    The authors have conducted an analysis on the economic impact of quality control and hygiene management of fishery products in the landing areas, which center on fishing ports, by employing the Input-Output (hereafter referred to as I-O) table by taking Hokkaido into an example. The analysis consists of three steps: 1) setting up two scenarios, 2) estimating input data to the I-O table on the basis of advanced cases in Hokkaido, 3) simulating economic effects by I-O analysis. The results are as follows: 1) 1Exporting fishery products and supplying to the nation under quality control and hygiene management thereof contribute to the rise in value, 2) The economic effects far reach the whole country, especially consuming areas as well as landing areas. This paper also has clarified the validity of the fisheries infrastructure development in landing areas and the effectiveness of I-O analysis.

    The authors have conducted an analysis on effects of quality control and hygiene management of fishery products in the landing areas, which center on fishing ports, by taking Hokkaido into an example. The advanced cases in Hokkaido are deliberately selected for the analysis according to the major species. The results are as follows: 1) Consumers as well as producers (i.e. fishermen, sholesalers and middlemen) are highly aware that the quality control and hygiene management of fishery products is a priority matter, 2) Exporting fishery products and supplying to the nation under quality control and hygiene management thereof contribute to the recovery, stablization and rise in value, in addition to expanding the market, 3) The quality control and hygiene management consistent from "water" to "table" by producers and the people concerned in cooperation is necessary for the aforementioned effects.

    This study was conducted to develop an optimally designed coonstripe shirimp pot that is capable of controlling catch selectively. To achieve the optimum design for the shrimp pot, tank experiments were conducted to investigate the characteristics of gaiting for coonstripe shrimp (Pandalus hypsinotus Brandt) and the entrance mechanism on shrimp pot. The experiments were conducted to investigate gaiting behavior for shrimp by using acrylic board and netting panels, and to investigate the entrance mechanism by using model pot with different slope lengths in tank (2m×2m×1m,L×W×H) The gaiting pattern of coonstrip shrimp was regular for walking on acrylic board with six ambulatory legs. However, the gaiting pattern was irregular for walking on netting panels with different shortening rates. In addition, coonstripe shrimp entered model pot by walking and by swimming. However, as the length of slope increased, the coonstripe shrimp entered the pots by swimming than by walking. The shape factors influenced the shrimp to enter the pot by swimming rather than the mesh size fo netting to covered pot.

    An analysis of performance of the power system utilizing waste heat energy exhaust gas and cooling water from marine engine for fishing vessels is conducted. The working fluid was using Trifluoroethanol (TFEA). A procedure is developed to maximize a net power of power system using of shell and plate type heat exchanger under the condition of designate power system. The maximum net power is given by minimizing of heat transfer area of the heat exchangers which consume most cost in total cost of a power system. The minimum value of objective function is about 3.1m^2/kW when the inlet temperature difference of exhaust gas and sea water is 376℃. The output power of marine engine for fishing vessels is obtained from an analysis of performance.

    Relationship between growth of Laminaria religiosa gametophyte and water velocity was examined under uniform flow in the laboratory at five velocities (3.7 to 18.5cm/s) in natural sea water (Experiment I) and enriched seawater (Experiment II). Experiment I was conducted on November, 1999, using natural sea water with nitrate concentration from 2.5 to 4.0μM, from southwestern coast of Hokkaido, Japan. Experiment II was carried out on december, 1999, under enriched sea water (750μM). In natural sea water, cell number of gametophytes increased with water velocity. However, in enriched sea water, growth of gametophytes was not related to velocity. In conclusion, the water velocity of uniform flow affected growth of gametophytes under low nitrate concentration.

    Sediment compositions were clarified in local, limited and perennial eelgrass Zostera marina colonies along the coast of Seto Inland Sea, by comparison of the sediment compositions of the sandy bottom between colony and adjacent bare ground. In colonies, it was observed not only 1cm over of thickness in sandy layer above rhizome of Z. marina plants, but also a pebble and oyster shell layer below the sandy layer. On the other hand, in bare ground, there was no pebble and oyster shell layer or the sandy layer above rhizome was very thin. This forms useful data for the development measures for the design of artificial tidal flats and sandy shallow bottom areas containing the restoration ground for sea grass beds. Necessity of suitable sediment composition was recognized in thickness of sandy layer above the rhizome, and arrangement of a pebble and/or oyster shell layer below rhizome of the eelgrass plants.

    The fishing port facilities are infrastructures that support the fishing activity. And, it has the key role for the promotion of the fishery region. Recently, the exchange between urban resident and fishing community activity that uses a regional resource has been played in the fishing village. The fishing port and the fishing village facilities are necessary for these activities. And, these facilities support the exchange between urban resident and fishing community activity. This report is an investigation of the fishing port facilities as the place of t the exchange between urban resident and fishing community activity. And, it reports on the fishing port where the exchange between urban resident and fishing community activity is supported.

    Fishing villages in Japan are facing serious problems. As the deflation tendency has become stronger since the mid-1990s in Japan, the supply of imported marine products increased rapidly in the domestic fish market, and the prices of most fish have remained low. As a result, the profit from fishing has not shown any improvement. This report analyzes the trend in the fishing village economy in Japan, and then considers the implementation of the regional policy for regenerating it.

    The situation which surrounds fisheries, such as deterioration of marine resources and the global shortage of marine products is getting worse. Recovery of the marine resources in the ocean, especially offshore area has been the urgent subject in Japan. For this reason, fisheries Agency revised the Law of Fishing Ports and Fishing Ground, and founded the system which government oneself performed fishing ground development program in 2007. In this paper, the authors explain the political meaning of the program as well as the plan and the effect of the project which is done as a first in the western part of Japan Sea. In addition, the authors describe future expectation of the program while the subject when the authors promote the program is arranged.

    The purpose of this paper is to examine the problem of the policy for multifunctionality of fisheries. The fisheries industry and fishing villages have multifunctionality in addition to their primary function to supply fishery products. These functions include conservation of natural environments, protection of people's lives and properties, provision of places for people to live and exchange, and formation and preservation of local communities. The policy for multifunctionality of the isolated-island fisheries (called "The support grant of reformation for the isolated-island fisheries") put into force since 2005. Fisheries are a key industry on isolated islands. these islands are disadvantaged in transportation. The decline of fishery workers and their aging on these islands are faster than on the mainland. Efforts are going on to exploit the isolated-island fisheries revitalization subsidies to add value to fishery products.
