In the previous report, I reported that the application of P2M Ver.2 consisted of three stage model of Scheme, System and Service for industry(corporations)-academia(universities) relation stage of Coordination, Collaboration and Industrialization would be helpful for project members to share the concept of the collaboration stage. This report is intended to: (i) analyze with P2M Ver.2 the process of development efforts made under the new business concept of "PLAGENOM" during the past 10 years from R&D to commercialization, while focusing on the relations of the project members and sharing/validating the earned values in each respective step; and (ii) assess the applicability of P2M Ver.2 and value management for stepwise program development.

It is widely known that logic models are effective in R & D Management. However, it is not always easy to a long or medium-term goals in R & D Management. Because, generally speaking, people may only think based on knowledge and experience they have obtained. So, we recommend taking advantage of TRIZ, theory of Inventive Problem Solving. TRIZ has a creative technique called "Technological evolution trend" TRIZ depending on their past experiences and studies. This technique will possibly allow you to predict the change in society in the future. With a case study, we try to show that a cooperation of TRIZ and logic is effective in R & D Management.

The total numbers of 99.7% of Japanese companies are in small and medium enterprises. A typical business style of those companies is that they firstly obtain orders from client companies, and secondly their works produced by using their own technology, experiences. However, it is true that some of the companies are not satisfied with the passive-aggressive business style mentioned above. This attitude is more clear in the companies with remarkably brilliant technologies. For example, there is a mold factory a father and his two sons engaged in OTA-Ku. They were successful in selling their original products based on their marketing and R & D activities. Behind this success, there were a platform and a patent office as a platform leader helpfully supporting their activities. In this paper, it is aimed to validates the concept model from the perspectives of technology seeds that small businesses are actively developed. In addition, the paper try to advocate patent office how support small sized companies.

Structuring Overseas Infrastructures by Japanese Business is one of the New Growth Strategy of the Government. In finance for structuring Overseas Infrastructure, the official finance has important role. The types of the official finance have developed from Export finance, Investment finance and Project finance. Then the official finance has expanded to the Un-tied loans which prepare the circumstances of the business for the projects, the participation of Equity for the projects and for the concerned Funds, and extending JBIC Guarantees to co-financed banks and overseas enterprises. Recently, the support to packaged type of Overseas Infrastructure is expected. If financers withdraw from the project, the concerned business shall disappear. In this report, I try to introduce the development of official support to the Overseas Infrastructures and their concerned due diligence, then the background and policies for the severe international competition on Overseas Infrastructure business.

Companies which have achieved success by utilizing internet are actively working on the development of platform business model for taking advantage of the economic efficiency of network and its size. However, as the size of network has expanded, the effect of information security incident such as personal information leakage on corporate management has significantly increased. In this paper, the example of the expansion of information sharing platform business and the case of past information security accidents are studied, and the importance of risk management and information security management in the planning phase of program (scheme model) for companies to work on the development and operation project of platform is reconfirmed, and, as a part of an approach to IS027001, the framework for top and middle management of the company to understand the presence of risk in a practical manner is suggested.

In every project, there are inevitable uncertainties related to planning itself. In the project scheduling, it is especially important to handle the said uncertainties which lead to the gaps between the planed and the actual schedule. In this paper, the authors presentedthe uncertainties related to the duration and the precedence of activities inside the schedule and proposed a rationalscheduling method that combines widely used PERT and the Bayesian Network which deals with the probability distribution and selection problems.

The revitalization plans for the East Japan great earthquake disaster are urgently needed. The revitalization is the program that have may kinds of stake holders - central government, prefectural governments, municipalities, inhabitants, companies, banks, tax payers of the whole country, etc.. Consensus buildings among many kinds of stake holders are experienced in the planning processes of Economic plans in Japan. Economic plans in Japan are different from centrally-planned economies in former socialist countries. Various kinds of stake holders like representatives from business associations, labor organizations, medias, gather in the council, and build consensus of the vision in the future through discussion. Private business sector is the important actor for the implementation. The weighted voting method by age group, like Demeny voting method, should be considered in the decision-making of revitalization plans, which includes long-term investment for infrastructures.

Today, in Japan, regional towns and cities should break away from a dependence on government subsidies, and tackle self-sustaining revitalization with their regional resource. To self-sustaining revitalization utilizing regional resource, project manager is assumed by the local government or industry organizations, but sometimes by voluntary support groups. Voluntary support groups have prominent advantage in unrestricted activities that the local government or industry organizations cannot do. But they have also limitation in money and human resources. In this presentation, as a case of Voluntary support groups, we take up the construction project of local information platform, and review that from project management perspective.

The Sumatra-Andaman Earthquake caused great damages to wide range of areas from neighboring countries of seismic center such as Indonesia, Sri-Lanka, Thailand, etc. up to an east coast of Africa. The characteristic of this earthquake is an unprecedented scale and broad range of damages involving a number of countries and areas. Japan extended urgent reconstruction supports to several affected countries at that time. This paper studied on the role of PM system to rationalize support process analyzing the case of the reconstruction of Banda-Ache city in Indonesia and major typical characteristics of disaster-damage in developing countries. The paper also mentioned that several implications from these experiences can be fed back to reconstruction process to the Great Eastern Japan Earthquake occurred in March 11, 2011.

Project Business Industry is encountered with domestic matured market and new entries from rising countries in global competitions. The differentiation and advanced reframing are emergent concerns In particular, potential conflicts in multiple stakeholders are crucial management issues in complying the business trend of concurrent globalization and localization requirements. Conflict interfaces are expanding in such multiple dimensions among gains/losses, cross culture, and process activities. The excessive burden is levied to project manager on coordination and psychological pressure. Risky behaviors are flowing avoidance which might lose trusts to stakeholders. The reality has been hitherto overlooked under risk management. This paper challenged the conflict hazard, frequency, sensitivity and psychological impacts. Amidst economic uncertainty and the need to respond to an increasingly diverse set of customer demands, every company strives to achieve growth through innovation and investment in R&D. However, despite their efforts, many companies often find it difficult to convert R&D innovations and investments into tangible business growth. A possible solution to this problem is to enhance the organization's R&D orientation. This study reports an attempt to use an R&D platform model at the development scheme model stage of the P2M framework in K Corporation, a company engaged in the food business. The platform, as the medium suitable for personnel interaction, is designed for establishing R&D themes appropriate to the R&D staff and resolving issues quickly. In addition this study reports the effectiveness of platform management for corporate R&D, based on empirical experiences and verification of results at K Corporation.

IT industry is facing a new phase of conversion from the trust business to the value creation business. However, there is a bundle of problems in the layered structure of the pyramid type of the IT industry in Japan. An economic rationality is prioritized and neither the problem of the IT system nor the failure of the project decrease to sacrifice the social value. In this thesis, it proposes the platform of the horizontal affiliation that applies P2M so that the IT project participant may compose the fifty-fifty relationship. And, the mechanism using the logical model and the balanced scorecard was considered.

In these days, the customer needs for the product are more and more diversified. The company decides a concept satisfying these customer needs and performs development of products after having clarified functions to satisfy them. The customer does judgment whether the first satisfies one's demand for the product. And, there is a possibility of holding the expectation at the same time for the product that satisfies one's demand. The new demand and function caused by this expectation revolts original product demand and the function, and might obstruct the concept finally. Because the discussion about the customer's product expectation is insufficient in an existing product development process, in the present study, by using mathematical model, the authors proposed a product development decision model with added potential product expectation of the customer.

In this paper, authors suggest a project management methodology for service design project for realizing service innovation and improving service productivity. First, we formalize a process of standard service design project and clarify difference between service design and traditional R&D. Second, we show a limitation of standard project management methodology such as waterfall or spiral model, in service design projects and we claim necessity of agile project management methodology. For managing service design projects well, we suggest a new framework called "Value Co-creative Agile Project Management (VC -MID" which focuses on management of value, communication and resource. Finally, we take examples of GE service business and online game operation to show an advantage of our framework.
