit analysis methods of catastrophe risk mitigation and summarize research issues to be solved in future.

    In this Paper, I discuss about travel behaviors in networks and the direction ofresearch in the future. Firstly I overview behavior models at two view points of GEV family models and other models. Next loading algorithms for SUE and solutions have developed is shown focusing on logical consistency between behavior models and equilibrium models. Finally I present the point of view those are altermative set generation problem, asymmetry effect on network behaviors and dynamics in travel behaviors in these research area.

    This paper focuses on boarding records of prepaid card system that is introducedin public transport in many Japanese cities. Applicability of the data to urban transportation planning is examined in several aspects. As a result of these analyses, it is suggested that the data of prepaid card system have applicability for urban transportation planning. As an example of the application of the data, it is shown that the demand elasticity to the service level of public transportation is different between frequent user group and less frequent ones.

    In recent years, environmental economic evaluations have been conducted for manysocial overhead capital projects. The conjoint analysis in this research, that was used to estimate the monetary values of the analysis target attributes, was performed for snow-removal projects for winter road maintenance purposes. The research objective is to evaluate all attributes of snow removal projects to clarify the needs of local residents. The research also analyzes important elements ofthe conjoint analysis: the profile design method and its accompanying marginal willingness to pay. In addition, the current recommended method of the orthogonalmain effect design does not always reflect the preference of respondents.

    In this paper, it is aimed to consider application of metaheuristics techniques for obtaining suboptimal solution of project scheduling problem effectively. In this study new type model coding and decoding of the problem are proposed in accordance with cut-network concept which have been established from the different viewpoint of existing PERT based on the analysis of topological characteristics of project network by HARUNA and NAMERIKAWA. And a new type genetic algorithm utilizing these coding and decoding is applied to example network of project scheduling problem.

    In this paper, a system methodology is presented to manage road pavement under budget constraints considering uncertainty around pavement deterioration. In doing so, the optimal repairing rules for individual road segments are formulated to minimize life cycle costs comprising user and repairing costs. And, the cost-benefit rules to find out the repairing orders, which can reduce the life cycle costs as much as possible, are presented. The applicability of the methodology presented in the paper is investigated by a case study conducted for Mie prefecture.

    In this paper, the social effects of the institution that the local government pays to improve the public transport are analyzed. At first, the social benefit of various fare levels is measured using the generalized cost. Next, comparing it with the cost to improve, the social efficiency is examined. Then the tax system is constructed. And the amount of payment by local government is estimated. That is, it becomes clear how much the resident or companies in the local government must pay. In conclusion, the profitability and efficiency may become better and this system may become the basis to introduce this institute.

    CVM has been applied to measure the value of non-market goods including natural environment. It has been known that measuring values by CVM tends to involve a number of biases. Consequently the NOAA's guidelines were proposed for measuring values without biases by CVM. However, the validity of the guidelines has not been clearly tested. In the present study, we replicated the CVM survey designed according to the guidelines by Kuriyama et al. for measuring values of natural environment in Yakushima-Island, and analyzed cognitive decision making processes based on a verbal-protocol method. The analysis indicated that it is not easy at all to measure value without any biases by CVM designed according to the NOAA's guidelines.

    Although it has been questioned whether CVM can measure value assumed in micro-economic theory, CVM may be used for reflecting people's opinion or attitudes toward a public good in the policy with respect to the good. Therefore the policies determined based on CVM may be regarded as procedurally fair by people and may be more easily accepted by people due to the high procedural fairness. In order to test the hypotheses that policy based on CVM is perceived to be more procedurally fair and the perceived procedural fairness, in turn, increase the level of acceptance of the policy, a survey was designed and implemented. The data from the survey confirmed the hypotheses.

    In this paper, a contingency valuation method is presented to measure households' willingness-to-pay based upon altruistic motives. We investigated the types of valuation biases, which might be generated in valuating households' willingness-to-pay through questionnaire surveys, and presented the measures to concur the double counting biases and to manage protest bids related to the survey itself, which could be inherently appeared in valuating willingness-to-pay based upon altruistic motives. The applicability of the methodology presented in this paper is investigated by an application example.

    The Computable General Equilibrium (CGE) model has recently become to use as an evaluation technique of social capital improvement in the field of the infrastructure planning. This study aims to develop the CGE model that the effect measurement by a social overhead capital stock becomes possible, and to compare and to examine the simulation result ofusing the model and the result of the effect measurement by production function approach. It makes clear that accuracy of reproducibility of the current state in the CGE model causes deviation of change of value added and benefit by comparing between equivalent valuation obtained by simulating the CGE model and productive effect of the production function approach.

    In this paper, effective PI methods and PI process are considered based on the experiences and the events of the Ushiku City Master Plan Development Process. We conducted questionnaire and interview surveys to various interested parties and to comprehensively analyze these data in order to examine the characteristics of various PI activities and PI methods. We acquired practical knowledge on how to have effective PI, including to have active discussion in the public meetings, to increase participation in PI activities, to improve the quality of the plan, to raise the citizens' concern, to effectively and efficiently manage the PI process.

    In this Paper, for the purpose of exploring methods of increasing survey response rates we theoretically and empirically investigated “intrinsically motivated cooperation”, based on the intrinsic motivation theory and the social exchange theory. The survey (n=1, 500) indicated that intrinsic motivations were activated through social exchange processes and led to cooperative behavior in a survey, and the intrinsic motivation often decreased with the provision of extrinsic rewards, as hypothesized in this study.

    After WWII, Japan has made a big improvement in social infrastructure. But in private space, the remain disordered developments due to loose regulations and land speculations. In this paper, the concept of ‘Social Capitalization of City’(SCC) is presented and the SCC Index (SCCI) is defined. The counter measures of SCCI are categorized into four groups: city planning legislation, building regulation, taxing and subsidizing institution, and environmental legislation. Finally, through the comparison with the English and German cities, the reasons why Japanese cities cannot be stocked and the counter measures to improve the SCCI are suggested.

    This research considered the consensus process as formation conditions for PPP projects. Because, in urban development projects, PPP is thought as formation conditions, it has influence on each stage, and advances an enterprise smoothly. First, the feature and subject were arranged from the inside of development examples by PPP. Secondly, the structure of consensus in each step has been grasped, and the viewpoint of consensus was extracted, paying attention to the development motive and conference organization at the time of the design stage. Finally, the directivity of the consensus system of the urban development enterprise by future PPP was considered.

    This paper aims to develop a model of location preference of manufacturing industry companies in response to the change in level of service of travel time caused by highway construction. Two types of location choice model are proposed: One is a Logit type model directly incorporating a function decreased by distance. The other is a Dogit type model that represents the area-specific component determined by this distance function. The results show that the estimated parameters for both of two models are statistically significant, while hit ratios are not enough. They also suggest that, as the correlation coefficients between land price and the estimated area attractiveness are not insignificant, the area attractiveness have relations with the potential of the areas.

    In Japan, as a part of national land-use policy, a great deal of resources has been invested in the infrastructure of underdeveloped regions to reduce the regional disparity. Since the weight of single votes in Japanese parliamentary general election have large interregional disproportion, it iseasily imagined that the political process have large influence on the past interregional allocation policy of public investment. In this paper, based on the median voter hypothesis, we empirically investigate the impact of the interregional disproportion of the weight of single votes on the interregional allocation policy.

    An analysis of fiscal policy is needed for long-term plan in constructing infrastructures. This paper constructs a potential growth path search model with income transfer constrains. The model is based on Turnpike model maximizing the consumption utility. This model shows the optimal rate of composition at every industry, and shows that the rate of potential economic growth is 6.6%. The numerical analysis shows the change of the potential growth path and the optimal industrial structure with increase of national bonds.

    This study aims to analyze the changes of commercial structure during reconstruction process in the area damaged by the Hanshin-Awaji Earthquake and to show the factors influencing those changes. The findings were based on the results of field surveys carried out by the authors for five years after the earthquake and the analysis of digital maps covering the study area. In this study, the actual situation of restoration of retail stores in the area was shown from viewpoints of the total number and floor space of those stores. The factors, such as damages by the earthquake, store attribute and their location points, which encouraged new stores to open or obstructed local stores to reopen, were revealed.

    Public involvement is the method that investigates the opinion and intention widely about making the plan, and shares the process of decision. However, there is little concrete guide and research about the road planning by the PI method. In this Paper, extracting the whole country case of the road planning that utilized the PI method, I compare it. Also, the road planning in the national highway number 8 Kaga road as the case survey is analyzed. This research is summarized about the subject and the item that should pay attention, of the PI method from these 2 surveys.

    Recently, the demand of the emergency transport for patients, especially serious patients, has increased rapidly. The service level of the emergency transport for serious and emergent patients is seemed to be uneven among the districts due to lack of medicalcenters for them.
    We analyze the present conditions of the emergency transport of serious patients, and propose the method of evaluating the travel time reliability of emergency vehicles. Then, we apply it to Kanazawa City and examine its emergency transport.

    In the new environmental standard for road traffic noise, equivalent sound level was adopted instead of medium value. At the same time, the prediction model of road traffic noise was proposed by Acoustical Soc. of Japan. This model is utilized for the environmental assessment, and the application range is also wide. However, designers can not calculate easily the value of the road traffic noise using this model. Therefore, authors proposed the calculation method which satisfied two following requirements regardless of usual pavement, drainage pavement, though the application range is limited to the roadside noise as the automobile steadily runs.(1) Equivalent sound level can be easily calculated using mathematical expressions and figures.(2) Designers can easily decide noise reduction countermeasure of the object site.

    Though sustainability is very important concept, it is very difficult to define it quantitatively. This study aims to quantify regional environmental capacity and long-term growth by using koku of rice data. The results show that metropolitan region has suffered heavy environmental loads. The model to investigate environmental load factors indicates that the environment preservation and regional growth are both side of the same paper, a kind of antinomy. The effect on regional environment and growth by disasters and infrastructure are also examined by using this model.

    We do not always well provided against disaster. This paper investigates how capital for restoration is procured after a society is damaged by an unexpected arrival of disaster whose damage scales are unknown. If a household's view along time horizons is finite, the financial initiatives arranged by the central government have non-neutral effects on life-long consumption of the household, and eventually have substantial impacts upon market dynamics. Besides the availability of capital in world financial markets, polar cases of which are represented by a closed-economy-model and an open-economy-model, plays decisive roles for recovery of the economy from disastrous destruction. In this paper, an overlappinggeneration-model is formulated to analyze effects on a restoration path driven by a financial procurements after disaster and a redistributive policy among generations.

    In this paper, a method for calculating the total amount of car gas emission in consideration of road gradient is proposed. The method examines the quantitative relationship between the road gradient and the amount of gas emission. Then this method is applied to Vehicle Routing Problem (VRP) and the strategies such as the minimum distance solution and the minimum gas emission solution are compared. As a result, a possibility of reducing gas emission by adopting the minimum gas emission strategy is demonstrated.

    This paper presents risk analysis for recreation benefit based on individual travel cost method. Risk analysis methods are to estimate confidence intervals of option price of individual. One is an approximation method with taylor series for option price estimator of individual. Second is an approximation method with Edgeworth expansion. Third is simulation method for option price estimator of individual. Illustrations are executed with real recreation date of Kizu River to evaluate performances of these methods.

    This study aims to clarify information provision methods for residents with different decision-making process in a river disaster situation. A protocol survey was conducted on the decision-making of 22 subjects in terms of behavior and evacuation using images of flooding. The analysis results show that the thought patterns of the subjects can be divided into three types: recollectors, envisioners, and composites. It is investigated effective methods of information provision that are based on decision-making process.

    This study proposed a share area in the taking refuge place to have considered the approachingdirection of the tsunami generated by a huge earth quake. The share area in the taking refuge place which classified the direction of the taking refuge into the danger side and the safety side showed that it was different from the share area at the general facilities and to become an area on the side of the sea centered on the taking refuge place. Also, it examined the technique of the p median of the optimal facility arrangement plan and the analysis result of the p median showed the tendency to correct the non-balance of the population share at each of the facilities.

    This paper presents the effectiveness of monitoring and evaluating community viability by using “age groups cohabitative communication level”. This type of approach is especially useful for evaluating non-visible and constantly changing recovery state of commnities from a disaster. Based on the niche overlap index, an attempt has been made to derive theoretical implication of spatial-temporal statistics. It has been shown that community cohabitative communication level as measured by the proposed indicators showed some aspects of the inside of communities which can not be measured by the speed of recovery of buildings.

    In this paper, the geographic distribution of individuals' locations at the time of a natural disaster is calculated with PCATS that is improved to represent the individual's activity location in a coordinates system. In addition, by using GIS and simulation, the spatial distribution of fire stations and evacuation locations is visualized, and the allocation of coverage area for each fire station is evaluated by examining the distance and movement time from each fire station and each evacuation place to heavily populated areas.

    The purpose of this research was to grasp maritime scenery (types of scenery appreciation) being created through the combining of ‘persons, ’‘buildings, ’and the ‘sea.’In this research, ‘Pictures of Famous Locations in Edo’(Edo Meisho Zue), a collection of drawings produced in the Edo Period, was analyzed, and six types of marine scenay appreciation were identified. Further, the visionary structure of individual types was revealed based on relations of elements that compose these types and persons (viewpoints).

    This study clarified the role of the waterfront in Fushimi under the Modernization. In Edo period, a lot of elements that characterized the city were gathered in the waterfront as a traffic terminal based on navigation systems, and that closely tied with residents. Waterfront and navigation systems still existed, but the role of them had to be changed because of railway systems and rapid industrialization. As a result, most characteristic facilities and amenity of the city were taken away from the waterfront However they were expected to sustain the management of the city in flood control and navigation systems.

    This paper studies the relation of the arrangement and landscape of coastal batteries of Meiji Era, to give a model of grasping the phase of possibilities in environment. This model is the relation of observers, events and geography. This study has three points of view. First is the role of batteries, and second is their performance. From this two points, the arrangements of coastal batteries are divided into four types. Last point is the network of batteries. Referring to the types of landscape from precedence research, the mechanism of grasping is explained by the relation of three elements.

    It proceeds with the river repair business toward the realization to the rich river environment recently. But, geographical features were cut through to promote land use by the development in the inside of the levee. This research aims at trying so thatit can evaluate the influence that influence to the landscape in the future development a change in geographical features in advance. It pays attention to a change in geographical features in the circumference of the Tama River, the distribution map, measurement geography study of the amount of a change in height above sea level value geographical index· The scale of a change in geographical features, characteristics made a visual influence a fixed quantity from three techniques of the three-dimensional landscape clairvoyant figure. Then, a visual influence could be analyzed by using the index by classifying a pattern like a study of the measurement geography.

    We argue that context dependence (CD) affects the temporal change of SP data. To reflect this, we propose a new mode choice (r-RP/SP) model based on relative utility function, which consists of the term of alternative similarity and the term of other context-dependent factors like previous choice results. Throughout an empirical analysis, it is confirmed that, (1) the way of using relative utility to incorporate the influence of the CD is effective, (2) the parameters of relative importance (RI) are variant temporally and affected by the CD, (3) as the number of explanatory variables increases, the parameters of RI fluctuate largely among individuals and over time.

  • An Application to Travel Mode Choice

    This study aims to verify several non-compensatory decision strategies, such as conjunctive rule or disjunctive rule in travel mode choice. Decision strategies are formulated as probabilistic models. The attributes specifying the selection of alternatives are defined as latent variables through structural equation modeling. The empirical analysis focuses on the choice of public transportation for private trips to the surrounding inner-city areas in Tokyo. Finally, we concluded that non-compensatory decision rules, particularly the conjunctive strategy, were found to be more prominent compared with the compensatory rules in the process of alternative cut-off.

    In this paper, time choice models to and from work are developed using panel data collected during a three-year period after the introduction of flex-time system in a company. Interesting facts revealed include:(1) the habitual effect of to work departure times continues after the new system is implemented, but decreases over time, (2) household structure does not have a great effect on to and from work departure times, and (3) interdependence between times to and from work are significant. In the light of these conditions, it is believed that to and from work departure times are decided simultaneously, hence a simultaneous choice model is formulated and estimated based on the same data. The interdependence between these two times is significantly confirmed in the model.

    Existing activity-based models typically assume an individual decision-making process. In household decision-making, however, interaction exists among household members and their activities during the allocation of the members' limited time. This paper, therefore, attempts to develop a new household time allocation model by combining group decision-making theory and time allocation theory. To do this, this paper proposes defining household utility function in the form of multi-linear utility function to represent the interactions among household members and the interactions among their activities. The effectiveness of the developed model is confirmed using activity-travel diary data. Finally, several future research issues are also mentioned.

    User equilibrium assignment models considering realistic intersection delays, signal setting control and soon, generally have no analytical guarantees on stability and uniqueness solution. However, these models should not be denied immediately. That is, these models will give useful results under the condition that the solutions have adequate validity to use by verifying the validity of solutions. This study verified the validity of user equilibrium assignment model introduced signal control that authors developed and clarified that the model do not have unique solution but have solutions with adequate validity.

    In this paper, we propose using a disaggregative behavioral model in choice of bicycle-parking place, and using the Alternative Hieratical Process (AHP) as the method for grasping consciousnesses of illegality.
    First, we did a cluster analysis using the score of AHP, and carried out segmentation of the sample. As a result, we made two segments with completely different consciousness about illegal parking. Moreover, we observed that the utility functions of these two segments, considered from the disaggregative behavioral model built for every segment, differ clearly.
    Finally, We verified the validity of using the model built by sensitivity analysis.

    One of the solutions for energy resources and environmental problems is to promote bicycle transportation. In this study, we investigate the modal shift in the transition period from bicycle users to automobile users. As a result, there were four factors. Physical conditions refer to reasons that influence bicycle usage. Financial Conditions refer to how much one can spend on purchasing a car and on its maintenance. Bicycle Habit is experience of bicycle use in the past Bicycle Favoritism is the preference of bicycle as a transportation mode. Bicycle transportation planning must be based on the policy to enhance these factors.

    The objective of the study is to analyze information acquisition and activity-travel patterns in traveling by walk and public transport through an experiment of implementing an activity program. It was examined when, where and how respondents used information by PHS spatio-temporal data and information diary survey. The process of activity scheduling and rescheduling, and information acquisition behavior were described in detail. The frequency of referencing a map was high for searching current location and travel route on road and in buildings. Pedestrian navigation system guiding a route of minimum distance in traveling multiple destinations could decrease travel distances.
