This study aims to analyze the outcomes of an industry-academia collaboration project aimed at the sustainable utilization of regional resources to address the economic stagnation caused by population decline and aging in Japan's local municipalities. In particular, it focuses on the ”MUKOGAWA Women’s University × PASONA Group Regional Revitalization Human Resource Development Project,” examining how efforts to solve regional issues impact students' growth and changes in their awareness. This project applies the regional revitalization methods successfully implemented in Awaji Island to Taki Town, Mie Prefecture, providing students with practical learning opportunities to utilize regional resources to solve local issues. Furthermore, the study incorporates the P2M theory to systematize the project management methods and maximize its outcomes. The significance of this research lies in applying the P2M theory to an industry-academia collaboration project for the first time, aiming to verify its effectiveness and offer new insights for regional revitalization.

The Case of Minabe Town, Wakayama Prefecture

Minabe Town in Wakayama Prefecture is Japan’s largest producer of ume (Japanese plums), accounting for 30% of the nation’s production, with approximately 70% of the local population engaged in the plum industry. In 2015, Minabe town and Tanabe City, was certified as a ”Globally Important Agricultural Heritage System” (GIAHS) by the Food and Agriculture Organization of the United Nations (FAO). Since then, Minabe has actively promoted SDGs initiatives and, in May 2024, was officially designated as an ”SDGs Future City” by the Cabinet Office of Japan, also being selected for the ”Local Government SDGs Model Projects” program. This paper reports on the process of applying P2M project management methods in the formulation of the town’s SDGs plan. Building on this, it explores dissemination methods for promoting SDGs efforts in rural areas by analyzing case studies of SDGs initiatives utilizing P2M in GIAHS-designated regions.

Japan is experiencing a significant concentration of resources and opportunities in Tokyo. Meanwhile, Fuji City in Shizuoka Prefecture, despite being a special city, lacks a university and is therefore exploring strategies to increase the engagement of young people. In response, Fuji City launched the “Workshare Support Project for Social Implementation by Students in Fuji City,” where university students visit the city to collaborate with local companies on solving various challenges. Over two years of implementation, the project has faced issues such as the complexity of task division among team members, difficulties in schedule management, and challenges in communication between students and companies. This study aims to develop a communication platform that facilitates discussions, enhances schedule management, and tracks progress, providing a common language for both students and professionals. The platform will be developed using the Program and Project Management (P2M) approach. Through this research, we aim to create a tool that enables students and company professionals to collaborate effectively on regional revitalization initiatives.

The number of local governments introducing the ”litter-picking SNS App” is increasing in Japan. This SNS app, “Pirika” enables visualization of littering and was developed by the environmental start-up in Japan, Pirika. Residents post about picking up litter on SNS, allowing trash’s specific location and frequency to be registered. Furthermore, the app includes features that promote connections between people and increase incentives for litter collection. This app's introduction is expected to promote a circular economy. While its benefits are anticipated, its effectiveness evaluation has not been fully understood. This study aims to examine the following: 1) What are the objectives of introducing litter-picking SNS? 2) How do the local governments evaluate the outcomes? 3) What is the social impact? The social impact will be examined based on survey results.
The results showed that the introduction promotes environmental beautification movements and raises awareness of litter problems among residents. In addition, the results also showed that the social impact on private companies with regional bases is also being recognized

In recent years, there have been many cases of cyber-attacks, and large-scale data leaks and system shutdowns have caused huge damage. Furthermore, there have also been cases where damage has spread through the supply chain. This paper considers cyber security as a regional issue and examines it from the perspective of a regional BCM (Business Continuity Management) framework. Author consider approaches to regional BCM and cyber security measures, which have traditionally been discussed mainly in terms of natural disaster risk. Author consider a framework that extends the P2M theory to form a relationship of information sharing on security between stakeholders in the region, and mutually complements the limitations of individual company BCMs in order to achieve common value.

We have reported on a case study of profiling management on a social implementation program for a group of research and development projects for biomass utilization, mainly rice and wood. Based on the reports of previous studies, this report uses program integration management for the group of R&D projects to advance to the regional implementation stage. The assessment of technological and social readiness level conducted in the previous report was implemented for the entire program. In addition, by understanding the starting and final materials produced by the R&D project group, the relationships among local stakeholders related to the main products of the R&D project group will be clarified. The value to be created will be clearly identified. This report structures the relationships among the projects and with local stakeholders. To perform architectural management that clarifies the program structure. Finally, the value creation structure of this program was hypothesized in the Balanced Scorecard Strategy Map, and implementation scenarios were developed for the model regions.

This paper analyzes the response to a social program for accepting individuals with refugee backgrounds into a third country as foreign students through Official Development Assistance (ODA), using the framework of P2M theory. This program is characterized by (1) a high urgency to respond to needs, (2) an unstable situation due to insufficient system development and uncertain circumstances, and (3) complexity due to a large number and diversity of stakeholders. The study considers the characteristics and key points for managing programs with these traits. Through a chronological analysis of the efforts of JICA and others, it was clarified that agile management, which allows for frequent movement between the system model and the service model during program management, is crucial for realizing collective impact in programs with these characteristics, along with the requirements necessary for achieving it.

Currently, a huge project to build an advanced semiconductor manufacturing plant in Japan is underway again. However, Japan's semiconductor business has a history of gradually declining after accounting for more than 50% of the world market share in the 1980s. In the face of collective inaction in explorative industry, scarce studies have examined how firms strategically can transform from collective inaction into systemic innovation network under the government intervention. Under explanation building approach, an in-depth case study is conducted on the creation of a cross-industry business system and the subsequent expansion of the hydrogen station industry in Japan, which was spined off from the energy industry. Proposed explanations elucidate how firms move away from collective inaction and create systemic innovations that allow them to comply with antitrust law while acting collectively at the industry level. This study makes an important theoretical contribution to systemic innovation research by identifying the mechanisms that create cross-industry business systems across three different industries which mutually complement each other to address climate change.

Due to these changes in the external environment, the supermarket industry has seen a significant increase in demand, especially for food.
The purpose of this research is to provide information that will be useful in improving services for consumers through the omni-channel strategy in the supermarket industry (the author defines the omni-channel strategy in the supermarket industry as ”a strategy that primarily involves seamlessly integrating store sales, online sales, mobile sales, etc. into approaches to consumers.”).

In Japan, the establishment, operation and maintenance of IT systems is left to IT companies. In the US, on the other hand, in-house production by individual companies is much more common. With the evolution of generative AI, IT development can now be carried out without expertise or experience, and it is predicted that in-house production of IT development will increase in Japan in the future.
Based on a literature review and preliminary research through interviews, this paper aims to analyze the impact of the increase in in-house IT development on Japanese IT firms using a technology management framework and to discuss program management. As a result, problems related to the innovation dilemma and product life cycle were found.
The importance of strengthening innovation management, technology strategy management and operations management with program management to overcome these problems was recommended.

Software development through global collaboration is a powerful means to solve the problem of IT human resource shortage in Japan, but it is accompanied by various difficulties. This study proposes a practical method for overcoming these difficulties and leading to the success of a long-term software development program (continuous outsourced development of multiple projects) through global collaboration. Focusing particularly on Japan-India collaborative software development programs, we first define the success of the program, identify success factors, and establish evaluation criteria for each factor. Next, we apply the evaluation criteria to 26 programs in Japanese software development bases in India, and after quantitative and qualitative evaluation of the appropriateness of the success factors, we discuss and propose a method to lead the programs to success.

In higher education nursing institutions, in the final year, students undergo integrated training to acquire the ability to solve multiple tasks for two or more patients. In order to enhance the effectiveness of this integrated training, pre- and post-training exercises have been designed and developed, and their effectiveness has been shown. If this pre- and post-training (multiple-task exercises) spreads to many higher education institutions and medical institutions, it will be possible to prevent new nurses from being maladjusted or leaving the workplace early due to the gap between their abilities at the end of the integrated training and the abilities required in the nursing field. Therefore, we have devised a strategy for deployment using the concept of platform management, and have implemented it in a medium- to long-term plan based on the 3S model. Based on these, we proposed the following strategies for the deployment of multiple-task exercises: to acquire core human resources who will cooperate with the deployment from various sources, to engage in activities to help them better understand the knowledge that is the basis of the teaching method, and to constantly supply teaching materials and information.

This study aims to elucidate the challenges inherent in Japan's system for the identification of care requirements and to define requirements for a platform that facilitates collaboration between the various stakeholders, utilising P2M theory and the platform management framework to improve the efficiency and transparency of the system. Specifically, the issues of the current system will be sorted out through profiling management and a logic model for future system design will be presented. The results of this research are significant from both an academic perspective and practical application, and will not only improve the long-term care insurance system in Japan, but also contribute to the construction of a new model for the future welfare society.

This research examines the realization of integrated community care systems addressing increasing medical and nursing care needs in an aging population. It aims to verify the effectiveness of international P2M theory (Profiling Management and Platform Management) in designing day care services for the elderly. The study focuses on the Seiran-kai Group in Yamaguchi City, which improved its elderly day care service system to a wellness community model. Through this case analysis, we seek practical insights for constructing core services in regional integrated community care systems. The research is expected to verify P2M theory's practical applicability and contribute to new methodologies for designing and improving elderly care service systems.

In considering carbon credit utilization strategies for companies by adopting an integrated management framework, the application of profiling management was shown to be effective in clarifying objectives and means and creating scenarios based on stakeholder interests, cooperation, and constraint relationships. In this study, PEST analysis was conducted from the four aspects of policy, economy, society, and technology as part of program strategy management in order to develop a more precise strategy that takes into account the external environment, and the influence of regulations, policies, and market trends surrounding carbon credits and the mutual impact of the factors and stakeholder for each.

One of the challenges in corporate management strategy is how to address the broad social imperatives of the SDGs, a global theme. Against the backdrop of global warming and other factors, natural environmental issues in particular have become a major social issue, and CE (Circular Economy) has come to be positioned as a principle in the corporate value chain in this movement. It is a transformation of the business model from a linear model of one-way selling off to a cyclical model. This requires the creation of an integrated multi-layered management that includes not only resources but also information, which is highly compatible with the P2M framework. This paper examines this point.

Manufacturers could contribute to sustainability by adopting a circular economy model (CE) that emphasizes reduce, reuse, and recycle. to create markets in CE, sustainable consumption must be effectively positioned and promoted through both product offerings and consumption models, and promote sustainable consumption through both product offerings and consumption models. However, there has been little attempt to examine, based on practical results, how marketers who can promote marketing activities specific to circular economy models should be trained. In this study, the effectiveness of P2M was verified by practicing it in a PBL-type class for planning CE products and services in light of the basic concept of P2M.
