    In recent years, it has been pointed out that Japanese companies are lagging the emerging companies in the United States like GAFA companies, in the creation of innovation. When incorporating the P2M method into new business and innovation, it is important how to set and operate targets for the 21st century type high uncertainty P2M, Japanese companies take a lag in terms of their ideas. It is known that emphasis on education and knowledge of liberal arts such as philosophy, art, history, etc. are emphasized at emerging companies and well-known universities that have succeeded in the United States. Therefore, after clarifying the relationship between liberal arts and P2M, we propose deployment methods and systems that take up liberal arts and show guidelines for uncertain 21st century Next P2M.

    The previous paper presented at the spring conference in 2018 explained that there are two types of extension for project & program management (P2M). Following the previous presentation this paper describes the relationship between PMBOK and P2M and requirements for managing agile development and social system development. An agile development project uses three models to which a human-centric design approach is adopted. A scheme model is used to set the overall target. It seeks to increase the value for users through trialand-error interactions between a system model and a service model. In a social system development project, stakeholders agree on a scenario using a scheme model, and the scenario is modified as necessary as the project advances. In both types of project, it is important to adopt a human-centric design approach and to maintain the motivation of project participants with different perceptions of what constitutes ‘value.’ Impacts of IoT and artificial intelligence (AI) on management work are also discussed.

    P2M can be applied to various business entities such as individuals, groups, companies, educational organizations, local governments, countries, international organizations. Each business entity has an overall mission, and has a vision and strategy that he wants to have. In order to realize the whole mission, there are various problems to be solved. The program manager is responsible for extracting the problem, making it a research and development program and leading to solution. Creative integrated management is used in this work. This paper concretely reports on how to operate P2M assuming the country as a business entity. There are numerous R & D programs to contribute to administrative needs. The program manager's job is to design, operate, implement and evaluate them. In order to manage a large number of R & D programs over the long term, a new management method incorporating ICT using big data is necessary. This paper is proposing ICT conversion especially in profiling management.

    Agile software development is defined agile manifest in 2001. There are much discussions and application of development method. Agile software development is proposed as an alternative software development method from current waterfall software development. The cause of this trend is that waterfall process is difficult to adapt environmental change, because waterfall process expects no error in the previous process. On the other hand of software community, production industry develops products based on waterfall process. However, production industries cannot avoid effect of IT such as AI and IoT. Therefore, they may lose disruptive innovation without adapting flexible production process. In this paper, Agile P2M framework for flexible product development management for production industry is discussed and explain with an illustrative example.

    For Japanese society intends to respond to the aging society with a declining birthrate that maintains the current quality of life while is getting more severe in the future, it shall improve labor productivity through destruction and revival (i.e., innovation) of existing social systems, and be urgent to nurture innovators that support the change. In addition, in order to nurture innovators, authors think that the development and implementation of lean and agile program management are necessary as a management methodology which is the basis for agile management (i.e., agile decision) on programs. In this paper, we reconsider the previous innovation processes and propose a management framework to realize the lean and agile program management that innovators accomplish their innovation.

    Society 5.0 stands for the government policy to achieve economic development and solutions to social problems concureently by means of IoT relational technology innovation. P2M underlines to upgrade social satisfaction by harnonizing benefits and profits. The integration management functions to solve social problems by bridging policy to implementation in such way that activitiesshall comply with activities of standard progam and/or compouded projects. The expanded fields of P2M practice rely on the social trusts that applications shall be clarified to interrelations of basic proposition, reasoning, researches and methods. This paper discloses Paraticipative Application Training (PAT) method which composes of dual access to validity and effectiveness and matrix criteria in terms of innovation policy and competence of stakeholder acceptance.

    Corporate social responsibility can be thought of in two stages. The first stage is the minimum requirement for enterprises to survive at the stage where companies are required to comply with a certain social order because they are social entities. In the second stage, it is the stage where it actively functions as a member of society, not just that. In other words, it is the stage that companies themselves will play a visible social contribution. The role of enterprises is spreading, and modern society may take over functions that national and administrative departments have done so far. This is because when the company confronts social issues, its flexibility and maneuverability are fully demonstrated. In this paper, we consider cases where various social values are realized.

    Japanese agriculture is facing huge problems, such as uncertainty of cultivation, farmer's aging society and decrease in numbers, increasing fallow fields, decrease in food sufficiency. Improving agricultural income is indispensable for the fundamental solution of the problem. In this paper, we propose agricultural production by open-field hydroponics as one of the methods and verified its validity. We also set out a program strategy for promoting open-filed hydroponics business and set up a platform and proposed a program of open-field hydroponics business by organizing programs according to P2M and showed that it is effective.

    The purpose of this article is to propose the curriculum design for human resources development of the“Director for Vitalizing Regional Economies” who are applied the “3S model” within P2M platform management. The paper explores the following three research issues: (1) value co-creation and design of experience tourism for reginal tourism planned by destination, (2) building of reginal brand and planning of product and service brand, and (3) customer purchase decision process and service process, corresponding with tourist behaviors.

    According to P2M theory, ”program” is supposed to be formulated and implemented by the program manager under the mission given by the program owner. Meanwhile, Official Development Assistance (ODA) programs generally have various stakeholders, and the length of time required for the implementation and achievement of results is long, then the process of value creation has specific features. This research shows characteristics of the management organizational structure of the ”program approach” of ODA cases and the framework of the value realization process, through the preceding research and case analysis and then applies the program approach of P2M theory. As a result, the necessity of forming a ”collective mission” by many stakeholders and the conditions and methodology necessary for that are clarified.

    In recent years, Introduction of PBL is thriving as a way to develop Innovation skills such as self-efficacy, creativity, risk consciousness, building and managing relationships. However, in such a PBL project aimed at solving social problems, there are cases in which students cannot solve the problem. Effectiveness of organizational support is being studied as a method to realize deep learning by PBL.     One of the solution methods for regional issues, recently drawing attention is cooperation between region, University and High school ”Community and University collaboration”. There are barriers represented by words such as ”vertical division administration” and ”rigidity” to solve regional issues, and projects and programs need to be properly managed. In particular, how to deal with ambiguity, extensibility, complexity, uncertainty at the program level, how to make profiling management function in both project and program is an important issue. Among these problems, we will analyze how ”Community and University collaboration” should be utilized from the cases in the past 10 years at the Waseda University Center for Environmental Research.

    A mission of the Industry-academia collaborative research program “W-BRIDGE” is to design, implement and develop environmental action models that solve regional problems by unifying universities, companies, and consumers. In order to build a model to promote social dissemination of various environmental activity projects, P2M based management by PO needs to be properly performed. On the other hand, due to social demands, these management include compliance, fairness and transparency. Based on these factors, this paper clarifies functions of PO in brushing up each project on the premise of public offering, intervention during research implementation, supporting to utilize results after the research period, etc. by analyzing 124 projects implemented over the past 10 years.

  • A Case Study of Creating Effectiveness of Strategic ICT with Focus on Customer Assets

    In the previous research report, as a result of participation observation using case, it has been observed that benefits can be derived by having information & IT assets establish links among human resources, physical assets, organizational assets, relationship assets, and customer assets, and combine these assets by means of business processes in strategic ICT investment. Furthermore, in this research, we focused on the creation of effects using customer assets and gained suggestions that strategy types include cost reduction, strategic positioning, change of competitive range, and creation of new business. For the purposes of strategic programs / projects, customer assets may cooperate with other assets in one direction to create effects. It was also suggested that in business processes creating effects, the results created by customer assets may form a loop that is input again to reinforce that business process.

    The widespread use of the Internet and improvement in digital technology such as new type smartphones will have compelled the major newspaper media to be changed in organization. Since readers have various means to get news, the newspaper reporters need to have capability of not only writing articles but also sending out valuable information to the digital space. This paper focuses on the skill and capability of newspaper reporters suitable for digitization era, which is one of main issues of the program of organizational reform of newspaper media. Through interviews with the five media journalists and editors who have changed their occupation from newspaper reporters, it turned out that it is more important than ever to grasp the empathy and support of readers and to get in touch with readers, because contact points between media and customers are changed to be diverse.

    The Fukushima NPP Disaster in 2011 clarified various social challenges related to nuclear power generation in Japan. Due to the expansion of the disaster prevention area based on the new Nuclear Emergency Response Guidelines, for instance, more municipalities have been required to develop an emergency evacuation plan in preparation for nuclear disasters, and to play more leading role in the nuclear disaster management system. This paper applies P2M theory to regard reformed nuclear disaster management system as a program, and evacuation plans and emergency preparedness that is obligated to formulate for municipalities that have accepted nuclear facilities after Fukushima as project, in order to explain necessity of management to gain social acceptance.

    In this study, authors suggest a model managing the risk by a portfolio using 3S model (scheme, system, service) of P2M as process management technique of the project risk. We come to be able to analyze a risk from a viewpoint of the whole project by managing the risk by a portfolio.. In this study, Authors consider a process of the risk management to bring the correspondence to risk appetite as the whole project close to the most suitable state not the correspondence for the individual risk.

    We have evaluated Business Model of FC (Football Club) Management using 'Business Model Canvas’ with 9 elements, and also evaluated ’Business Model Canvas’for P2M Theory. We have clarified the position of ”Program Integrated Management” in P2M theory and evaluate the Business Model Canvas again. We have used BSC (Balanced Scorecard) for Comparison tool to facilitate evaluation with BMC and rational evaluation of BMC using seven indicators. In this research, we have considered the application of P2M theory in FC management and evaluate the usefulness of Business Model Canvas.

    Since around 2000, M & A has been adopted as a means of business restructuring, diversification, and business succession of management of Japanese companies, and is now established as a part of corporate strategy. From the point of view of P2M, M & A is a program management of business investment from the standpoint of a buyer. But even if a buyer has a willingness to invest, it will neither be established unless there is a seller who wishes to sell nor be established unless the buyer agrees. Although it will be terminated for a seller when the sale is completed, for a buyer, it will not be completed since management is needed to create value after the acquisition. In that sense, M&A program management is different from normal program management in terms of approach and risk. Here, I describe the approach of program management based on the position of a buyer who is the owner (investor) defined by P2M while clarifying the features of such an M & A.
