    This reports describes how we made the holding catalogues of the Metropolitan Hibiya Library and what difficulties we have met during the compilation. A few suggestions are mentioned from our experiences.
    After introducing the process of our job, the total working hours and the number of the staff that have completed these catalogues, a desirable standard is examined.
    Secondly, so much difficulties as regards the compilation; unity of entries, filing method, the inclusion of contents notes of serial works, indexing problems, etc. occurred that unsuitability of applying the general cataloguing rules to this purpose is pointed out. Next, how we decided to designate-printing letters, line space, the coverage of titles and catch letters-is described.
    The function of the holding catalogue in a book form is discussed and catalogues should be made according to the various situation of each library is emphasized. Finally, the use of mechanized compiling method is considered.

    Many of the University Libraries in Japan have begun to issue book catalogs in recent ten years. The reappearance of book catalogs in Japan seems to be just the same in U.S.A. But the circumstances are quite different between two countries. In Japan, the librarians and faculties have simply believed in the usefulness of book catalogs in spite of their disadvantages, as well known as its advantages, and they never gave up making book catalogs, and to print catalogs of their libraries is one of their usual practices. So they have been trying to get a budget of printing library catalogs and nowadays most universities secure some money and have only enough to make a supplemental catalog of new acquisitions every year or every couple of years, or to print a catalog of someone’s collection added to the library, but have not enough to make the full catalog or the cumulated catalog. The writer is doubtful about the object of printing of so many catalogs of general collections or of minor collectors’ collections, because those catalogs would be used only by faculties and students for a few years and have little value as bibliographical tools, for the collections seem not to be sufficiently specialized and of notable distinction. Accordingly, he would like to say that those book catalogs of local universities will only waste the industry and labor of catalogers and that the catalogs should not be printed so frequently. Besides, they do not look as good as a bibliography should.

    Library Catalog, generally speaking, consists of two kinds of orthodox forms of catalog, namely a card catalog and a book form of catalog.
    The card catalog seems to be set up as a standard catalog for users in college and university libraries (in Japan), because many catalogers see that a card catalog is better than a book form of catalog in function.
    The Writer pointed out and discussed that catalog users may not always like a card catalog but rather a book form of catalog in college and university libraries, in addition from cataloger's economical viewpoint.

    It is said that bibliographic information will be able to be so recorded in machine form as to make possible the subsequent automatic printing of such information in all required typographic and bibliographic forms. There are, however, many problems in mechanization of preparing catalogs in book form. The objective of this article is to point out these problems.

    I would like to study and reserch into rationality of library activities in Great Britain today.
    The rationality has also irrationality vice versa. In this point of view, I'll try to review a history of library in this country from 1850 to the present.
    For example, in case of the PUBLIIC LIBRARIES AND MUSEUM ACT 1964 was made from a lot of experiences in a history from 1850.
    The history has a many elements of irrationality in the library activities but its was constructed rationality in the library.
    We should have seen these features about LIBRARY ASSOCIATION, THE PROFESSION OF LIBRARIANSHIP, HOME READING SYSTEM, LENDING SYSTEM NET WORK OF SCIENCE AND INDUSTRIAL MATERIALS COOPERATION, REFERRENCE WORK, WOMEN'S PROFESSION RE-EDUCATIONAL PROBLEMS AND NATIONAL LIBRARIES.
    Finally, I can get to conclusion the library activities in this country always challenge to irrationality in herself and come at higher level up.

    The purpose of this language survey is to observe quantitatively the present status of foreign book collections (Korean and Chinese books are excluded) in Japanese special and academic libraries.
    This is the third report on the subject mentioned above.
    The 1960ー1965 editions of “Union Catalog of Foreign Books Acquired by 49 Libraries in Japan” (abbreviated as UCFB) were analysed in this study to find out (1) the language distribution, (2) the acquisition speed and (3) the overlapping of the materials among libraries. To make a comparison, the same kinds of analysis were excuted for the National Union Catalog, U.S.A. (abbreviated as NUC) and the library catalogs of three medium size universities in Japan. The findings are as follows.
    (1) Language distribution
    More than 90% of foreign language books in Japanese academic libraries were composed of the materials in English (60%) German (20%) Russian (10%) and French (7-8%). The rest were those in Italian, Spanish, Rumanian, Turkish, Persian and Czeck.
    The percentage of the distribution for Spanish materials in UCFB was less than that in NUC, and the percentage for Italian materials in UCFB was almost equal to that in NUC.
    Since 1960, more materials in Russian have been acquired by Japanese academic libraries than those in French. Percentage of French materials before 1960 was higher than that of Russian materials.
    (2) Acquisition speed
    In this investigation, the acquisition speed of foreign books was indicated by the difference between publication and acquisition dates. It was found that the less materials were acquired as the difference between publication date and acquisition date became larger. The highest percentage (35-40%) was attained by the materials whose acquisition time lag is one year (e. g. Publication year-Acquisition year=1 year). As the time lag increased to 10 years, the percentage of materials recorded in NUC and UCFB decreased to about 1% of the highest number, while the percentage of materials in three university library catalogs decreased to about 10% of the highest.
    (3) Overlapping of materials
    The UCFB is the union catalog of 49 special and academic libraries in Japan. This investigation showed that about 40% of books listed in this union catalog were acquired by more than one library. The analysis also showed that percentage of the materials overlapped in other libraries did not change for six years e. g. from 1960 to 1965.
    More than 80% of the materials recorded in one year edition of UCFB were also listed in five year cummulated edition of NUC, and about 20% of the materials listed in one year edition of NUC were duplicated with those listed in one year edition of UCFB.
