    In this paper, we suggest a new program framework for supporting emergence of "solution research project", which aims to realize social system transformation based on technologies. To solve complicated social problems, we define a process model called "Vision Oriented Collaboration (VOC)" which includes: (1) developing social vision and solution prototype (2) sourcing for partner corporations, citizens and governmental organizations (3) packaging of technology/marketing/policy elements. Finally, we introduce our practice "Global Incubation Program (GIP)" which is an academic-industry collaboration platform designed based on VOC and note further development of the methodology and our program.

    The world is under unprecedented economic recession, the BRICs and other countries focus on economic measures. That have supported the automotive industry in postwar Japan, those with financial deficits. Be restricted in the development cost is required to build a competitive advantage development organization. I have suggested developing a strategic competitive advantage through technology. However, the execution is a picturesque clot. Exploring the reasons for this, to clarify the core competence has to build a competitive advantage in the past, we propose a new organizational reform program.

    Strategic management at corporate level has been conducted for upgrading performances in global competition. The organizations have been transformed to the holding corporation consisted of companies for diversification and decentralization. The corporation handles the domain strategy while companies should assume accountability on business units and innovations. The author notes specifically and explicates program strategy management. It is not easy to achieve results by innovations of 15〜20% share in the performances. The method, however, could avoid overlapping investments, generate synergies among projects and would ensure steady executions. While organizations dislike changes, the good cycles are driven should results be visible and touch motivation of members. The P2M focal point is definitely in positioning the three pillars of strategy, organization and intellectual resources for programs. Errors would rise in the corporate and program level applications in floods of strategy theories. The knowledge guide is essential to program managers for pertinent selections of strategy to practical behaviors.

    Various stakeholders are involved in ODA and total satisfaction or harmonization among them is indispensable to secure the successful completion and attain the intended goal of the project. The stakeholder management is particularly significant in the process of environmental and social consideration in ODA projects. This paper study on the optimization of the stakeholder management considering a series of factors related to the stakeholder such as the range of inclusion, the variation/diversification of needs, and the method of consensus building based on the concept of 3S models (scheme, system, service) of P2M.

    In IAP2M, the perspective about the concept of the management risk with the hierarchy is definitely defined in P2M Version 2.0. Its basic interpretation is to understand the risk not in a way of an obstacle for evasion and exclusion when an organization promotes its project activity, but in a way of on opportunity to learn toward the outside environment. In the main subject, the figure, that the recognition of the risk raises an expanse of an organization and a company toward the outside and gradually changes into the activity of contribution and responsibility to the society, must be seen. In the consideration, the survivable system and system methodology was investigated from the viewpoint of a scientific principle, and the PM activity which is played in the business world was investigated form of the decision-making human being thought. Treat the model which is lead from the investigation above as a compound organization type model, I would like to propose the possibility of the development for maintenance and expansion of the social infrastructure.

    In this paper, I tried to maintain the methodology of FD by applying the concept of P2M to the methodology of FD. By applying the concept of communication management, value management, and knowledge management to the methodology of FD with a video teaching material that I'm advancing at Kyoto University, I clarified the methodological meaning and problem. Firstly, in the consideration of video teaching material (I) for FD, I pointed out that the education had to pay attention to not only a management side but also generating side. Secondly, in the consideration of video teaching material (II) for FD, I pointed out that the concept of community of practice was applicable in the teacher workshop. Finally, in the consideration of the case teaching material made with those two teaching materials, I pointed out that SECI model of knowledge creation theory was applicable in the case method education.

    In Osaka University, the open course lecture that featured the theme of "sustainability" is held. The "Sustainability" concept is widespread. That concept covers environment, society and culture. The researcher of many universities performs a study on sustainability in own study. Those studies were unified, and an open course lecture was carried out as "Sustainability Extension". For the implimentation, a concept of P2M was adopted, and a logic model was established. This paper describes 3S model and a logic model of "Sustainability Extension".

    America and Europeans had led the economic recovery to Asian currency crisis in 1997. After 10 years, Asian emerging nations like China and Korea have played the roles of the repowering. Today, the government faces in front policy initiative to ignite corporate strategy for creating giant program business. Japan may benefit the chance of contribution to smart city, hub airport, high-speed railways by public private partnership. The latest Korean contract of the atomic power generation plant symbolizes the case while the public development had caused conflicts by citizen resistance in road and hydraulic dam construction in Japan. The framework of policy〜strategy〜program linkage is the implication embracing imperative issues of breakthrough. This paper deals with the public program of big scale for preventing risks in overseas policy. For the purpose, consultative strategic programming is proposed in P2M theory framework and logic building by case research. The disasters in East Japan had left critical lessons for the social infrastructure policy. Unfortunately, time could not permit to touch the comments and feedback here in the paper.

    In a corporate innovation program, the alignment of required technologies and available human resources is the key part of the corporate reengineering. Every corporate innovation has to revolutionize its business model. When the business model changes, the quality and the amount of the technology and the human resources needed in enterprise change. In this paper, the authors disclose the successful implication of the widely used "Pinch Technology" to the technology and human resource management based on the study of rationale for the generic task assignment problem. Additionally, the authors propose a strategic planning procedure for the said management.

    Japanese companies have high-class technology, however they have not been successful in business fields. It is considered that the main reason for the fact is based on the lack of attentions to business model as well as Intellectual Property Management. Competitive Intellectual Property Management functions only when the "Three-Pillar Management Strategy" consisting of intellectual property strategy, business strategy, and R&D strategy works properly. However, in fact, it does not work as it was expected. The author considers that it drives from the lack of communications among the three parties in charge of the individual strategy. Thus, in order to promote the "Three-Pillar Management Strategy", we tried to make the strategy effective by applying P2M theory thereto.

Bringing out this purpose, we analyze case with product development process of Temperature Compensated Crystal Oscillator (TCXO) in Kyocera.     A lot of development planning support has been carried out in many countries and fields under Official Development Assistance (ODA). Development plans are indispensable to advance development efficiently and effectively. This kind of cooperation has delivered development plans to developing countries and played essential roles to build up foundations for development in those countries with its human resource development in the process. However the mission for development plan would not be completed without implementing properly and leading development impact (outcome). Developing countries often face issues of finance and operation due to various constraints and lack of capacities. This paper studies on the essential aspects needed for management of whole process starting with planning up to the goal and the application of PPP scheme in developing countries based on the concept of 3S-model.

    Nowadays, the global society encounters with natural resources exhaustion, global warming, environmental disruption and so on. Moreover, the country encounters with the huge natural calamities in addition to the relative decline of economic power, and a matter of urgent necessity to reconstruct of the damaged local societies. On the other hand, the world of project management has been rarely discussed directly on the general framework for the social system project, comparing with the projects building plant or information system. Then, newly adding social project domain, covering enterprise, administration and inhabitants, to the domains of enterprise, administration and so on, the scheme model of social system is discussed based on a systems approach.

    In a restaurant, intangible services and tangible services such as food are provided for customers. To these services, each customer accumulates subjective added values and when the sum of them exceeds the price, he or she accepts the value of the services. Therefore, in the restaurant, by considering a food service as a project, accumulation of costs spent by the restaurant and accumulation of added values received by the customers in passage of time can be interpreted as earned values, respectively. In this paper, an analysis method is developed on a value creative process for a service management on the basis of a relation between the above two earned value curves.

    It is a conventional creation style of platform constriction that it make a value creation mainly on the economy. On the other hand, it is important requirements to make the social values clear when we build a platform in consideration of social value creation. In a previous study, we performed the agreement formation between stakeholders by a logic model at the scheme stage of P2M theory and we formed the community network between local persons and the persons out of the area. As the next stage, in order to realize "the community-based sustainable society " with the corporation of city people and local people we set the concrete aims to main members of stakeholders with a balanced scorecard method and made the program common mission clear. This paper reports an examination result of setting of main requirements and goals in social platform construction.

    In this paper we focus on dynamic resource allocation for parallel tasks of multi projects. These types of resource allocation problems exist in many areas such as interior finishing of apartment houses or medical treatment of multi patients depending of clinical path. These dynamic resource allocation is not well formulated. We give a mathematical formulation and a simple and effective resource allocation algorithm for the dynamic resource allocation problem.

    Japanese agriculture is the aging of farmer, decaying potential is very high.successors. difficulties, reduced farm income, and internal factors such as an increase in abandoned land, Which enables new entrants of the corporation, the Agricultural Land Law revision, the external factors and participation in Pacific Partnership Agreement. In general, and the lack of human resources, and internal factors such as low profit margins, and has a business continuity instability caused by external factors such as economic conditions and trends. In order to improve these methods of system approach is useful. Agriculture and industry Commerce partnership as a program, consider the benefits of educational programs on business models that work together to do both.

    The REACH regulation which is European new control policy of chemicals has started in 2007. REACH regulation is "the introduction of the precautionary principle" and "policy participation of stakeholders" as well as policy measures to try something new to add, such as "enhancing the competitiveness of European industry" is also incorporating a new type of environmental policy and industrial policy . In this paper, while introducing an illustration, an ideal chemical management policy "big picture" and "making mechanisms" such as the International Project and Program Management (P2M) discussed in perspective.

    In a batch process new products are manufactured by changing the recipes. The recipe design projects of multiple products are executed in parallel or in sequence, and the recipe design process of each product has many recycle steps. Thus, the management of recipe design project has been executed manually. In this study, from the viewpoint that the systematization of recipe design process is the key factor for agile production, the recipe design process is modeled. In the developed model, an index called "certainty" is introduced to express the degree of reliability of each recipe design step. By using the developed model the simulation based analysis method is proposed to improve the organizational potential.

    From the viewpoint of reducing CO2 emissions, companies are developing products aimed at more efficient energy use. In addition, CO2 is also regulated by the employer to reduce CO2 reduction seriously work . Here, we present a scheme model aims to reduce energy consumption for built partition personal air conditioning in office buildings. Work in collaboration as common ground between different industries P2M theory proposed integrated development of built partition personal air conditioning collaboration platform technology has been applied to combine theory. An explicit mechanism for the formation of a new framework created by interaction between stakeholders, we consider the validity of P2M theory.

    This paper addresses how to build a renewable energy network over the Asia Pacific Region (China, Korea, Japan, ASEAN countries and Australia/NZ), using DESERTEC Concept which involves EU, North African Countries and Mid East Countries as a benchmark. East Japan Earthquake has hit Japan and heavily damaged a nuclear power plant. But this disaster does not necessarily lead instantaneously to the abolishment of nuclear plants. Having this recent catastrophe in mind, this paper proposes a methodology that could overcome obstacles in order to get clean energies penetrated into the Asia Pacific Region. This is one of the grand project organization experiments.
