    Despite its extreme importance and years of efforts, practical short-term earthquake prediction still remains to be achieved in future. However, earthquake-related electromagnetic phenomena are recently considered as a promising candidate for short-term earthquake prediction. There have been accumulated a lot of evidences of precursory signatures in a wide frequency range. In this paper, the recent studies on seismo-electromagnetics such as pre-seismic phenomena such as ULF geomagnetic anomalous changes and ionospheric disturbances associated the 2004 Sumatra-Andaman earthquake are presented.

    The preparation of water-repellent films by plasma-coating has been reviewed and then unique applications of the hydrophobic films are also introduced. Ultra-water-repellent films with a water contact angle of 150 degree have been synthesized by capacitively couple plasma enhanced chemical vapor deposition using C2H2F2 / Ar mixture gases for next generation automobile window. Scanning electron microscopy shows that the prepared films have an irregular rough microstructure in which particles of submicron diameter are complicatedly intertwined. Fourier-transform infrared spectroscopy indicates that the films include components of the C-H and C-F bonds, characterized by having a hydrophobic nature. A zirconium oxide (ZrO2) thin film was prepared using oxygen inductively coupled plasma sputtering of the zirconium target with a negative bias for protecting china from metallic contamination. It is found that the prepared ZrO2 films have water-repellent nature with contact angle of about 100 degree.

    A high resolution radar has been newly developed and tested recently in order to observe the fine structure of thunderstorm. Lightning location system which determines the sources of the VHF impulses emitted from lightning also implemented near the radar site. The initial observation shows that a ground flash initiated near 0 degree level just above the thunderstorm core and propagated to the ground along the edges of the thunderstorm, suggesting that the simultaneous observation with lightning and high resolution radar system will be novel tool for lightning research and prediction.

    One of the important issues in pulsed power generation is the voltage multiplication. In recent years, several new technologies for voltage multiplication have been developed for compact, repetitive pulsed power generation. This paper summarizes the results of the researches carried out recently on voltage multiplication by using (1) saturable capacitor, (2) compact Marx circuit, and (3) semiconductor opening switch.

    The development of an environment-friendly insulating liquid has been noticed for a new design of oil-filled power apparatus such as transformer from viewpoints of the protection of the environment. The dielectric liquids can also widely be applied to various fields which are concerned in the electromagnetic field. This article introduces the recent trend on promising new vegetable based oil as an electrical insulation, and EHD pumping, ER fluid and MR fluid as the applied techniques of dielectric liquids.

    The technical committee on light application and visual science (TC-LAV) have been surveying fields of application of optical engineering and visual science; covering medical science, devices for visual information processing, light sources from teraherz wave to extreme ultraviolet, advanced lithography, and etc. This article introduces two topics from recent research activities. The first is an interesting challenge of bio-medical application of light, optically assisted ultrasonic velocity-change imaging applied to monitoring the distribution of gold nano particles for drug delivery system. The second is double patterning processes using the ArF immersion lithography.

    A pulsed electromagnetic interfering wave may be emitted from power equipment owing to a discharge phenomenon, which may occur at a faulty point, such as an unintended narrow gap between metal supports or a deteriorated insulator. Therefore, it is necessary to localize the electromagnetic interference source or estimate its direction of arrival (DOA) effectively to reduce maintenance and eliminate its effect on communication systems.

    This is a review of the “40th Symposium on Electrical and Electronic Insulating Materials and Applications in Systems”, in order to overview the research trend in this specific field. Nano-composite materials, insulation systems under inverter surges, space charge assessment, asset management regarding to insulation performance, outdoor insulations, thin dielectric films and other topics are dealt with. In addition, our effort to promote the research activity is described. The proceedings booklet in Japanese, with English abstract and figure captions for each presentation, will be available at the IEEJ office.

    This paper describes the recent progress of high-frequency micromagnetics in the ICT field. As a new magnetic thin film material for RF applications, CoFeSiO granular/SiO2 insulator multilayer film is shown, which has a good high-frequency magnetic properties with 2.4 GHz ferromagnetic resonance and very narrow resonance linewidth. As the RF applications, two topics are shown, one is the CoFeB magnetic thin film directional coupler with broadband operation, the other is a negative permeability application to suppress the skin effect of signal line in the RF devices. Finally, the voltage-driven magneto-optic spatial light modulator with magneto-photonic crystal and PZT film is described.

    When a student has some questions on a class subject, he should ask questions in his class. However, the student, who cannot ask the question in the class, has to go to the teacher to ask questions after hours. In such a case, it is the problem that profitable information discussed between the teacher and the student by questioning will not spread over all students. Therefore, we have designed and implemented the system which provides smooth communication and sharing information after hours. In this paper, we describes the further improvement on enriched expressions and the usability on Web.

    Aimed at manufacturing education, environmental education, and welfare support, a hand-made color comparator using waste plastic cups is proposed in this paper. Unlike conventional color comparators, the proposed comparator is realized by cascading three waste plastic cups. Therefore, teachers can perform environmental education not only by a water quality test but also by reuse of plastic wastes. Furthermore, by covering the color comparator with paper clay, students can make a color comparator without soldering. Since the appearance of the proposed comparator seems to be clay work, most of the students will not throw away the proposed comparator after a lesson is completed. The validity of circuit design is confirmed by experimental classes. The experiments show that 1. students can learn the basic of electricity, reuse, and manufacturing, 2. by covering a color comparator with paper clay, students can make the shape of the color comparator freely, and 3. even the students with color-blindness can receive environmental education such as a water quality test by using the proposed color comparator.

    We have designed and implemented the “Remote Measurement” system on the computer system. The knowledge and skills of the measurement are important for electrical and electronic engineers. However, it is not easy for the beginner to understand the instrumentation knowledge and skills. When measuring characteristics of circuit elements, they need a long time and some measurement equipments. By using the proposed system, above-mentioned problems will be solved. In this paper, we will propose and descrive the “Web Measurement System for Beginner of Electric and Electronic Circuits” using RTLinux technology.

    We develop an automatic Live Linux rebuilding system for science and engineering education, such as information processing education, numerical analysis and so on. Our system is enable to easily and automatically rebuild a customized Live Linux from a ISO image of Ubuntu, which is one of the Linux distribution. Also, it is easily possible to install/uninstall packages and to enable/disable init daemons. When we rebuild a Live Linux CD using our system, we show number of the operations is 8, and the rebuilding time is about 33 minutes on CD version and about 50 minutes on DVD version. Moreover, we have applied the rebuilded Live Linux CD in a class of information processing education in our college. As the results of a questionnaires survey from our 43 students who used the Live Linux CD, we obtain that the our Live Linux is useful for about 80 percents of students. From these results, we conclude that our system is able to easily and automatically rebuild a useful Live Linux in short time.

    This paper describes the effect of curriculum for communication ability, “Communication Theory I”, newly started in Fukuoka Institute of Technology in 2007. The purpose of this half-year course was to develop self-awareness and to improve interpersonal relationship through dialog. The program was designed, based on the Process of attitude change of students through dialogue. In the class, students were encouraged to take active role in discussion, constructing one's own argument and refuting others'. Emphasis was also placed on giving the students the opportunity to evaluate other students' discussion. Results showed differences in pre-test-post-test comparisons, confirming that learning environment for discussion could result in conceptual change for students. Further interview analyses and analyses of speech data helped to clarify what was learned through debate.

    The purpose of this study is to suggest the communication education for students in the science and engineering majors. The main characteristic of the curriculum is the process of value and attitude changes of students by debate. It is effective to cultivate well-balanced manner and matter which take significant role in any communication. The lectures provide debate training to match the proficiency of the students in order to foster thinking ability step-by-step. In the department of electrical engineering of Fukuoka Institute of the Technology, the expert of the communication and the expert of the electrical engineering team-teach the course as one of the specialized subjects. This system provides both training of technique of constructing argument and professional assessment on their contents, which it calls “two wheels of one cart”. The lectures are organized to develop students' incentive to learn with ARCS model. The questionnaires show that the communication skills acquired through debates are applied in the scenes of the real problem solving. 90% of the students reply that the series of lectures are useful and produce satisfactory results. Therefore, the proposed education is confirmed to be effective to enhance the communication skills of students.

    Recently the importance of Monozukuri (manufacturing) has been watched with keen interest as a social; problem, which has a relation with schoolchildren's decline of their academic standards, pointed out by the reports of PISA of OECD and TIMSS, etc., and their “losing interest in science” and “dislike of science”, some people worry about, which will lead to the decline of technology in the home industry, the top-class personnel shortage, and the decrease of economical power in this country in the future. In order to solve such a problem, science pavilions, universities, and academic societies of science and engineering etc. in various places hold “Monozukuiri Classrooms” or “Science Classrooms”. We can say that various activities which try to hold off “losing interest in science” and “dislike of science.” in the whole society. Under such a situation, Aichi Institute of Technology (AIT) to which we belong, also tries to contribute to the activity of solving the problem, and holds various engineering education lectures which intend for elementary, junior high school and senior high school students. AIT has held “The Whole Experience World” which tries to bring up a talented person who has a dream and hope towards science and technology, grows his/her originality, intellectual curiosity and spirit of inquiry, and supports the nation based on science and technology in the summer vacation since 2001.
    This paper reports the result of a questionnaire about what kind of the long-term learning effect on the children who participated in “The Whole Experience World” and “Boys and Girls Robot Lectures”. As the conclusion of the study, we can say that the lectures could give the participants who were interested in science and technology more interest. And we could give them the idea of what the study of science and technology is. As a result, we could contribute to the participants' decision of the courses' selection in life.

    An e-Learning authoring system for advanced graduate education has been developed. The general goal is developing not only the e-Learning authoring system but also the universal and multipurpose system using a streaming technology. Here is the development of the web-based authoring system using the streaming technology. The important information technology of this system is to convert from PowerPoint file with sound into Windows Media file. The developed system gives professors or instructors who are not familiar with the information technology, especially the streaming technology an easy making of the e-Learning contents using the streaming technology.

    In Engineering Ethics Class at Shizuoka University, the Code of Ethics and Cases for Electrical Engineers by IEEJ Ethics committee is used to promote for high education effect to correspond large number of students (140students). In this paper, a case study in the class, and survey results for ethics value of students are presented. In addition, some comments for role playing act on the case of virtual experiences by students are described.
