The creation of business through regional creation is different from the program for commercialization from R & D conducted mainly by companies having traditional markets. It is a regional creation program that connects universities with technical seeds and local governments and assumes the creation of new markets and aims to cooperate with
multiple organizations to commercialize in new markets. The features of the projects and management methods that make up there are different approaches that are different from conventional ones. This paper, as an example, has covered a regional creation program that builds a sanitary control social system that manufactures Nano bubble ozone water using renewable energy in Aomori Prefecture and forms a safe brand for agricultural products.

The Aoyama Gakuin program utilizes the concept of Project & Program Management termed (P2M). Against these
ackgrounds, this research hopes to discuss the achievements of the program as well as the Smart Factory Project’s
curriculum. The result of P2M application and its future prospect will similarly be put on the agenda.

Japan is facing aging population and lower birthrate. We should realize social innovation from a new viewpoint. We should aim at “innovation formed from the viewpoint of a meaning and the relationship”not “innovation by the competition for things“.This study comes close in the value creation process of P2M by a point of view of “gaze” and organizes the 3S model (the scheme model, the system model, the service model) in social constructionism. In this study. We discuss the probability of social innovation from basic differences between technological determinism and social shaping of technology. We are grappling with community revitalization in collaboration between industry, academia and government. In this study, we apply P2M and analyze these activities from gaze of foreign students. Furthermore, we discuss the effectiveness of P2M for social innovation.

In order to link the increase in inbound to the vitalization of Japan as a whole, so called “Global-Product and Service Lifecycle Management Producer,” which is human resources who can create business models for local vitalization, is needed in various parts of Japan. Such personnel are required to increase their number by education. P2M is important as an educational tool for that purpose, but conditioning on the knowledge and know-how necessary for a specific theme of local vitalization, we clarify what is the key point. In this research, we try to construct the personnel training program for creating the business model of regional vitalization by utilizing P2M framework.

Numerous plant construction projects have been executed so far all over the world. Each project normally manages risks of the project for its success. However, overlooking the risks of various projects will enable project management that reflects the tendency of risks. This paper aims to indicate the tendency of risks that may happen during project execution and the problems that are relevant to such risks by analyzing the risk registers of several projects in relation to the characteristics of projects. After classifying risks by cluster analysis, we visualize how the risks are associated with the characteristics of projects by using mathematical quantification theory class III, and then analyze how sensitivity to the risks affects the success of projects.

The authors, in our previous paper, have discussed the framework for achieving the corporate vision and, however, do not describe concrete solutions to the project value succession problem that is caused that projects have the time of the specified period. In the future, for developing this research into a program engineering, a management methodology for ensuring the project value succession should be proposed and discussed specifically from the relationship between the customer viewpoint (project organization) and the internal process viewpoint (functional department). In addition, as an illustrative example of Japanese engineering companies, a role of the project organizations and functional departments on the project value succession in the company discussed and tried to explain the proposed methodology in this paper.

IAs for the project finance, the credit object by the financial institution becomes the project not a company. This project borrows a fund and accomplishes a project with several stakeholders. In this study, authors review project finance study in P2M and arrange business finance and project finance from the viewpoint of risk management. Authors clarify the relations of the risk between the several stakeholders in the project and show risk management framework using an example of the PFI (Private Finance Initiative) which is one form of the project finance.

In this paper, the authors propose method that can specify structure of occurred construction problems and provide countermeasure by using data in the collection of overseas construction project problems published by Engineering Advancement Association Japan. In details, based on changes in the elements of the standard project process described in the IDEF0, we recognize those construction’s activitties that can not be executed as occurrence of a problem, and extract those problem factors. Furthermore, by modeling the mechanism how problem factors affect the operating process based on their connections to each other, we will identify present / potential problem factors and propose problem solving method. Finally, we also propose some suggestions as developing countermeasures from past cases to align with current situation.

In developed countries until around 2000, Sequential development style of ”Basic technology development → Application development → Commercialization” has been accepted. But many industry technology has been spreading abroad. Compared to emerging economies that promote “Horizontal distributed type”, the price competitiveness of developed countries weakened. The development style in developed country newly pursues the original function and ease of use assuming a usage scene. After designing to realize this, aggregates technologies and devices necessary for realizing products and services. After 2010, it has gradually spread that ”The assumption of what you want to be → the functional design definition of concrete products → the style of integrated technology integration necessary for realization”
In this paper, by recalling what kind of innovation will happen with taking the wave of the Fourth Industrial Revolution, I have newly proposed the classification of (1) Process Innovation, (2) Product Innovation, and (3) Social Innovation and presented them in several cases as three innovation layers. In order to promote and realize the three proposed innovations, I am convinced that P2M theory plays an important role.

This paper propose collective intelligence aggregation method using aggregated data collected by social buttons and weighted average as one method of extracting opinions useful for decision making from information on the platform. This proposal is based on the premise of communicating about program planning, achievement, and evaluation on the Web platform, collecting opinions from participants and complying with the conditions under which collective intelligence is expressed, and expressing approval to opinions and using weighted average in order to realize the evaluation. By using this method, good quality opinions can be extracted with a process that has a high sense of satisfaction. And Both improvement of accuracy of decision making and improvement of belonging awareness of participation are expected. A questionnaire survey was also conducted from 16 students who frequently use the Web platform in order to ascertain the adequacy of opinions and approval collection methods in the proposal and reported these result together.

In Japan, an increasing number of cases left out of the international market, continuing to develop products that rely on existing management resources and sales channels. On the other hand, many hit products have been developed from companies that incorporate changes in the external environment such as technological innovation, amendment of laws, dissemination of complementary products, etc. In this research, we propose a framework for realizing collection, idea extraction, and commercialization of external environmental changes by applying Platform theory, SWOT analysis, and Boost gate method® to general product development process. In addition, trial experiments and questionnaire surveys were conducted at the university group work and the effectiveness of the proposal was confirmed.

With the spread of Project Based Learning at universities for the aim of developing active student, the necessity of online communication is increasing. However, students tend not to be active on online environment. In this research, we consider a place of online communication as a platform, which should manage as information interaction and psychological interaction, from the viewpoint of relationships with self-regulation and a model of Triadic Reciprocality. In addition, we discuss about the strategy of the Secret Role Channel, which is the concealed channel for each role of the group, through the two projects and show the effectiveness for self-regulation.
