     “Sekizen-kumiai Traveling Librafy” was based on “Sekizen-kumiai” which was consist of the landlords and the influential persons in Niigata-city. It started the administration at 1908. “Sekizen-kumiai” was the financial institution with savings as the central figure, but the Traveling Library management planed for an education movement.
     For a reason, there had been no highlighted activity of public library, in Niigata-city yet. The activities of “Sekizen-kumiai Traveling Library” could lead people by “the beautiful custom of reading”, and it won support from many people. It needed to be back up with teachers and public spirited men of the locality.
     This activited did based on the social education view, which carried favor with the public. It set more value on the way of push forward the national management or the self-government of local than the originality of library.
     Consequently, “Sekizen-kumiai Traveling Library” left an impress all over the prefecture, but couldn't discharge its duties as the mainspring of activity to institute libraries of which Tomosaburo SANO's purpose.
