  • Militias and Ethnic Boundaries in Laos and Exile

    This article concerns the dynamics of people-making during war and exile. While the Second Indochina War (1954–75) in Laos was international, the fashioning of ethnic identities in relation to militias also reflected local dynamics and divisions, and rivalries over prominence. I focus on the identification of Iu Mien peoples in relation to Chao La, a militia leader whose prominence reflected his authoritarianism and command over resources, as well as the social repercussions of large-scale resettlement and the dynamics of refugee camps. My argument centers on the potential of warfare and violence to define ethnic identities, and on social reproduction concerning cultural factors in ethnicized and militarized social life.

    In the once-remote valley of Pai in Mae Hong Son Province in northwestern Thailand, tourism has been a powerful force shaping dramatic changes. However, tourism is a complex subject involving a range of actors and actions both within and outside the valley. It has occurred simultaneously with other transformational processes in Thai society. This paper focuses on Viengtai, the market and administrative center of Pai District, drawing on observations made from 1997 to the present, including dissertation field work in 2005 and 2006. This study seeks to describe and interpret processes and practices at work in Pai, where a range of social actors compete and negotiate over resources and notions of culture and locality, with an emphasis on political decentralization. It will describe the interaction between actors in resource management for tourism development in Pai from the 1980s to the present. It describes the distinct features of the negotiations and conflicts regarding resources and notions of culture and locality among local communities, entrepreneurs, tourists, NGOs, and state and local administration in the era of political decentralization in Thailand.

    This paper aims to explain the function of mutual assistance through children’s inter-household mobility in rural Cambodia.
     Some scholars have noted that Cambodian peasant society is individualistic and lacks any kind of mutual aid system among its members.
     Through fieldwork conducted between 2006 and 2007 in a rural village in Cambodia, this paper demonstrates that about 30% of households have made their children move to another household which belongs to their kinship. This research show how the numerous motives for the movement of children are related to issues such as parents’ deaths, their remarriage, adoption, attending school, poverty, and so forth. However, this paper also makes clear that children do not necessarily stay at the household permanently rather in many cases they stay for only a few years to avoid crises.
     The children tend to move from poorer households to richer ones and from households which have many children to ones which have fewer. This movement allows children to receive better foods and continue their studies. The results of this paper show that kinship members redistribute income among themselves and share a norm whereby children are brought up by not only their parents, but also by kinship members.
     In the village researched, this study proves that the movement of children plays a role in a mutual assistance system in the kinship network, and provides the security to support the lives of village members.

    The purpose of this paper is to look into the relationship between international politics and Filipino studentswho studied in Japan during the 1930s. At that time, the Philippines was in the middle of a conflict betweentwo empires: Japan and the United States. In this context, Japan tried to use Filipino students as a meansto improve its soft power in the Philippines. In the first half of the decade, about 30 Filipinos were livingmainly in Tokyo, with the majority of them studying at medical schools, in particular The Jikei UniversitySchool of Medicine, Tokyo, which offered classes in English. But not all Japanese people welcomed Filipinoswith many heavily prejudiced against them. In the mid-30s Japan set up new institutions to attract moreinternational students but the number of Filipino students decreased gradually in the late 1930s becausethe fear of Japanese imperialism had spread in the Philippines. This paper contextualizes these historicaldevelopments to show the deep connections between foreign students and the international politics ofimperialism adopted by Japan in its attempts to obtain hegemony before the Pacific War.
