Japanese Industries have left records for steady revivals to overcome crises encountered with oil shocks, yen appreciations at Plaza Accord, financial bubble in Asia. The capability for reforms is read in the context of "Shikumizukuri". The essential concepts and architecture are transplanted in P2M-Project and Program Management. In Japanese enterprises, collaborative organizational behaviors could function for unique problem solution by identifying expected values if given by implicit and uncertain mission of ambiguity. Climate lies in its roots of collectivism rather than hierarchy awareness. Likewise, collaborative work is more dominant than specialization where functional place is more significant for satisfaction than functional work. This paper underlines capability of self innovation and partnership innovation. This identification are closely relate to the modes for the partial and the total optimization in Shikumizukuri framework. The logical framework and principles are founded by abduction method by literature, case and academic researches in P2M development.

So many banks and major companies have decreased dramatically of its IT investment as the economic circumstances called world crises deteriorates. It is said that the order environment for medium-sized SI enterprise with no sales power and no bland is a tough going, and it will continue for several years in the future. In this severe order entry environment, more strategic enterprise management is needed for SI enterprise to survive. This text give thought for the project origin SI enterprises' management strategy taking the concept of P2M program management, what approach improve competitive power of the company, and whether the sustainable growth can be achieved. The management strategies of medium-sized IT companies are taken up as some cases, and the result of verifying the effectiveness of the program unified management are described.

The major ca. 680 firms of manufacturing industries are assessed on the relationship among enterprise performance, plant and equipment and information investments, based on 2002-2008 FY financial data of securities report. In concrete terms, it is assumed that the both investments contribute to the enterprise performance, i.e. consolidated ordinary profit. As a result, the performance becomes already worse in 2007 FY, with a few exceptions. The financial crisis makes it furthermore worse as expected. But, some differences in change for the worse are found every industry and every enterprise in the same industry. The future of the industries is discussed base on these results.

P2M can be utilized in design industry since the industry is project-based. However, P2M was hardly educated in the field. In addition, the educational contents aren't provided for it, either. Therefore, for the establishment of the P2M education for design industry, my faculty members built a process model with 'portable skills', which had recently got public attention, and implemented some experimental classes. Through the model building and the classes, we discovered some problems to be examined in future. This paper reports how we have progressed.

In the uncertainty age, it is valuable to discuss position relationship between ICT capitalization and cloud computing based on MIT portfolio modeling from a risk management viewpoint. The markets and other environments over companies become more competitive. Company works on the projects with another company or group of other companies beyond the boundary of single entity or group entity. This new organizational structure is argued as management problem of inter-organizational relationship. This relationship ranges from narrow relationship such as one-on-one to lateral organization such as supply chain management (SCM). In this article, we verify following matters as primary study that enlarges environmental management from only one company to inter-organizational relationship. The points of the argument are the response to environmental management between companies, inter-organizational relationship, inter-organizational SCM, and so on. Besides, we aim to establish conceptual framework about the function of management control as the driver of environmental SCM.

Solution-Oriented Research (hereinafter referred simply to Solution Research) is differs from the conventional discipline research in that 1) the former is seeds-push whereas the latter is needs-pull or social issues-driven, 2) the former is disciplinarily closed, the latter is inter-disciplinary, inter-industrial and international, 3) the former is stand-alone and autonomous, the latter is organization-oriented, 4) the latter is not only analytical but integrative at the same time, and 5) the originality is still important relatively, but practicality is required more than anything else for the latter. Therefore, the Solution Research is a project in nature. This paper studies approaches to various aspects unique to the Solution Research, including how a social issue should be pinpointed, citing an on-going Solution Research.

In order to realize the value of an innovation program, such as large-scale R & D or the reform of an organization by introduction of ICT system, the program manager needs to manage the program in a way of giving proper suggestions to the head of an administrative organization, and coordinating project-related organizations which have different sense of value on the projects. The program manager of project & program management version 2.0, which is a management method for an innovation program in an uncertain environment, has to have both the capability of project planning to realize the owner's vision and the leadership to enhance incentive of the members of the program. Importance of coordination in an innovation program is described by referring the activities of Comprehensive Commercialization Functions in NTT and the coordination in joint industry-university projects.

Cost Reduction is always, not in a certain situation, one of the most important business considerations. In this paper, I try to study several cost reduction policies in fixed cost and variable cost and compare their effects using the financial model which has been introduced in the Business Seminar held on May 18, this year, hosted by IAP2M. Their effects are verified in view of profit/loss, return on investment. For reference, the cases of reduction of same amount in fixed cost and variable cost are studied. I can conclude that in cost reduction policies the reduction of fixed cost can pull down the break-even point of sale amount but in case of certain level of sale amount the reduction of variable cost surpasses the case of fixed cost. Then the cost reduction of fixed cost without outflow of cash, for example, reduction of depreciation is considered to disadvantage in cash flow management. The management of P2M requests to verify even cost reduction policies by using financial model.

This paper studies on utilizing a logic model in making up a graduation thesis in the University (field of information systems) and future possibilities for a research supporting system based on the investigation results regarding the effectiveness and the tasks. Concretely it enforces verification of effectiveness on the logic model of research in the University and extraction of the remaining tasks based on investigation data of questionnaires which were carried out at a planning time and intermediate time of judge for a graduation thesis and clarifying the required matters for the system which supports a research program in the University inclusively and continually.

An information processing system by use of computer was introduced at first in order to realize increasing in efficiency of individual works. However, it is essential from a viewpoint of the property for information to be distributed over the individual works. Progress of database and communication technology made global distribution of data possible from a technological aspect and ERP or EA was presented as a concept to realize global distribution of information. But, they remain effective as a technology of computer infrastructure. The following two elements are indispensable to realize global distribution of information: One is how distribution of information is realized among different areas and the other is how to guarantee a total integrity of systems. This paper studies on an application of concept of federation architecture to the former and an application of program management for EA to the latter.

The 662 firms of manufacturing have already been studied on ex post evaluation of returns on plant & equipment and software (P & E/S) investments. Currently, success rate of IT projects are still not so high. Main factors of this situation are caused by projects owner, because they order these IT system building projects without executing basic planning in which project mission, purpose, goal are decided after feasibility Studies including such as IT investment/return study. Recently, METI (Ministry of Economy Trade and Industry) issued new guideline concerning Basic Planning and Road map for IT based enterprise management. Combining mission profiling with the new guideline seems to make usablity of P2M to IT projects increse.
