When we think of the historical and cultural landscape protection, it is inevitable to consider the opposition of values between the environmental protection and environmental development or utilization. In this presentation, we deal with Tomonoura in Fukuyama city where the friction continues between the group of objectors and supporters around 25 years about a road-bridge construction plan on its harbor.
What logics and strategies they use to excuse their standpoints, how they interact with the external society, and how they lead the local residents and public opinion to their "proper Tomonoura" image?
By conducting interviews with the three leaders of the local residents' campaign in person and investigating various materials, we focus on the process and mechanism of the movement and shed the new lights on the environmental protection campaign against the road-bridge construction in Tomonoura.

1, Introduction A grain seed, short grain is about a little under 30% while most of the rice growing areas of the United States are long grain.Rice farmer kept produced rice in the rice-mill of the cooperative organization by the Rice farmer, and sold to the rice-mill company, export company and distributor in the United States. But, the movement of rice price formation comes out in State of California in 2000 caused by the dispersion of RGA (Rice Growers Association). Therefore, It is important that think about new rice price formation process .As rice wholesale on the net ,CRE (California Rice Exchange) is taken away and examined in the case. An interview and statistics materials are used for the consideration, and cooperative organization in State of California and the present condition of CRE are cleared.
2, Cooperative organization in State of California and US price formation process At present, There are some Rice cooperative organization FRC (Farmer's Rice Cooperative), CRM (California Rice Marketers), in California. And, there are some private Rice company American Rice inc,Pacific International Rice mill,Connell Rice&Sugar in California. In 1988 RGA that it was proud of 23% of the market share next to FRC'share 42% closed its doors in 2000.Since then,Rice industry inCalifornia has been oligosnistic because of FRC and RGA's activities.And FRC and RGA were price leader in Rice industry by liquidation of RGA.But, change was seen in the usual price formation process by the dispersion of RGA and the establishment of CRE. 30% and more of the whole in the amount of Rice trade in California is CRE Net trade at present. Before liquidation of RGA, main contract type is a Pre harvest contract. In this contract, Before the harvest, rice-mill company and export company decided purchase quantity and a price.RGA member used the pool calculation form which the rice-milling cost was deducted from selling cost.and, A term of contract was so more than ten years. Therefore, Producer was limited choice of buyer by the term of contract. But, After liquidation of RGA, free harvest contract was adopted, rate of free harvest contract in rice farmers became 5%-10 % of the whole. But, because a price trend is un-stability, the main stream of a contract is the harvest contract that set up a price after the harvest at present.
3,The sales structure of CRE and price formation process CRE is a broker and commission merchant company. CRE takes a commission corresponding to the amount of dealings, and does management. At present, it is the system that an inspection fee to pay to the dealings commission of around 1cwt (100 pounds) 15 cents, the examination room of the state, and so on, and a license fee are charged to a buyer. First, the producer who is a seller inputs quantity which he registers in the net of CRE and to put on sale. After that, a bid is done within several days, and handed over to the buyer. The advantage of this system can deal in CRE safely and rapidly for the buyer because the quality assurance of the articles, a contract term and a price are assured by agreement of CRE. The amount of dealings and a bidding price are shown to a seller. And, It is paid after the bid within one week, Cash is in the hand early. Therefore,The transparency of the dealings environment is secured for the seller by the moment.
4, coclution At present, it becomes The index of wholesale rice price in rice industry in California will be the market price in dealings system of CRE. That is to say, While rice farmer understands a price trend, they manage based on the price index of CRE. Because of obscurity about a usual price formation process was based on the pool calculation of the cooperative organization, the dealings system of CRE is trusted by a producer, rice-miller.

On this study, I examined the characteristics and problems of community based fisheries management of sakhalin surf clam fishery on Mukawa-cho, Hokkaido. Mukawa-cho places near Tomakomai-city which products sakhalin surf clam of Japanese maximum, and it was one of the central places of production of sakhalin surf clam until the beginning of 1990's. But, after the middle of 1990's, its amount of production decreased rapidly. It can think that there was a change in the resource control of sakhalin surf clam in this background.
At present, there are limitation of the size and a limitation of the amount of picking, and set up of the marine preserve to control resource of sakhalin surf clam in Mukawa area. But it is difficult to cope with market which request better quality shellfish in Mukawa area fully. This is because the quality of the resources declined by large-scale picking.
In this area, shellfish discharge business of the scallop was started in 1989. But it suffered a big blow by the flood damage in 1992, and fishing cooperative carried a large sum of debt. To pay back this debt, large scale picking was done with sakhalin surf clam. As this result, the resources conditions of this area became worse. After that, though some recovery of resources has been appearing by having strengthened resource control, it isn't returned in the condition before large scale picking. It is necessary to cope carefully with resource control.

This paper describes the form and size of a terrestrial globe preserved by the Kakuda family together with some details of geographical information it provides. this was produced by Kakuda Ougaku. this globe has a wooden stand with four wooden supports, horizontal and meridian rings. we clarified that instructions and legend affixed to the lid and documents by kakuda and his employee show that the globe was made during the period from 1855 to 1856 in Japan.
